was called to order at 3:37 p.m" in the Community & Library Services

2.2 Reports from Trustees
Trustee Warne reported to the Board he spoke to Library Foundation member Randy
Bosch and gave him information on the Main Library's Grand Reopening plans. Mr.
Bosch advised the necessary 501(c)3 papers have been filed with the appropriate state
and federal agencies, ang a confirmatiGR i" f'Ypf'rtf'rl in ~ppreximately 6 months. Trustee
Warne requested Board agenda and minutes be sent to Mr. Bosch in the future.
At this time, the Board and guests moved their meeting to the basement of 230 East Chapman Avenue
to begin IV. Department Reports, 4.2 "Public Internet Use Policy / Demonstration. "
IV. DEPARTMENT REPORTS
4.2 Public Internet Use Policy I Demonstration
Kevin Chaney of BRC began the demonstration of Surf Watch software in the Internet.
This software blocks access to pornographic locations within the Internet from keyword
and web site designations. Account Manager Cindy Abbott reported to Trustees the Surf
Watch software is a very good blocking device, however, it is not perfect - therewill be occasions
when a controversial site will not block. There was also a demonstration of the
effectiveness and ease by which library staff will be able to unblock the Internet access
when requested to do so by an adult patron. City Attorney David DeBerry advised
that if a patron challenges the filtering software on the library's Internet station,legal
resolution will have to become involved to resolve legal issues,At
this time, the Board and guests moved their meeting back to the upstairs Conference Room to resume
their agenda.The
Board was advised the branch libraries do not have the necessary optical cabling to receive
the City's networking communication system, therefore, the branch libraries will not
have access to the Internet and its filtering software. The Board decided they would request
the assistance of City Manager David Rudat to request assistance in securing the necessary
cabling for branch libraries at an early time rather than waiting for the Budget FY
99-00 process. Director Wann advised he would be meeting this week with the City
Manager and they would discuss the cabling problems.

III. COMMUNITY AND LIBRARY SERVICES DIRECTOR'S REPORT
3.1 Director's Report of September 1998
Director Wann thanked the Public Works Department's Water Division for their
assistance in providing the cabling necessary for the Main Library's inclusion on to the
City's network system.
3.2 Legislative Update
Legislative Updates were provided in Trustees' packets and informed them of the defeat
of a bill for library construction because of lack of support among library constituents.
It was suggested the Board would send a letter of support to the bill's sponsoring
legislator in the hope the bill may be reintroduced in the next budget year.
3.3 Financial Report
Expenditure Summary was included in Trustee's packet. Director Warm also included in
the Trustees' packets the Fourth Quarter Report FY 97-98 for the Department
of Community & Library
Services.IV. DEPARTMENT
REPORTS 4.1 Main Library Renovation
Project Main Library's renovation is more than 70% completed and it is tentatively
projected that construction will be completed at the end of December 1998. A Grand
Re-Opening date has been set for February 6, Furniture and shelving has been ordered
and are scheduled to arrive to Main Library before
the reopening.a) Library Hours when Main
Library Re-Opens Library Services Manager presented the Board with a
proposal to resume previous branch library services hours before Main Library's
reopening in order to allow Main Library staff to return to the library and begin getting
it ready
for public use.
Trustee Warne moved On December 7, 1998, branch service hours will be
reduced to Monday through Wednesday, 1 p.m. to 8 p.m., and Thursday, Saturday, 1
p.m. to 6 p.m. Branch libraries will be closed on

From December 24, 12 noon through January 3, 1999, all three libraries will
be closed in accordance with the City's holiday closing schedule per motion
of the Orange City Council on October 27, 1998.
On February 6, 1999, Main Library will reopen for dedication ceremonies 10
a.m. to 12 noon, and begin service to the public from 12 noon to 6 p.m.;
branch libraries will be closed this day.
Beginning February 8, 1999, Main Library's service hours will be Monday
through Wednesday, 10 a.m. to 9 p.m., and Thursday, Saturday, 10 a.m. to 6
p.m. Branch service hours will remain as above - Monday through Wednesday,
1 p.m. to 8 p.m., and Thursday, Saturday, 1 p.m. to 6 p.m. All libraries
will be closed on Fridays and Sundays.Motion
seconded by Trustee Schlund. Motion carried.b)
Re-Dedication Program
Approximately $3,700 has been raised by library staff for the Main Library's
Grand Reopening program.
4.3 Library Rules of Conduct / Unattended Children's Policy
Children's Services/Branch Services Supervisor Susan Barb reported to Trustees that
recent problems have arisen because of the current age in the Unattended Children's
Policy. She brought these procedures to the Board for clarification and revision. Mrs.
Barb recommended the Safe Child Policy be changed from 7 to 10 years of age. It was
also recommended that both policies, Safe Child Policy and Library Rules of Conduct,
be reviewed by the City Attorney and then distributed to patrons with new card
registration. Trustee Schlund moved that the Library Rules of Conduct be amended as
suggested. Trustee Massa seconded. Motion carried. Chair Cavecche requested the
clarifying statement that an unaccompanied child whose parent cannot be contacted will
be released to Orange Police Department. It was also recommended that these polices be
distributed to Orange Unified School District and local private schools.
v. NEW BUSINESS
5.1 New Library Logo
Trustees were given a color copy of the proposed new Orange Public Library card. This
card has an unusual orange logo developed by Library Architect Bob Coffee and

Director Wann and Trustees all agreed they liked it. It was suggested the Library adopt
a logo for its use on letterhead, newsletters, brochures, etc. It was also suggested the
new Library card include the ability to charge service for all library activities. Director
Wann proposed the new library card be available for distribution beginning at the Main
Library's Grand Re-Opening
Ceremony.5.2 New Library
Brochure A draft for a new Orange Public Library brochure was distributed to Trustees with
their packets. It was decided to have a new brochure available on the day of Main Library'
s Grand
