Final plans for an approved telephone equipment facility expansion
2525 Orange-Olive Road
DRC Action: Recommendation to Planning Commission
The project was presented by Wesley Wei and John Chen with JTC Architects, Inc., and John
Stratman and Tim Ng with Pacific Bell. This is a submittal of the revised plans to show
compliance with the conditions of approval from the previous DRC meeting on June 7, 2000.
The submittal includes lighting fixture cut-sheets, photometrics, roof drainage detail, landscape
plans, exterior finish material sample and color palette. The project has been postponed from
its original July 5, 2000 hearing date to the December 4, 2000 Planning Commission meeting.
Joe Woollett was concerned that some of the parking lot lighting fixtures are nearly 30 ft. high,
as it would be difficult to avoid impacting the adjoining residential properties.
Mark Paone agreed. There needs to be more information and data to show the cut-off angles
and points of the lighting fixtures. There should be a letter from the lighting manufacturer to
demonstrate lighting levels outside of the property.
Leonard Filner stated that the landscape plan complies with City standards in terms of the
requirement of having 25% of the new trees being at least 24-inch box size. As for the planting
material, it was recommended that Hanh's Ivy be used. It is noted that English Ivy may also be
used at the discretion of the applicant.
Mark Paone raised concerns with the height of the perimeter block wall along Delta Street.
Since there is a grade difference between the parking lot and the street, is the block wall high
enough to help screen the trucks loading on the property?
Mr. Wei replied that part of their application includes an Administrative Adjustment Permit for a
10% increase in wall height for 6'-7.2" high wall, measured from the higher grade. Such wall
may be approximately 8 ft. high as viewed from the outside.
MOTION was made by Mark Paone to recommend approval with the following conditions:
1. Provide statement from lighting manufacturer to demonstrate lighting levels outside of the
property.
2. Parking lot lighting fixture shall be limited to a maximum height of 20 ft. to reduce impact
upon the neighboring residential properties.
3. Perimeter block wall shall be 6'-7.2" in height as measured from the higher finish grade.
Note: approval of an Administrative Adjustment Permit is required to exceed the max. 6 ft.
wall height required by code).
4. Submit final landscape and irrigation plans to Community Services Department for approval.
Final plans to including City required inspection notes).

Replacement windows for an existing residence in Old Towne
193 N. Lemon Street (Contributing Structure)
DRC Action: Final Determination
The project was presented by the owner Mr. Jan West. The proposal is to replace the existing
windows that have been altered back in the 1950's. Some of the window openings are covered
over with sheets of plywood. The new windows are wood double hung.
Susan Secoy stated that the proposal to restore a contributing structure back to its original
design would be a definite improvement to Old Towne.
The meeting was opened for public comment: (None)
Leonard Filner asked if the corner windows at the Maple Street side entrance could be one
window instead of two windows. The single window would be more in proportion to the rest of
the building and less expensive.
Mr. West agreed that single windows could be used instead of the double.
MOTION was made by Susan Secoy to approve the project with the following conditions:
1. New windows to be wood double-hung.
2. New corner windows at the Maple Street side entrance to be one window instead of two
windows.
The approval is based on the finding that the proposed work conforms to the standards and
design criteria referenced and recommended by the Design Review Committee. The proposed
work complies with the Secretary of the Interior's Standards and Guidelines. The proposed
work is compatible with, and therefore will not adversely affect the use and design of existing
buildings within Old Towne.

Renovation of the Stadium Promenade
1623 E. Katella Avenue
DRC Action: Final Determination
The project was presented by John Hill with Robinson Hill Architecture, Inc. The proposal is to
renovate the existing Stadium Promenade with an emphasis of bringing more pedestrian traffic
through the retail shopping area of the center. The upgrade includes new interlocking pavers to
add richness in form and color throughout. The parking lot would be revised so that vehicular
traffic aisles would flow towards the retail shopping area rather than the theater. Anew canopy
element has been added to denote the main entry. Also added are smaller shade canopies to
make the main plaza area more conducive to outdoor activities. New lighting fixtures would be
also be installed. As for landscaping, some of the existing Palm trees would be relocated and
new Mexican Fan Palms would be added to create more shade. The existing Locust trees
would also be relocated and be replaced with new Jacarandas. (Property owner is aware of
potential litter problems associated with the use of Jacarandas). The parking aisle end islands
would be provided with Pittisporum Wheelers Dwarf.
Susan Secoy asked if a new signage program would be provided to compliment the new
renovations? Also, the City has made considerable enhancements along Katella Avenue to
help bring in more pedestrian traffic into the center. How would this project tie-in with those
new improvements?
Mr. Hill replied that a new comprehensive sign program would be submitted separately at a
later date, and is not a part of this submittal. His understanding is that the new sign program
would also require the approval of a conditional use permit by the Planning Commission. As for
tying-in with the improvement on Katella, this would be accomplished through the development
of the remaining vacant pad at the main entrance.
Leonard Filner expressed concerns with some of the new plant materials that are entirely
different than the existing materials in the parking I area. There should be some cohesiveness
with the used of planting material to create consistency through out the center.
MOTION was made by Mark Paone to approve the project with the following conditions:
1. Finish materials and colors to stay within the palette of the existing center.
2. New interlocking pavers to stay within a warm color palette.
3. Submit separate comprehensive signage program for the entire center.
4. The remaining vacant pad, when developed, shall include some type of pedestrian pathway
to coordinate and tie-in with the new public improvements along Katella Avenue.
5. The parking aisle finger planters and diamond shaped planters shall match the existing
planters in the parking lot that is not being changed.
