CALL TO ORDER 1.1 Pledge of Allegiance D ~ il t/J (:':11 i'...Trustee Westfall led the Pledge of Allegiance.J}1:1'1J ;',1,1~ -;1. 2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:35 p.m., in the Main Library, 101 North Center Street.Present: Trustees Cavecche, Massa, Schlund, Warne and Westfall.1. 3 Adoption of Agenda Trustee Warne moved that the agenda be adopted as presented. Trustee Massa seconded.Motion carried.1. 4Approval of Minutes Trustee Westfall moved that the minutes of the meeting held February 8, 1999, be approved as presented. Trustee Schlund seconded. Motion carried.II. BOARD REPORTS 2. 1 Reports from Chair Cavecche 2. 2 Reports from Trustees Trustees and staff discussed ideas for adult programming at the Library. Several ideas discussed were SAT test-taking assistance for students and investigating student loans for college expenses; political and economic speakers; travel programming. Trustees asked staff to conduct a survey of customers to determine what programming would be interesting to them. Chair Cavecche expressed an interest in getting this type of additional programming started by summer. Director Wann will contact Mayor Coontz to contact Chapman University President Jim Doti and Trustee Schlund will contact House of Representatives Member Christopher Cox as possible speakers. COMMUNITY & LIBRARY SERVICES DIRECTOR'S REPORT 3,1 Director's Report of February 1999 Director's Report was included in Trustees' packets. Director Wann reported the sponsors and donors responsible for the success of the Main Library Dedication Celebration held on February 6, 1999, will be recognized at the City Council Meeting on April 13th. He also reported over 40,000 customers have used Main Library's services since its reopening. A children's sleepover will be held at Main Library on Friday, April 16. 3.2 Legislative Update Legislative Update was included in Trustees' packets. 3.3 Financial Report Financial Report was included in Trustees' packets. IV. DEPARTMENT REPORTS 4.1. Budget FY 99- 00 Director Wann reported he and management staff had presented the library's Budget FY99-00 to the City Manager. Requests were prioritized, including budgeting for the Taft Branch Library, followed by personnel and automation requests. A total of 375,000 has been requested in the book budget. Director Wann reported there have been no decisions made yet regarding the budget requests, as all departments will be considered before final allocations are made. Public Library Foundation funding was also discussed and Director Wann advised he would meet with the City Attorney to discuss the distribution of these funds.4.2 DMG Management Audit Director Wann reported David M. Griffith & Associates (DMG) is very close to having the Citywide Management Audit completed. It will be presented to City Council in April. Library Consultant Beverly Simmons will address the issue of the Taft Branch Library (close down and repair, or permanent closing). It is projected $500,000 will be needed to repair the library and bring it to American with Disability Act (ADA)compliance. The library now is in dire need of interior and exterior repairs. The DMG report will also make a recommendation on the feasibility of returning the Library to a separate department with its own Library Director position. NEW BUSINESS 5,1 National Library Week Special events are being planned for National Library Week, April 11-17, 1999,including a Proclamation declaring National Library Week in the City of Orange;Volunteer Recognition Reception on April 13, followed by recognition at the City Council meeting; and the children's sleepover planned at Main Library on April 16.5,2 Library Funding Options Staff discussed several funding options being considered by Library Services with information that was included in Trustees' packets.5.3 Library Services a) Main Library b) Branch Libraries Staff shortages causing public service coverage problems were discussed and will continue to be discussed in future Board meetings.5.4 MCLS/SLS Annual Meeting The MCLS/SLS Annual Meeting will be held on Friday, April 23, 1999, II a.m. to 2 p.m. at the Queen Mary in Long Beach. Trustees and staff are invited to attend, along with our SLS SAB representative, Ardelle Courtney.VI. ORAL PRESENTATIONS There were no oral presentations.vn. ANNOUNCEMENTS Director Wann reported the Emblem Club of Orange donated $100 to the Orange Public Library.VIII.
