CALL TO ORDER 1.1 Pledge of Allegiance Trustee Warne led the Pledge of Allegiance,1.2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:30 p,m" in the Main Library, 101 North Center Street Present:Trustees Massa, Cavecche, Warne and Westfall.Absent:Trustee Schlund 1.3 Adoption of Agenda Trustee Warne moved that the agenda be adopted as presented. Trustee Westfall seconded, Motion carried,1.4 Approval of Minutes Trustee Warne moved that the minutes be adopted as presented, Trustee Cavecche seconded. Motion carried,II. BOARD REPORTS 2.1 Reports from Chair Massa Chair Massa reported she attended the Main Library's I" Anniversary of its Grand Reopening on Monday, February 7, and complimented staff on a nice reception Trustee Jonel! Schlund arrived 10 the Board Meeting at 3:32 p. m.230 E, CHAPMAN AVENUE ORANGE, CALIFORNIA l 'f' CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held February 14, 2000 Page 2 Chair Massa also thanked the Children's Section for the flyers that were attached to Trustees' packets, She thought they were informative and an excellent communication tool with district school teachers,2. 2 Reports from Trustees Trustee Westfall followed up with a brief history on the Smiley Public Library (Redlands,CA) which the Board will tour on February 23, 2QOO, Built in 1888 of sandstone, this library boasts an impressive historical collection and has a Lincoln Shrine,Trustee Schlund reported to the Board the recent $56,000 grant from the Bill and Melinda Gates Foundation was received by the Anaheim Public Library, Trustee Schlund expressed the hope that the Orange Public Library would also apply for such grants,Trustee Schlund also shared information she had received from a seminar she attended last year re foundations and donations, She presented the library with Alphie, a stuffed animal used by the Los Angeles Public Library for fund-raising, Administrative Assistant of Senator Lewis I office Trustee Cavecche reported she has contactedS':/tft~ Don Gilchrist,arjg 'fl'f;lrJfftt will whom' research SB3 (Prop 14) funds for future lihrary use, ~-----"III. COMMUl\'ITY & LIBRARY SERVICES DIRECTOR'S REPORT 3. 1 Director's Report of January 2000 Director' s Report was included in Trustees' packets. Because ofa technical problem, the Board was only provided the Library Services Division's Monthly Report In the future,Trustees will be provided with a Department Monthly Report 3. 2 Legislative Update There were no legislative updates included in Trustees' packets.3. 3 Financial Report Financial Report was included in Trustees' packets,IV. DEPARTMENT REPORTS 4. 1 Iludget FY 00/01 Director Wann reported the library will present it's $1.9 million request to the City Manager on February 16, 2000, for renovation of the Taft Branch Library and improvements to the El Modena Branch J -ibrary. TIle Orange Public Library has met all of their goals and objectives outlined for this year. The library will also ft;;questan additional staff of 3 full-time employees to enable it to be open for service to the public on Fridays (4 reclassifications at mid-budget year have CITYOF ORANGE DEPARTMENT OF COMMUNITY AND LffiRARY SERVICES ORANGE PUBLIC LffiRARY BOARD OF TRUSTEES Minutes of Meeting Held February 14,2000 falle3 been approved), Director Wann is confident the library will receive these additional positions,along with an additional $20,000 for a consultant to do a final study of a joint use project with Santiago Canyon College, This consultant study will be done in conjunction with the City Council's request to the Board to examine the feasibility of this project Director Warm stated to the Board the work on the branch libraries will begin soon after the adoption of the budget V. NEW BUSINESS 5.1 L. A. Times Request on Library Patron Records Orange County libraries received a written request from the Los Angeles Times requesting detailed information on patrons' fmes and records, Orange County Library Director provided a preliminary response to this request to Library Services Manager Eugenia Wong ( distributed at meeting) and City Attorney David DeBerry has advised it will be necessary to provide a place and files for the newspaper's research, but no assistance from staff is required, Trustees requested a copy of ML DeBerry response and instructions, Director Warm will further this item with the City Manager David L Rudat 5.2 FY99fOO PLF Grant Approximately $214, 976 is expected from the Public Library Fund this yeaL This funding may be proposed to offset the minimal expense of uniforms for Library Pages and supplement automation requests. Trustee Warne requested Director Warm to add a budget request for Trustees to attend conferences, workshops, etc,Trustee Westfall questioned whether this funding could be used to pay the salary for an exclusive Library DirectoL Director Wann answered by stating PLF funds are not used for purposes of salary, It has never been a practice in the City due to the uncertainty of PLF funding Trustee Westfall added a Library Director would be able to request separate funds specifically for the library that would not be incorporated into the Community Services Division's larger requests, Director Wann answered Trustee Westfall by advising him City Manager David L Rudat has advised there will be no recruitment for a Library Director in FYOO/Oi: 'Director Wann added he thought this position may be included in the FYO 1/02 budget process,5.3 Tour of the Smiley Public Library The Orange Public Library Board of Trustees have made arrangement to tour the Smiley Public LibraryinRedlands, Ck Because there will be a fanlm, a proper agenda has been posted in public places,VI. ORAL PRESENTATIONS There were no oral presentations.
