The regular meeting
of the Orange Public Library Board of Trustees was called to order at 4:31 p.
m. by Chairperson Way at the Friendly Stop, 615-A North Lemon Street, Orange,CA.Present:

Manager; Hazel Ho Wang, Branch Services Manager; and Eugenia Wong,Technical Services

of Minutes The minutes
of meeting on April 26, 1993, Page 1, last line, Assistant City Attorney Jim Evans, was
corrected to read, Assistant City Manager Jim Evans. Trustee Gorham moved that
the minutes be accepted as corrected. Seconded by Trustee Brandman.Motion carried.

IV. Legislative Update
Trustee Gorham noted the progress on SB566 (Roberti). Trustee McEwan reminded all
those present that writing to one's own legislator is more effective than writing to other
legislators.
Jo: Unfinished Business
A. Joint Use Library with Rancho Santiago College
The design team will make a presentation, May 26, at 3 p.m., at Rancho Santiago
College, Orange Campus, to which the public is invited. Trustee Gorham will
represent the Board.
Budget CIP proposals were distributed, including projected figures for the joint
use project.
B. Budget and CIP FY 93/94
Part I of the CIP Study Session was held May 18; Part IT will be held June 1.
Hazel explained the changes in the CIP proposals. Library items of note include a
reduction in the original Main Library land acquisition budget of$3 million to $2.6
million. Apparently Redevelopment transferred the money to use for another
project. The Board questioned if that money could be used to hire a Library
Director.
The June 1 meeting is critical to the success of the joint use project since City
Council will decide on the funding of the project.
The proposed Northeast Branch has been eliminated from the CIP.
The Budget Study Session scheduled May 25 has been canceled. Instead, cost
saving alternatives - e.g., having the library report to the Community Services Director -
will be presented on the regular 3 p.m. Council agenda. Trust~Gorham will
speak on behalf of the Board. The Friends will be contacted to also make a
presentation.2

C Library Governance FY 93/94
The letter sent by Trustee Way regarding the possible consolidation of the Library
and Community Services Departments was noted.
D. Santiago Hills Branch Library Closing
Closure of the Santiago Hills Branch is being recommended to Council, May 25,
along with the other cost saving alternatives. Trustee Brandman will investigate
having the property manager speak. before Council about possibly reducing the rent
when the lease expires in November.
E. Friendly Stop Update
Community Development Block Grant hearing is on May 25, 7 p.m. The Friendly
op requested funding for FY 93/94.
Cindy Mediavilla is attending a meeting with Frank Page and Orange Unified
School District, May 27, to discuss continuing the rent-free lease of the
Friendly Stop's Killefer Park
site.VI. New
Business A. Main Library Manager's
Departure Before Cindy Mediavilla leaves on June 17, she plans to write a memo to
the Board and City Manager regarding issues still pending with the Main Library
and Friendly Stop. She asked the Board ifthere were any issues in particular
she should address and if there were any assignments that should be completed
by June

YIIL Announcemen~
Cindy Mediavilla announced that the library has received a $25,000 grant from the
California State Library for purchasing children's materials.
Trustee McEwan noted that Trustee Courtney asked that his tenure as Library Trustee be
recognized through a book donated to the library rather than a personal present or party.

Trustee Brandman moved that the meeting be adjourned at 5:24 p.m. Seconded by
Trustee Gorham. Motion carried.
