CALL TO ORDER 1.1 Pledge of Allegiance Trustee Cavecche led the Pledge of Allegiance,1.2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:35 p,m" in the Main Library, 101 North Center Street Present:Absent:Trustees Massa, Cavecche, Warne and Westfall. Trustee Schlund,1.3 Adoption of Agenda Regular Meeting of November 15, 1999 Trustee Cavecche moved that the agenda be adopted as presented, Trustee Westfall seconded. Motioncarried,1.4 Approval of Minutes Trustee Warne moved that the agenda be adopted with a correction on the top of Page 4,IV, Department Reports, 4, I and 4,2, Taft Branch Library Study and El Modena Branch Library Project, first line, change "Chair Cavecche requested"," to " Trustee Cavecche requested... " Trustee Cavecche seconded, Motion carried,II. BOARD REPORTS 2.1 Reports from Chair Massa There were no reports from Chair Massa,230 E, CHAPMAN AVENUE ORANGE, CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held December 20,1999 Page 2 2.2 Reports from Trustees Trustee Cavecche announced Santiago Canyon College President Dean Strenger has announced his retirement from administration and return to the classroom. Trustee Westfall provided Trustees with a Partners of the VCI Libraries brochure. III. COMMUNITY & LIBRARY SERVICES DIRECTOR'S REPORT 3.1 Director's Report of November 1999 Director's Report was included in Trustees' packets. Director Wann reported the time spent in preparing the City for Y2K readiness was inordinate and all facilities are ready for the turn of the century. The City's Emergency Operation Center (EOC) will be in operation on December 31, 1999. Trustee Warne questioned the status on the Library Foundation and the disposition of the Bank of America building. Director Warm answered him that there has been no new developments on the establishment of the Library Foundation. The next step in the process is the selection of an Executive Board. The City's Economic Development Department will be submitting a report to City Council on their recommendation for the disposition of the building. 3.2 Legislative Update There were no legislative updates included in Trustees' packets. 3.3 Financial Report Financial Report was included in Trustees' packets. IV. DEPARTMENT REPORTS There were no Department Reports. V. NEW BUSINESS 5.1 Library Services: Issues and Recommendations Director Wann reported to Trustees that the report and study on the Taft Branch Library has evolved into a complete evaluation of all library services in the City. A comprehensive staffreport will be presented to City Council with recommendations for increased staffing at the Main Library, a renovation and reformation of the Taft Branch Library into a community services operation and library services operation, and modifications to the EI Modena Branch Library, including replacement of interior and exterior lighting and parking lot repairs. This report will include costs and estimates for these requests. Director Wann advised Trustees he feels the City Council and City Manager will support this request in lieu of the joint use library project, which could cost the City approximately $7.5 million to participate. CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held December 20, 1999 Page 3 Trustee Westfall listed his priorities for library services as (I) the immediate needs of the library, (2) the future needs of the library, and (3) joint use project with Santiago Canyon College. There was a discussion on the feasibility of using SB3 for library construction and staffing. Administrative Analyst Greg Warren will provide Trustees with a copy of that bill for their further review and evaluation. Director Wann encouraged Trustees to attend the City Council meeting on January 12, 4:30 p.m. session, to show their support for the Library's staff report requesting additional staff and improvements at the Taft Branch Library and El Modena Branch Library. VI. ORAL PRESENTATIONS There were no oral presentations. VII. ANNOUNCEMENTS Administrative Secretary Jan McGovney advised she had received a phone call from Trustee Schlund and she would not be able to attend the regularly scheduled Board meeting on January 17,2000. Trustee Cavecche moved that the Board meeting be moved to Monday, January 24, 2000. Trustee Warne seconded. Motion carried. Trustee Westfall presented the Library with four copies of the book "A Guide to Historic San Juan Capistrano," by Mary Ellen Tryon. Trustee Westfall has made contact with Dr. Larry Burgess, Director of the Redlands Public Library, and Dr. Burgess has invited the Board to a tour of that City's public library. Director Wann thanked the Library Board of Trustees and Friends of the Orange Public Library for their continuing support and encouragement of the Library during the last year. VIII. ADJOURNMENT Trustee Cavecche moved that the meeting be adjourned at 4:27 p.m. Seconded by Trustee Westfall. Motion carried.
