The Committee met for an administrative session beginning at 5:00 p.m. The meeting adjourned at approximately 6:45 p.m. Regular Session - 5:30 P.M. City of Orange -Design Review Committee Meeting Minutes for December 1, 2004 Page 2 DRC No. 3786-02 - Archstone Gateway Apartments Request for approval of preliminary landscape plans, final colors and materials, parking structure headlight barrier design, roof plans, and building elevations on a four-story 884-unit multi-family apartment complex. 291 State College Boulevard (in the City of Orange) and 2150 State College Boulevard in the City of Anaheim) (former Orange Drive-In Theater site) Staff Contact: Chris Kelly, Contract Project Manager DRC Action: Recommendation to Planning Commission Anna Pehoushek, Acting Principal Planner, introduced the item. Committee Member Woollett inquired about how the stone accents would be incorporated on the apartment buildings, as he is somewhat concerned that it would not look integrated. He stated that he would be inclined to eliminate the ledger stone requirement; Committee Member Wheeler stated that he would like to see the ledger stone incorporated in a way that doesn't look tacked on. Chair Califf stated that he agrees with these comments. Mr. Woollett and Mr. Wheeler both felt that the roof vents needed to be consolidated to eliminate the roof clutter. It was also suggested that the plumbing vents be grouped together. Mr. Wheeler stated that he was disappointed in the roof plan, particularly the area related to the tower elements. Chair Califf stated that he agreed that the roof vent protrusions were problematic, and suggested that they be grouped, possibly, in the following priorities: (1) group together, (2) move vents away from street side of roof, (3) pull vents away from roof edge. It was noted that the color selected for the walls of the landscaped courtyards should take into consideration the amount of shade that will occur in those areas. A lighter, but complementary color should be used. All committee members felt that the proposed parking structure headlight barrier treatment was problematic. Mr. Woollett was concerned that the use of split-face block is so different from the rest of the project that it does not really blend in. There is no transitional element. Chair Califf stated that he prefers the use of stucco on the parking headlight barrier. Mr. Woollett asked that the landscape architect review the landscaping in the courtyards and to address the issue of shade-tolerant materials. Relative to the landscaping, Howard Morris also suggested that the use of eucalyptus on the site be limited due to pest problems. A motion was made by Committee Member Joe Woollett to recommend approval of the project to the Planning Commission subject to the following conditions: City of Orange -Design Review Committee Meeting Minutes for December 1, 2004 Page 3 L Modify staff condition 2 as follows: The applicant shall submit a final landscape plan and fencing plan to DRC for review and approval prior to the issuance of building permits. The City's standard landscape notes shall be incorporated into the final landscape plan. 2. Delete staff condition 3 3.
