The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned
at approximately 6:30 p.m.

REVIEW OF MINUTES:
A motion was made by Committee Member Alice Angus to approve the minutes of December 5,
2001 subject to the following corrections:
DRC #3688 Stonegate Senior Apartments page 4 paragraph 3 sentence 1: amended as
follows:
Committee Member Mark Paone asked if an ~S EIFS (Exterior ~~^~°" '^°~~'~+~^^ Insulation
Finish System) would be used for the building, which has a smooth exterior plaster finish.
Paragraph 8, sentence 1 amended as follows:
Ms Secoy stated that they would further study some of the design issues that were raised at #i-s
this meeting.

Bungalow residence that was recently moved-on to the site from another location.

Mr. Valere Tadiff and his son Andy Tardiff, presented the project and showed landscape plans.
Committee Member Alice Angus asked if the width of the driveway had been cut back at all.
Mr. Valere Tardiff answered no; they would be looking at the entire driveway, as it exists. He
felt that the mow strip would destroy the integrity of the pavers. The original plan was to put in a
concrete driveway, but had too many problems with the concrete cracking. With the pavers, it is
a permanent driveway and will not crack. He just doesn't like the idea of a mow strip.
Committee Member Susan Secoy mentioned that there are many beautiful examples around
Old Towne of grass mow strips that are very well maintained, and they also add to the character
of the property.
Mr. Andy Tardiff asked if it was really that important to have the mow strip. His parents really
don't want it, but it sounds like the committee really does. If the committee really does want it,
the only thing they can do is to go back to the original plan, which was already approved.
Committee Member Leonard Filner noted that there is now a wider landscape area with smaller
trees and a blue spruce, which grows to 60-70 feet tall. It is recommended that the growth of
such a large tree be watched, as it is in narrow planting area close to the property line.
Mr. Andy Tardiff stated that he would just remove it from the plans, as he did not know the blue
spruce grew that tall.
Committee Chair Joe Woollett stated that the location of the garage was not a big issue with the
committee members. The main concern is the appearance of the historic house. It's not a
personal preference, but the committee needs to be sensitive to the design characteristics of the
Historic Old Towne area.
Mr. Valere Tardiff felt that the operative word "sensitive" is open to all kinds of interpretations.
Committee Chair Joe Woollett stated that the suggestion of creating a mow strip was a
compromise, and that if they went strictly by the guidelines, the pavers would not be allowed at
all. The driveway would all be concrete. The committee is just trying to administer the
guidelines with some equanimity.

Committee Member Leonard Filner is familiar with the pavers and said there is a way that you
can maintain the opening with a metal edge, barely visible from the surface.
Mr. Andy Tardiff asked about a single strip down the center of the pavers, because there is
enough room there for 2 cars.
Committee Member Susan Secoy thinks that it would help. The committee is trying to keep the
character of Old Towne. By introducing a softer landscape element, it would help to mitigate the
appearance.
Mr. Valere Tardiff did not want to consider any of the options. He had very strong feelings
against a mow strip.
Committee Member Alice Angus believes the driveway needs some softening, and she
understands Mr. Valere Tardiff's concerns. Perhaps there is a ground cover that doesn't require
the same type of maintenance as grass and that is more durable.
Committee Chair Joe Woollett stated that the applicant has not responded to any of the
committee's suggestions. As such, the project as presented would not be approved because it
is not consistent with the style of the building.
Committee Member Susan Secoy explained that the reason this project came back to the
committee is because it is very different from what was originally approved. She further
explained that it is an unorthodox procedure to make the changes at the driveway that was not
approved per the original plans.
A motion was made by Committee Chairman Joe Woollett to continue the project.

Reconstruction of a 2-story 34,400 sq. ft. mixed-use industrial building with site
landscaping.

Mr. Paul Toberty, applicant and Mr. Jim Dietze, Architects Orange presented the project and
changes that have been made since the previous DRC meeting. The changes are primarily with
the building elevations. They are proposing to use the same color that is currently on the
buildings. Also changed was the color of the awnings from green to taupe, as it seems to tie
things together more nicely. The two buildings in front have a mixture of different styles with
some traditional elements. The proposed new concrete tilt-up building is a contemporary style
with some traditional elements such as cornices and moldings.
Committee Member Susan Secoy stated that the colors are very sympathetic to what exists out
there and she doesn't have a problem with the departure architecturally. She is in support of
the project in the direction it's going.
A motion was made by Committee Member Susan Secoy to approve the project.
The approval was based on the following finding:
The project design upholds community aesthetics through the use of an internally
consistent, integrated design theme and is consistent with all adopted specific plans,
applicable design standards and their required findings.

4. DRC No. 3692 -EASY LIFE FURNITURE
New wall sign for a retail tenant within an existing shopping center.

DRC Action: Final Determination
Mr. Ky Quach and Mr. Peter Dang from Sharp Sign & Awning presented the project. A
discussion of the sign and the colors, lettering, and size of channel letters followed.
A motion was made by Committee Member Susan Secoy to approve the project subject to the
following conditions:
1. Omit notes 2 and 3 on the signage plans
2. On note number 6, clarify the color as Aruba Blue.
3. Channel letters shall be 5 inches in depth.
4. The vertical fascia (note #6) shall be re-surfaced by removal of the aluminum applique's
for a smooth surface as a background.
The approval was based upon the following finding:
1. The proposed signage utilizes materials, colors, and design motifs that are compatible with
the building that is being identified.
