CALL TO ORDER 1.1 Pledge of Allegiance Chair Cavecche led the Pledge of Allegiance.1. 2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:45 p.m., in the Community and Library Services Administration Conference Room, 230 East Chapman Avenue.Present:Trustees Cavecche, Massa, Schlund and Warne. Guest:Meredith Martini,Santiago Library System Advisory Representative 1.3 Adoption of Agenda Trustee Schlund moved the agenda be adopted as presented. Trustee Warne seconded. Motion carried.1.4 Approval of Minutes There were 4 corrections to the June 30, 1997 minutes:Trustee Schlund corrected spelling of her name on Page 5.230 E. CHAPMAN AVENUE ORANGE, CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held August 18, 1997 Page Two At the request of the Secretary of the Board, Chair Cavecche corrected minutes, Page 3, fourth paragraph should read, "Chair Cavecche discussed filtering material harmful to minors and Adult Services supervisor Yolanda Moreno advised the work stations located in the children's room are filtered, however, the stations in the adult area are not, except for word processing and e-mail capabilities. she had recently attended a workshop on this procedure. It was discussed at the workshop that while work stations in the children's Room can be filtered, if computers located in the a~ ult areas were not, children could easily access the adult computers without staff's knowledge. Filtering would include e-mail, word processing and other system sources.Chair Cavecche corrected Page 4, last paragraph, 4th sentence to Chair Cavecche and Trustee Warne will sit on sub-committee to evaluate and write use policy for the library. and Trustee Warne offered to sit also.Trustee Warne requested an addendum be placed on Page 5, July 30, 1997 minutes, "IV. Department Reports, Internet Use Policy" after vote was held on motion presented on Page 4: Trustee Warne stated he was concerned about public safety, and more specifically, staff in the Children's Section as regards implementation of the Internet Use Policy. More efficient efforts should be explored to deter improper conduct in this area of the library. The library cannot be expected to prevent society's inappropriate behavior in public areas. In contrast to this, the library can provide invaluable resources for specific inquiries and obtain desired information. The Library Board of Trustees should avoid overkill on regulating Internet use. Trustee Warne stated he wants to prevent specific problems from arising and it may be necessary to provide additioual staff to monitor the work stations. While Trustee Warne sees staff library taking time to monitor and regulate, he feels a better solution to the problem would be reasonable regulations acceptable to Library Board, library staff and customers.Trustee Massa moved the minutes be accepted as corrected. Seconded by Trustee Schlund. Motion CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held August 18, 1997 Page Three II. BOARD REPORTS 2.1 Reports from Chair Chair Cavecche addressed the announcement of the Library Foundation and possible citizen members was announced at a City Council meeting over a year ago. She asked each Trustee to bring the name of their suggestions for a committee member to the next meetin&,to begin the formation of a foundation. Trustee Warne added he felt a~itiQ'at selection would be beneficial to the group, City but Chair Cavecche disagreed and felt a non-political appointment was Council imperative.2.2 Reports from Trustees Trustee Schlund visited the Newport Beach Public Library and contacted their Library Foundation for information. She assembled a informational packet and distributed to Trustees. Trustee Schlund requested Trustees to review this information and be prepared to discuss at their September Board meeting. She further suggested communication with the N. B. P. L. Foundation be maintained.III. COMMUNITY AND LIBRARY SERVICES DIRECTOR'S REPORT 3.1 Director's Report of June and July, 1997 Director Wann pointed out the application for L. S. T. A. Grant included in Trustees' packets and commented the library continues to seek alternative funding. Trustee Warne asked if the distribution of grant moneys had been resolved with the Finance Department and Librarian II Susan Barb added grant moneys are normally targeted for specific projects. Director Wann will ask staff to prepare a matrix showing grant funds received and where the money was appropriated. Chair Cavecche suggested Trustees be on hand at City Council meetings when grant moneys are received to request the funds be returned to the library.Director Wann reported Sf. Librarian Bob Felthaus has requested a voluntary demotion to return to public service work. This request has been granted.Personnel Services Department will be asked to begin a recruitment for this position.3.2 Legislative Update Information was provided to Trustees in their packets. IV. DEPARTMENT REPORTS 4.1 Main Library Renovation Project Director Wann reported architect Bob Coffee has been retained to develop conceptuals for the Main Library Renovation Project. The project will be presented to City Council at their meeting on August 26, 1997. Mr. Wann advised he has recently attended meetings with Economic Development Director Linda Boone, Planning Commissioner Randy Bosch and Doy Henley regarding a New Main Library project. The City is investigating the possibility of purchasing the vacant Bank of America building and also the building located at the north/west corner of Shaffer and Chapman Avenue owned by Robert Holland. It was suggested a member of the Library Board also be invited to attend these meetings. Chair Cavecche will meet with another Trustee during the month to discuss implementation of a Library Foundation by planning an event to rally support for a New Main Library. 4.2 Children's Room Policy Orange Police Department's Crime Prevention Specialist provided a report on several security precautions that could be implemented at the libraries to prevent inappropriate behavior in the Children's area. Director Wann recommended the installation of large mirrors or security cameras to help make these areas safer for children. Trustee Warne suggested all security apparatus be in place at the end of the Main Library renovation. Precautions have already begun with the rearrangement of furniture to visually open the area. Staff has also begun questioning adults their purpose for being in the area. The new layout of the Main Library after renovation with centralized information desks and allow more supervision throughout the library. It is the Orange Public Library's policy there are no children under the age of 7 allowed in the library without an adult. A letter to parents outlining this policy, along with the rules and regulations governing children left alone at the library, will be again be distributed and included in the Children's Section quarterly newsletter to Orange Unified School District teachers. Chair Cavecche has also requested a sign be placed near the public restroom advising children must be accompanied by an adult to use the facility. CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held August 18, 1997 Page Five 4.3 Internet Use Policy Trustee Warne advised the Board he wanted more information on the Internet Use Policy from the City Attorney before making a final decision. Chair Cavecche advised she had spoken to each Councilmember and they are in favor of a policy enforcing filtering of Internet programming. Trustee Schlund questioned whether the policy would violate any A. C. L. U. rulings and Chair Cavecche advised this question had been posed to the City Attorney and it was his opinion filtering of a minor's use would be no violation. She added the City Attorney's was c~:mcerned with the amount of staff time necessary to filter and remove filters from Internet programming. Chair Cavecche said she has contacted software filtering manufacturers and it is their belief there is little time and effort involved in exchanging filtering. Director Wann advised staff has attended workshops that extensively investigated Internet use and policy setting for libraries. Case law has also been gathered to substantiate decision-making on this proposed project. It was again emphasized the library staff support filtering of computers in the Children's area, but strongly object to any filtering of adult stations. The legality of filtering was discussed and Trustee Warne stated he felt it was senseless to project how courts will decide on particular legal issues relating to Internet use.Chair Cavecche stated it was staffs responsibility to supervise Internet use, and if staff felt they could not do this, then Internet capabilities should not be offered in the library. Director Wann said there are always risk involved in providing new services to the public, but these risks can be diminished with the implementation of a solid procedural policy. However, these policies must be in conformance with staffs ability to enforce them.The City of Orange Public Library Internet Use Policy was discussed. Chair Cavecche asked for a disclaimer added to the policy regarding damage done to equipment and Provision 3 of "Children's Use of the Internet" be changed to under 18 years of age requirement of written parental permission before minor' s use of the Internet.Chair Cavecche moved the City of Orange Public Library Internet Use Policy she wrote and distributed at Board meeting be adopted. Discussion: Trustees Warne,Schlund and Massa asked to further discuss this policy directly with the City Attorney and wanted to have his written opinion before a vote was taken. Trustee Massa added she felt she needed additional time to consider the policy. Chair rr CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held August 18, 1997 Page Six Cavecche withdrew motion with the advice to Trustees to complete any further investigation they feel necessary and be prepared to vote at the next monthly Board meeting. She added she has spoken with Council members and it is their recommendation all computers be filtered, and the version she distributed of the Internet Use Policy is City Attorney David DeBerry's opinion on the library's implementation of Internet use. Chair Cavecche asked staff to investigate methods of filtering with Councilman Murphy, covering both pros and cons of these devices. v. NEW BUSINESS 5.1 CD-ROM Reference Network Grant Proposal The California State Library's Application for CD-ROM Reference Network Grant Proposal was included in Trustees' packets. This grant, ifreceived, will fund a server for a new CD-ROM server.5.2 Young Adult Services The Orange Public Library responded to a California State Library questionnaire on Young Adult Services, and this information was provided to Trustees in their packets. While the library staff feel this is a very important target group to provide library services, there is no funding, space, or staff available to implement a program. Director Wann added he hopes to see this group better served in the future.5.3 Automated Library System: Request for Information Limited information was provided to Trustees in their packets. This request will be placed in the FY98-99 budget.5.4 Friends of the Orange Public Library Director Wann spoke to Board of the generosity of the Friends ofthe Orange Public Library and the benefits provided to staff and community from this organization. In a recent article from a local newspaper, Director Wann learned the Friends wished to commission a sculpture of a local resident who recently succumbed to gunshot wounds received in an attack in Petaluma, California. It was the Director's suggestion such donations should receive approval from the Board before they are placed in the library. Trustees requested a copy of the present procedure on gifts to the library to read CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held August.18, 1997 Page Seven A letter will be sent from the Board to the Friends ofthe Orange Public Library suggesting the Board's approval before any commitments are made by Friends to place material in the Orange Public Library. Chair Cavecche attended the July Board of Directors meeting ofthe Friends of the Orange Public Library to solicit funds for Disney videos in memory of Library Clerk Thea Terhune. Friends voted to provide a $250 donation towards the purchase of these films. 5.5 CLA Annual Conference Portions of the California Library Association's Annual Conference Schedule was included in Trustees' packets.
