DRC No. 3503 - TEREZIA GIURGIU: page 9, paragraph 3, first bullet point, amended as follows: The building elevations appear flat. Suggest adding trim around windows to create shade and shadow. Submit revised plans to show more articulation and architectural trim. Lincoln Avenue DRC Action: Recommendation to Planning Commission Continued from 12/22/99 meeting The project was presented by Terry Jacobson -Architect, and Jim Liberio -congregation member. The revised plans incorporate many of the suggested changes from the previous meeting, including: The use of grass-crete has been provided at the tandem spaces, and additional planting fingers have been added in the parking lot to help soften the large expanse of paved areas. The building footprints of adjoining residences are shown on the site plan, as well as plotting of the existing trees. Additional landscaping has been provide along the residential edge, particularly at the outdoor playground area. The roof design of the building has been revised to be more consistent with the existing chapel. This was accomplished without exceeding the maximum 32 ft. height limitation. No variance application is needed. The building elevations have been revised to include the use of panel siding consistent with the existing material used on the church building. The lower wainscot is painted precision block for maintenance considerations. The DRC appreciates the applicant's effort in being very responsive to the DRC's comments in making this a better project. There are some concerns, however, with the use of Camphor trees (Cinnamomum Vernum) in the parking lot. These trees tend to grow rather large, and can potentially cause problems for some of the narrower planter areas. It is also suggested that a standard tooled joint be applied to the precision block wainscot to accentuate the horizontal lines of the building. MOTION by Susan Secoy to recommend approval of the project to the Planning Commission with the following conditions: 1. Replace the Camphor trees (Cinnamomum Vernum) with Brisbane Box (Tristania Conferta) in narrow planter areas of the parking lot. Provide linear type root barriers to help prevent potential surface root problems. 2. Apply horizontal-raked tool joint at precision block wainscot. 3. Prior to issuance of building permits, submit final landscape and irrigation plans to Department of Community Services for approval. Final plans to incorporate City required inspection notes. DRC No. 3503 - TEREZIA GIURGIU Conversion of an existing commercial building into a 28 bed elderly residential care facility 1407 E. Collins Avenue DRC Action: Recommendation to Planning Commission Continued from the 1/05/2000 meeting The project was presented by the owner Ms. Terezia Giurgiu, and the Project Designer, Mr. John Bor. The revised plans incorporate the changes required by the SRC including elimination of the northerly driveway along Lincoln Street, and relocation of the trash enclosure per Public Works Department. Window trims have been added for the south and east building elevations, and a new porch element has been added at the side door entrance along Collins Avenue. The proposed roof material would be a concrete the similar to the Albertson's Supermarket across the street. The outdoor courtyards have been further refined with landscaping and umbrella tables, and new trees have been added in various locations. As for the issue of building occupancy and exiting, the applicant will be meeting with the Building Division and the Fire Department. The owner's intention is to first obtain approval of the proposed land use, then revisit the design issues at a later date. The property is in escrow pending outcome of the scheduled meeting with the Planning Commission in February. Mark Paone reiterated his concerns from the previous meeting regarding the occupancy issue. Exiting requirements may necessitate new doors to be added. This will significantly affect the architecture of the building and require submitting the plans back to the DRC. Susan Secoy stated that although she appreciates the applicant's effort in being sensitive to the residential neighborhood, she is not comfortable with the proposed architecture and landscaping as there is still a lot of work to be done on the design of the project. She does not want to hold the applicant back from proceeding to the Planning Commission, but they are not in the position of approving the architecture at this point. The DRC stated that perhaps the project can be referred to the Planning Commission with a condition that the architectural and landscape plans return to the DRC for final approval. The design issues that still need to be resolved are as follows: Exterior finish material and color palette have not been determined. Recommend that red color roof tiles not be used. The side access door along the south elevation is not the primary entrance to the building. The access door should not be accentuated as it create confusion. Eliminate if possible. Submit landscape plan. Delineate between existing and proposed new plant materials. Landscaping should be placed closer to the building to help break-up and soften the building. Suggest use of shade trees in courtyards. Add planter area for vines along the east edge of the building. Be careful with the selection of vines (twine, not cling type). Provide an espalier trellis for vines with separate irrigation. indicate line of perimeter wall on elevation drawings to show how much is the building exposed to public view. Also provide more detail of corner wall treatment. The DRC agrees with the concept. However, based on the above stated concerns, it appears that the proposed development may be too dense for the site. DRC No. 3507 -SISTERS OF ST. JOSEPH OF ORANGE New replacement 80 unit senior residential facility 480 S. Batavia Street DRC Action: Recommendation to Planning Commission The project was presented by Wolfgang Hack and John Paris with Hill Partnership, Inc. - Architecture, and Robert Talafus with Wagner Halladay Inc. -Engineers. The proposal is to construct a new senior facility in the existing open space area located northeast of the Mother House. This will replace the existing "Regina House" which would be demolished when the new facility is completed and occupied. The area of the Regina House will then be converted to an outdoor garden area. Many of the existing trees will be relocated to another location off-site. The DRC commented as follows: The DRC supports the proposed project. The architecture is understated and sensitive to the existing facility. Coordinate building elevation and roof plans with building floor plan layout. Submit all 4 sides of the building elevation plans to the DRC for final approval. The quality of the exterior space as it exists is very powerful. How does the project proposes to continue this statement? There are concerns with the loss of open space and particularly the existing mature trees which add to the intriguing character of the site. Are there any opportunities to save some of these trees and relocated on site (to the new garden area) rather than moving them to another location off-site? There are approximately 45 to 50 existing trees that will be affected by this project. The proposed landscape plans should include some type of mitigation measure to help reduce its impact. Submit conceptual plans of the next phase, including landscape, hardscape and builtscape to show how the project all ties together with the existing facility. Also, more information on the history of the site would be helpful to the DRC to better understand the overall scope of the project. MOTION by Susan Secoy to recommend approval of the project to the Planning Commission with the following condition: 1. Prior to issuance of building permits, submit final plans to DRC for approval. Final submittal to include additional photographs of the architectural detailing used for the Mother House and the Healthcare Systems office building. DRC No. 3508 - VOIT COMMERCIAL BROKERAGE Conversion of a former restaurant to commercial office 3500 Orangewood Avenue DRC Action: Final Determination The project was presented by William Malcomb -Architect. The proposal is to renovate and convert an existing building previously used as a restaurant into a professional office. The intent is to refurbish the exterior with a smooth plaster finish, new reflective glass and replace the metal roofing. This is to create more of a corporate appearance to match the existing high- rise building. The landscape and hardscape will also be modified to be more cohesive with the rest of the existing center. Signage will be submitted separately at a later date. The DRC supports the direction of the project in terms of its aesthetics. MOTION by Susan Secoy to approve the project with the following conditions: 1. New reflective glass shall match the existing glass used for the high-rise building. 2. Submit final landscape and irrigation plans to Community Services Department for approval. Final plans to include City required inspection notes.
