II. PUBLIC COMMENT There were
no public comments.
III. BOARD REPORTS 3.1 Reports
from Chair Massa Chair Massa commented that she was glad to hear the library will
begin Friday service hours and will be offering a "Fine-Free Day," but she regretted
the delay in the renovation of the Taft Branch Library. Director Wann informed the
Board that the Taft Branch Library renovation project is now a joint responsibility

Community and Library Services, Public Works, and Community Development.
Combining the efforts of all three departments will ensure the completeness and quality
workmanship needed to guarantee a renovation that will endure for years in the future.
Construction costs may reach $1 million.
City Librarian Nora Jacob acknowledged that in the next year she intends to seek out
additional grant funds for the library, such as Chair Massa's suggestion to approach the
Gates Foundation for a computer grant. Although California grants have already been
distributed from this Foundation, a letter apologizing for the library's failure to apply in
the first round of funding may be generated to see if an out-of-cycle award
may
be granted,Trustee Westfall arrived to the meeting at 3:50

S REPORT 4.1 Director's Report of
October 2000 The Director's Report was included in
Trustees' packets.Trustee Warne questioned Director Wann regarding the City's lobbyist Mike
Arnold, how many meetings have been held with him and where his office is. Director
Wann responded that a meeting was held with Mr. Arnold in November and another meeting
is tentiavely planned for February. Mr, Arnold's office is in
Sacramento, California.4.2
Legislative Update There was no legislative inforrnation included in
Trustees' packets.4.3
Financial Report The Financial Report was included in
Trustees' packets.Sr. Librarian Sarah Rosenblum reported that she is investigating the library'
s acquisition of software that would enable patrons to log on to the Internet themselves
without staff assistance. Meetings have already been held with Sr. Assistant to the City
Manager Rick Otto and ACS Director Michael Bolton to keep them informed about this
project, which will entail a funding request in the FY

V. DEPARTMENT REPORTS
5.1 Orange Public Library Foundation
Director Wann inforrned the Board that the first Orange Public Library Foundation
meeting will be held on January 17,2001. There are 7 candidates who are firmly
confirrned to serve on its Board, plus an open position for a Library Board of Trustees
representative. Mr. Wann commented that other library foundations typically include a
Board of Trustees member as part of their foundation Boards.
Trustee Cavecche moved that Trustee Schlund be appointed as the Library Board of
Trustees' representative on the Foundation Board. Seconded by Chair Massa. Motion
carried. Trustee Schlund accepted this position.
City Librarian Jacob distributed the library's wish list for Foundation assistance, based on
staff discussion of what is needed throughout Orange's public libraries. Trustees
discussed reprioritizing the order of the items requested. Director Wann noted that a new
Main Library will be added to the Foundation's wish list in one or more strategic ways.
5.2 Proposed Date for Re-Opening Main Library on
Fridays Director Wann stated that the library will be going in January to the City Council with
a proposal to reopen the Main Library on Fridays. Trustees will be provided with this
staff report when it is
available,5.3 Library Bond Act
Update City Librarian Jacob prepared and distributed an update on the California Reading
and Literacy Improvement and Public Library Construction and Renovation Bond Act
of 2000. On December 5, Ms. Jacob attended the first of two inforrnal public
hearings arranged statewide to provide input on developing regulations for this new
legislation.The most discussed and controversial section of the Act is the defmition of')oint
use."Narrowly interpreted, this would mean that Bond Act money could only be used for
joint-use facilities; more broadly interpreted, for either facilities or services/programs.
Ms,Jacob explained that this definition is still open to interpretation as rulemaking
proceeds.Any joint-use application would likely require a written agreement between the
City and Orange Unified School District if our library were to want higher priority for
any funding application. Trustees had questions for staff on the application and awards
process, and Director Wann suggested they put their questions in writing to Ms, Jacob for
her to forward to the Library Bond Act Board, which will meet next in late January
or early February,2001. Trustees Cavecche and Westfall suggested that the Board
needs to decide whether they are genuinely interested in a joint-use project with
the school district.Trustee Warne also encouraged staffto meet with lobbyist Mike Arnold
on this matter.At the group's request, Ms. Jacob will draft a statement for
Trustees' consideration in January, supporting a more broad interpretation of the definition of "joint
use" and also supporting a three-phase application cycle
