II. BOARD REPORTS
2.1 Report from Chair Massa
There were no reports from Chair Massa
2.2 Reports from Trustees
Trustee Cavecche was principal for the day at Linda Vista, She read to 2nd
graders and heard all about their programs, All the kids she read to reported that
they had been to the library. She also reported that the Orange Republican
Women's Federal Groups community outreach for the month of March was the
Orange Public Library, Chairperson Vickie Murphy ask Trustee Cavecche to
head this outreach and over 150 books were collected, Most were given to the
Friends of the Library Bookstore. Trustec Cavecche brought one bag of books for
library staff to go through and decide if needed for the collection, Chair Massa
reported that she had some non-fiction and travel books that she will bring to
the library as
well.Trustee Warne received a flyer from Chapman University on the building of
a library on its campus, He thought this mightbe a possibility under
Proposition
14.2.3 PLF Analysis by City Manager David L.
Rlldat Assistant to the City Manager Barbara Azeka handed out a graph that shows
the relationship between the library budget, the contributions from the general
fund,and capital improvement budgets, Mr. Rudat talked about the
economic downtrend and how the library suffered tremendously, and it's taken some time
to get things back on track On both a profeSSIonal and personal level he
spoke-of how he is striving to get the library back on track financially, Hc
discllsscd the library path for the future which included the joint-
use facility, His recommendation to the council was to not commit any general fund
money on a regular basis to this project unless they want to forgo doing
anything more with the library system, Mr. Rudat's goal is to follow the model of
the strategic plan for the library that was submitted to the City Council

implement this plan over the next several years, The proposed budget plan that
will be submitted to the City Council this year with capital expenditures of over
900,000 to the renovation of Taft, and five new staff positions for the library are
laid out in the strategic plan,
ML Rudat referred to the graph to show the general fund contributions to
the library through the years (FY91-92 through FYOO-Ol),
General fund contributions saw an increase starting in FY97 -98 through FYOO-O
1 because of the renovation of the Main Library, the increase in the book
budget,
and staffing needs,ML Rudat reported that the Taft Branch will close around January 200
I and staff will be relocated to the other libraries and ready to reopen by the end
of the fiscal yeaL The El Modena Branch remodel and increase in staffing
should start around FYO 1-02, ML Rudat indicated that by the end of
the three-year library strategic plan period there would be an increase in staff
levels at all three libraries,ML Rudat and the City Council will take a look
at Proposition 14 and the opportunities that might be available to our library. They also
will take a look at Chapman University and its master plan for a
library, and the feasibility of Orange Public Library
partnering with Chapman University,i Trustee Warne ask about the plans of the City acquiring
8,000 acres from the Irvine Company in the east area as a future library site, ML
Rudat stated that it's,in the general plan to discuss how
and when this might OCCUL Chair Massa wanted to know if the increase in the staff
level would allow for the opening of the Main Library on Friday's, ML
Rudat reported that the Main Library would open on Friday's once all staff
positions have been filled, This
should happen by January 2001.Trustee Cavecche ask what percentage of the
library capital budget for FYOO-Ol will come from the general fund, ML Rudat reported
that figure as 80/85 percent.He also reported the 4A million for FYOO-
Ol comes from the general fund budget,and the demand to make improvements to
the library will create the

Trustee Cavecche thanked ML Rudat for the attention and support that has been
given the library over the years. ML Rudat stated that staff and the Library Board
of Trustees support, creativity and persistence for the future of the library helped
to convince the City Council to approve renovation plans,
Director Wann reported that attendance at the Main Library pre-renovation
was 208,000 and attendance the 151 year after the renovation was 340,000 + which is
a 63 percent
increase,ML Rudat reported that during budget preparation time all budgets are looked
at based on the need of the depaliment, and that staff often conveys the
need.Where the funding comes from is not as important as the need of each
individual departmcnt, and each department is looked at very
carefully,Trustec Westfall gave a copy of his book Orange, CA and its Surroundings,

REPORT 3.1 Director's Report for February
2000 Director's Report was included in Trustees'
packets,Director Wann reported that there was a server crash in the
Information Technology Center (ITC), Patrons could not print anything for over a week,
One reason for the considerable downtime was the lack of a back-up serveL
ACS, the City's contract automation consultant grOllp, was not certain of
what happened but they are working on a built-in recovery plan so that if
this should happen again an immediate response and solution can be found, ACS
along with Library Automation Coordinator Angcla Schcrer are working on setting
up the back-up,Dircctor Wann announced that Yolanda Moreno has
becn made the Interim Library Scrvices ManageL A recruitment for
a permanent Library Services
Managcr is under way,

3.3 Finandal Report
Financial Report was included in Trustees' packets.
Director Wann reported that the library budget is 66 percent spent He
reported that Administrative Analyst for Department of Community & Library
Services Greg Warren and Administrative Analyst for Public Works Jamie
Herbon are working on the departments electric bill to determine why it's so high,
Because this is not an allocated cost, the analysts need to track the cost and usage
to determine how much should be budgeted for this line item, Administrative
Analyst Warren reported that the library pays for electricity for all three libraries
and the Friends ofthe Orange Public Library.
IV. DEPARTMENT REPORTS
4.1 Budget FYOOI01
Director Wann reported that the library will do well during the budget process for
FYOOIO I, and the positions that are requested will be given tremendous
consideration, He also reiterated what City Manager David L Rudat reported that
the Main Library would open on Fridays by January 2001, Recruitment for the
library positions will start by OctoberlNovember, and the closing of the Taft
Branch Library will take place after the 1st of the year.
4.2 L.A. Times Request on Library Patron Records
Director Wann reported that an LA times reporter has requested the names and
addresses of those individuals who owe money to the library, According to City
Attorney David DeBerry under the public records act it does not exempt records
for fines, The inforn1ation that City Attorney DeBerry recommends be given to
the LA times reporter is a list of those individuals who have fines of $20 or more
and have been sent to the collection agency, and the amount of cach finc,
Trustee Warne expressed his concern about giving out this typc of information,
He has requested background material from City Attorney DeBerry on the recent
law change to thc public records act that does not allow information to be given
out on individuals who owe fines,

Trustee Warne stated that he does not feel comfortable about giving out this
infornlation to the L.A Times reporter. The other Trustees' were in agreement
and their feelings on this issue were duly noted, After much discussion on this
issue the Library Board obj ects to releasing the names of patrons who owe fines;
however, ifCity Attorney DeBerry chooses to do so it's beyond the control of the
Library Board. Director Wann will express to City Attorney DeBerry the Library
Board's concerns, Trustee Warne expressed to Director Wann the need to infornl
the Library Board in the future of any issues of this nature in a timely manner.
V. NEW BUSINESS
5.1 Proposition 14
Director Wann reported that Proposition 14 passed in the State but not in the City
of Orange, Director Warm reported on several ideas that are in the discussion
phase: resume a discussion on the joint-use issue with the college and OUSD
and'the feasibility of its
implementation,5.2 Bill and Melinda Gates FOIl
ndation Interim Library Services Manager Yolanda Moreno presented infornlation to
the Library Board on the Bill and Melinda Gates Foundation and Public Libraries
as requested by Trustee Schlund. She reported that Orange Public Library
missed the second round of funding, Department of Community & Library
Services Analyst Greg Warren inquired if Orange Public Library would be eligible
for future technology funding such as filtering for the Internet Interim
Library _Services Manager Moreno mentioned she has a contact received from
Fullerton Public Library, and she will contact this person to seek additional infonnation
on future funding and

VII. ANNOUNCEMENTS
Interim Library Services Manager Moreno announced that the libraries new Catalog
Librarian Sam Richmond will start on Monday, April 3 and Senior Librarian Sarah
Rosemblum will start on Monday, April 10.
Director Wann mentioned the Orange Public Library newsletter and the fitting tribute to
fomler Library Services Manager Eugenia Wong,
Interim Library Services Manager Moreno reported on National Library Week, April 9-
15 and the 2nd Annual Sleepover is on Friday, April 7.
Tmstee Westfall reported that the Library Board received a thank you from former
Library Services Manager Wong for the copy of Orange, CA and its Surroundings,
Tmstee Westfall would like to reschedule to trip to Redlands Public Library,
Administrative Secretary Jan McGovney will contact Library Board members for a date, '
