The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 6:00 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: Review and approval of the October 2, 2002, November 20, 2002, December 4, 2002 and the December 18, 2002 minutes were deferred to the January 22, 2003 meeting. City of Orange -Design Review Committee Meeting Minutes for January 8, 2003 Page 2 1. DRC No. 3695 CHAPMAN UNIVERSITY PARKING STRUCTURE Review of final landscape plan for parking structure. One University Drive (northwest of Shaffer Street/Walnut Avenue intersection) Staff Contact: Anna Pehoushek, Senior Planner DRC Action: Final Determination apelaoushek(a~cityoforange.org Mr. Ken Ryan explained the parking structure's landscaping plans. The highlights included: Appropriate landscaping adjacent to the parking structures; north, south, and the west side. The residence hall to the east and Shaffer Street will be the second phase. Added palm trees along the side of the structure. Modifications to the south side of the structure. Adding larger trees closer to the structure and to the periphery areas. Added trees along Walnut Avenue. Added twenty-four (24) inch box trees along Grand Street. Committee Member Filner asked what a particular depiction on the drawing was supposed to be a ramp because there is a palm tree in the middle of the ramp. Mr. Ryan replied that there is a ramp and the palm tree is at the bottom of the ramp. The committee and the applicant then discussed the purpose of the ramp, the reasoning for the location of the palm tree and the ramp, and elevation of the ramp based on requirements by the Fire Department. Mr. Kris Olsen explained that the parking structure is currently under construction and will be completed in June. A month later, the construction for the residence hall will commence; so landscaping plans for the residence hall will be submitted before it is started. Committee Member Filner noted that the elevation plans show landscaping on the upper level of the parking structure but it is not shown on the actual landscaping plans. He wanted to make sure the approved plans are properly documented. The committee and the applicant then discussed the plant material for the landscaping areas on the parking structure. The committee felt as long as it is documented in the final landscaping plans, then it will be sufficient. Committee Member Filner wanted to note for the record that on the approved plan, there are six 6) trees-four (4) are forty-eight (48) inch box and two (2) are thirty (30) inch box size. He also recommended that since thirty (30) inch box trees is no longer a standardized size, the applicant may have difficulties locating that size. In that case, he would like to set a condition that in the case of thirty (30) inch box trees cannot be obtained, the applicant will need to use the thirty-six 36) inch box size. The applicant agreed to the suggested condition. Staff Member Morris asked if the applicant will be using root barriers on the plantings in the parking structure islands. DRC No. 3695 CHAPMAN UNIVERSITY PARKING STRUCTURE (Continued A motion was made by Committee Member Leonard Filner to approve the project subject to the following conditions: 1. The six (6) trees along Grand Avenue shall consist of: a. Four (4) trees at forty-eight (48) inch box size, b. Two (2) trees at thirty (30) inch box. In the case that thirty (30) inch box trees cannot be located, then thirty-six (36) inch box trees shall be used in its place. 2. Provide notes on landscaping plans to depict the types of trees to be planted. 3. Submit final landscaping and irrigation plans to Community Services Department staff for approval.
