CALL TO ORDER 1. 1 Pledge of Allegiance Trustee Warne led the Pledge of Allegiance. 1.2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:35 p.m., in the Main Library, 101 North Center Street.Present:Trustees Cavecche, Massa, Schlund, Warne and Westfall.1. 3 Adoption of Agenda Trustee Massa moved that the agenda be adopted as presented. Trustee Warne seconded.Motion carried.1. 4 Approval of Minutes Trustee Warne moved that the minutes of the meeting held April 19, 1999, be approved as presented. Trustee Schlund seconded. Motion carried.II. BOARD REPORTS 2.1 Reports from Chair Cavecche There were no reports from Chair Cavecche.2. 2 Reports from Trustees There were no reports from Trustees.230 E. COMMUNITY & LIBRARY SERVICES DIRECTOR'S REPORT 3.1 Director's Report of April 1999 Director's Report was included in Trustees' packets. Director Wann reported the Main Library's Super Sleepover was very successful and will be considered as an event for next year's National Library Week. The story time structure in Main Library's Children's Room has been named "The Story Stop" by 9-year-old Breeana Ca1la1\am,and she will be recognized at the May 25, 1999 City Council meeting. Friends of the Orange Public Library have donated $5,000 toward the purchase of additional animal heads by artist Dave Behrmann and these heads will be hung in Main Library's Children' s Room.3.2 Legislative Update Legislative Update was included in Trustees' packets. SB3 by Senator Richard Rainey,may be voted on in September. This bill will provide $1,000,000,000 for retrofit or new construction oflibraries. Staff reported the California Library Association does not support and will strongly oppose library filtering ofInternet access. Trustee Schlund stated the Orange Public Library is meeting the community standards and is in compliance with its Internet policy. Director Wann reported there are technical difficulties now being experienced at the EI Modena Branch Library which is interfering with electronic access and the problems recently experienced at Main Library will be resolved within several weeks..3.3 Financial Report Financial Report was included in Trustees' packets.IV. DEPARTMENT REPORTS 4.1. Budget FY 99/00 Director Wann complimented Library staff on their thorough and complete presentation of the Budget FY 99/00, which included personnel upgrades and a $70,000 increase in the book budget.4.2 Taft Branch Library Study Director Wann stated Steve Finnigan, consultant from Arroyo Associates, has met with library staff and Chair Cavecche and Trustee Warne to conduct a needs assessment for the Taft Branch Library and investigate potential recreation programs at that site. Mr.Finnigan will present 4-5 options for the facility and make his recommendation in a timely manner. Director Wann reported the maintenance of the Taft Branch Library must be addressed and a cost breakdown and analysis will also be CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held May 17, 1999 Page 3 time, he has no recommendations for the facility, however, he will recommend that some type of library function remain in the building. A study will be conducted to determine who and where the patrons of the library are from, and the types of materials that are being checked out. Chair Cavecche recommended that City Council provide their input on future expectations oTlibrary needs for the community. Public hearings arid'fOrums will be conducted before any action is taken on the library. 4.3 DMG Management Andit The Citywide management audit conducted by David M. Griffith (DMG) has been concluded and their report has been presented to City Council. The Library Services Division portion of the report was favorable, with deficiencies noted as regards financial matters. It was recommended in this report that the library again be restored to a department separate from Community Services and a Library Director be hired for leadership. No management decisions on this report have been made. This report also recommended additional lighting and landscape at the EI Modena Branch Library, along with additional landscaping to Main Library. These projects will be completed as funds become available. Trustee Schlund recommended additional security lighting at the El Modena Branch library to resolve unsafe conditions. Director Wann stated this branch library is due for a renovation and improved signage will be purchased to be placed on Hewes Street. Trustee Warne questioned the report's $70,000 reference deficient and Adult Services Supervisor Yolanda Moreno advised staff is still investigating. She advised some reference material was presently being held up because of Main Library's closing for renovation. Some electronic needs are being included in Budget FY 99/00. Weeding of the library collection continues. V. NEW BUSINESS 5.1 Closing Library Facilities on July 3,1999 Trustee Schlund moved that library facilities be closed on Saturday, July 3,1999, to allow library staff to participate in the Department of Community and Library Services' Uncle Sam's 3" of July Celebration. Trustee Warne seconded. Motion carried. 5.2 Technology Upgrade Project at EI Modena Branch Library Library Systems Coordinator Angela Scherer reported on a systems problem being experienced at the EI Modena Branch Library. This library's electronic system is now II years old and the system has begun failing daily. All services are done manually when the system is down. Director Wann and library staff have prepared a report of the problem for City Manager David Rudat to begin investigating ways to finance the upgrade necessary. CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held May 17, 1999 Page 4 5.3 MCLS/SLS Linked System Project Library Services Manager Eugenia Wong reported that Governor Wilson has given $5 million in grants, of which $195,000 is to be used for the Linked System Project (linking of library databases). Orange Public Library is prepared to start this project (only 6 libraries in the State of California are prepared). There is no cost for participating, however, there may be <4>sts in the future. More and more California public libraries are joining this project. 5.4 Memorial Wall at Main Library Library staff would like to add a Memorial Wall to the Main Library to recognize library supporters. It was agreed that there needs to be definite guidelines to establish such a project. It was suggested that City Council also be asked for their input. Trustees are very interested in seeing this project mature and become a reality. 5.5 Doris Osborn Memorial Fund In memory of Doris Osborn, one of the founders of the Homebound Delivery Service, donations have been arriving at the library to purchase large print books. All donations will be acknowledged and a memorial gift plate put in the books. VI. ORAL PRESENTATIONS There were no oral presentations. VII. ANNOUNCEMENTS Adult Services Supervisor Yolanda Moreno announced the Book Market (North Tustin Avenue) was going out of business and has donated 400-500 boxes of new books to the library.VIII.
