The board met for an administrative session beginning at 4:30 p.m. The meeting adjourned at approximately 8:45 p.m. Regular Session - 5:30 PM REVIEW OF MINUTES: The review and approval of the December 8, 1999 and December 22, 1999 minutes were deferred to the January 19, 2000 meeting. Reduce overall height of the sign to maximum Oft. measured from adjacent curb. DRC No. 3502 - BRENT SEPULVEDA New 2 story single family residence 518 Carlisle Place DRC Action: Final Determination The project was presented by the owners Brent & Chelly Sepulveda, and Brian Oslin - Designer. The proposal is to construct a new 2-story 5,803 sq.ft. residence on a vacant parcel. Mr. Oslin has verified with the Fire Department that there are no fuel modification requirements for this site because it is surrounded with an existing irrigated manufactured slope. The new residence will be partially screened from Orange Park Acres by the other new custom homes across the street on the east side of Carlisle Place. The DRC stated that the proposed project is not intrusive to the neighbors and the overall design appears well thought out. However, they would still like to see the exterior finish materials, color palette, and a conceptual landscape plan. MOTION by Susan Secoy to continue the project with the follow conditions: 1. Site plan and building elevations are approved as submitted. 2. Submit landscaping plan to identify all existing and new trees located on the site and on the adjacent slopes. 3. Submit exterior finish material sample and color palette. DRC No. 3503 - TEREZIA GIURGIU Conversion of an existing commercial building into a 28 beds elderly residential care facility 1407 E. Collins Avenue DRC Action: Recommendation to Planning Commission The project was presented by the facility operator Ms. Terezia Giurgiu. The proposal is to convert an existing professional office building into a 28 beds residential care facility for the elderly. Subsequent to the Staff Review Committee meeting, the site plan has been modified to close-off the existing northerly driveway along Lincoln Street. The existing flat roof would be replaced with a new hip roof to achieve more of a residential character. The DRC stated that the project is an enhancement to the community, and therefore they are in support of the application. There are, however, still some concerns that needs to be addressed as follows: The building elevations appear flat. Suggest adding trim around windows to create shade and shadow. Submit revised plans to show more articulation and architectural trim. Submit exterior finish material sample and color palette. Courtyards appear uninviting. These areas need refinement to create a more pleasant and comfortable outdoor environment. Relocate trash enclosure. Applicant to work with City Public Works Department to determine alternative locations for trash enclosure. Suggest relocating to the back of the building and providing new drive approach along Collins Avenue for access. Proposed landscaping lacked trees. Submit revised plans to add more trees to help screen the parking area and soften the project. Potential exiting problems at west wing of building. Depending on the type of occupancy rating determined by the Building Department, exiting (lack of) requirements may impact the exterior design of the building. Applicant to verify occupancy rating with the City's Building Department. MOTION by Mark Paone to continue the project based on the above discussion.
