1. ORANGE MAIN LIBRARY
Proposal to consider the installation of a mural/construction sign on the south facing
perimeter fence of the Orange Main Library

DRC Action: Review and comments
Ms. Nora Jacob, Orange Library Director, made a presentation to the Committee regarding the
mural and what it would look like.
There was a general discussion about the installation of the mural on the south side facing the
perimeter fence of the library.
Mr. Woollett moved that the Orange Main Library mural project be approved.

2. DRC No. 4040-OS -NEW BROWN RESIDENCE
Proposal to construct a new 4,657 square foot, single-family home.
Property is located at 6915 East Hidden Oaks Lane

DRC Action: Initial Review and Continuation to future DRC meeting
Ms. Sonal Thakur, Assistant Planner, provided a full reading of the Staff Report to the
Committee.
The Committee asked Mrs. Brown about some of the inconsistencies on the drawings regarding
the roof area.
Mrs. Brown did not know the answers about the roof, and stated that although her architect was
unable to attend the meeting tonight, she presented a letter to the DRC stating in part, what types
of materials he intended to use for this project.
The Committee explained that although the letter stated what her architect intended to do and
what materials he would use, this information was not noted on the plan drawings.
Committee Member Wheeler made a motion to continue DRC 4040-05, New Brown Residence
with the following recommendations:
1. Revise roof plans.
2. Revise elevations and provide complete set of plans at next DRC meeting that would
accurately and consistently show proposal.
3. Provide material board that is consistent with plans.

3. DRC No. 4046-OS -STADIUM COLLECTION SIGN PROGRAM
Proposal to replace an existing sign program for the existing 220,150 square foot office
complex in the M-1 zone.
Property is located at 2019-2211 West Orangewood Avenue

DRC Action: Final Determination
Ms. Sonal Thakur, Assistant Planner, requested to comment on the submitted sign program. She
noted that although the proposed was acceptable and approvable, the applicant needed to make
various (minor) corrections in verbiage and diagram labels prior to receiving Staff approval.
Committee Member Joe Woollett suggested having the applicant make the minor corrections so
that Staff could retain an error-free copy of sign program for Department files.
The plans were reviewed, and the Committee asked the applicant if he had anything else to add,
and his response was no.
Chair Califf moved to approve DRC 4046-05, Stadium Collection Sign Program.

4. DRC No. 3997-OS -CITRUS MEDICAL OFFICE BUILDING (VRSJ)
Proposed two-story medical office building
Property is located at 1031 W. Chapman Avenue

DRC Action: Recommendation to the Planning Commission
Ms. Leslie Roseberry, Planning Manager, provided a full reading of the Staff Report to the
Committee.
Speakers:
Darrell Hebensteit, 144 N. Orange St., Orange. He presented the architectural plans to the
Committee.
Dave Valentine, 635 E. Chapman, Orange, VRSJ. He discussed the planned use of the building.
David Boddy, 144 N. Orange, Orange. He answered specific questions regarding the windows
and cornice.
Committee Member Wheeler made the following suggestions:
1. 2°d floor window on the Southwest elevation be raised, if practical.
2. Arches over 2"a floor windows be removed or revised.
3. Cornice be simplified on southeast corner.
4. Awning be revised to include sides.
Committee Member Woollett made a motion for Recommendation of approval to the Planning
Commission on DRC No. 3997-OS-Citrus Medical Office Building.
