REVIEW OF MINUTES:
MOTION was made by Susan Secoy to approve the November 22, 2000 minutes with the
following corrections:
DRC #3555 -Pacific Bell, page 2, paragraph 3, sentence 3 amended as follows:

Final review for the proposed demolition of an existing residence (1906 Hip Roof
Cottage) and detached garage in Old Towne, and replace with a 1% story residence
1915 Craftsman Bungalow) relocated from another site outside of Old Towne, and to
construct a new 2-car detached garage.

DRC Action: Final Determination
The project was presented by the owners Valare Tardif and Andre Tardif. This is a review of
the final plans prior to submittal to the Building Department for permit issuance. The submittal
includes a structure evaluation report form a structural engineer, foundation detail, exterior
finish material samples and color palette. Photographs of the existing house to be demolished
on Harwood have already been taken, however, the shop (Orange Camera) was unable to
develop the requisite enlarged black and white copies on time for tonight's meeting. They are
also willing to accept nomination of the relocated 1915 Craftsman Bungalow as a contributing
structure into the National Register District.
Susan Secoy opened the meeting for public comments:
Robert Imboden stated that the Old Towne Preservation Association (OTPA) has been very
concerned with the recording process. It appears that the photographs are in 35mm format? -
Yes). The Secretary of the Interior's Standards has certain requirements on the format of the
film, and not just on the photo developing process. As far as what he has seen, it does not
appear to meet those standards. The OTPA would like to see those requirements met. From
what they can determinate, this project requires "Documentation Level III".
Susan Secoy asked if the applicants were given a copy of the Secretary of the Interior's
Standards and guidelines for Architectural and Engineering Documentation? (Yes) Also, can
we specify these requirements in terms of the photography at this time?
Dan Ryan (Senior Historic Preservation Planner) stated that there are different levels of
photography depending on the significance of the resource. Whether or not this project falls
under certain "Level" is probably opened to discussion, based on its condition and other factors.
Robert Imboden further stated that the Planning Commission have amended the conditions of
approval to require photo documentation of both structures, and to require that the architectural
features be retained, repaired and replaced in kind of existing architectural features and details.
Also, since an assurance of completion (bond) cannot be required, he would like to see some
type of proof of ownership to the structure (title)? As for the submitted plans, the west building
elevation is missing, and there needs to be some clarification of the note "Existing windows
destroyed by Fire Depart. -Will replace if possible." That means the existing window should be
restored if possible, if not, then an exact replacement should be used.
Andre Tardif replied that the left window was previously damaged and destroyed. He will install
a new wood window (single sheet glass) to match the original window as shown on the City's
survey photograph. As for the west building elevation, he will submit the drawing to City staff.
They understand OTPA's concerns, but the level of detail they're asking for is too expensive
and very time consuming. They felt that they have substantially complied with all City
requirements.

Susan Secoy again raised the question as to exactly how "Documentation Level III" was
determined? There needs to be some consistency on the DRC's part as to the criteria used to
determine how the standards are being applied.
Dan Ryan referenced a paragraph on page 5 of the Standards which states: "The kind and
amount of documentation should be appropriate to the nature and significance to the buildings,
site, structure or object being documented. For example, Documentation Level I would be
inappropriate for a building that is a minor element of a historic district, notable only for
streetscape contest and scale. A full set of measured drawings for such a minor building would
be expensive and would add little, if any, information to the HABS/HAER collections. Large
format photography [Documentation Level III] would usually be adequate to record the
significance of this type of building". Mr. Ryan further stated that we don't have the range that
falls into all the different categories the Secretary of the Interior's Standards have, so we're
basically looking to have two local standards; 1) Listed National Register Eligible Buildings, and
2) Listed Contributing Buildings. The HABS/HAER Standards are basically for Federal projects
that are funded. Local government can follow the standards, or adopt variations of the same
standards on how to record things.
Joe Wollett asked if that means in effect the DRC gets to decide? (Yes)
Dan Ryan stated that the City's survey does indicate resources that have been identified as
being a Contributing Building to the District, or if they have individual significance that are listed
as being eligible for the National Register.
Robert Imboden disagreed on the bases that because we are dealing with a "District" and not
the individual properties, it is an issue where the sum is sort of greater than the parts. The
entire stock of Historic District should be considered as a whole, not the individual parts.
Andre Tardif hopes that the strict standard for such a high level of documentation would not be
required because it is much too expensive and time consuming. He understands the OTPA's
concerns, but they are not the ones paying for it. They would like to complete the relocation by
the end of the year, and they are running out of time to accomplish this.
MOTION was made by Susan Secoy to approve the project with the following conditions:
1. Final plan to include the following note: "Architectural features shall be retained, repaired
and replaced in kind of existing architectural features and details".
2. Final plan to include the following note for the front window: "Existing window to be
replaced with a new single pane glass window in kind as the original window.
3. Final plan to include west elevation drawing.
4. Prior to issuance of building permits, submit black and white photographs of both structures
to City staff for documentation. (Photographs to be of archival non-resin fiber base paper).
5. Prior to issuance of building permits, applicant must show proof of ownership of the house.

The approval is based on the finding that the proposed work conforms to the standards and
design criteria referenced and recommended by the Design Review Committee. The proposed
work complies with the Secretary of the Interior's Standards and Guidelines. The proposed
work is compatible with, and therefore will not adversely affect the use and design of existing
buildings within Old Towne.

5. DRC No. 3603 - METRICOM
Wireless communication antennas on an existing service station building
2700 Santiago Boulevard
DRC Action: Final Determination
The project was presented by Norman MacLeod and Ramon Salazar for Metricom. The
proposal is to install new wireless communication antennas on top of an existing carwash
building. The parapet wall would be modified and raised to the maximum allowable height of 32
feet in order to screen the new antennas.
MOTION was made by Joe Woollett to approve the project with the following condition:
1. Provide trim detail on top of parapet wall. Width of trim shall be proportional to the
increased parapet wall height.
