CALL TO ORDER 1.1 Pledge of Allegiance There was no Pledge of Allegiance.1. 2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:37 p.m., in the Community & Library Services Administration Conference Room, 230 East Chapman Avenue.Present:Trustees Cavecche, Massa, Schlund, Wame and Westfall.1.3 Adoption of Agenda Chair Cavecche added to II. Board Reports:Courtney Book Donation" to 2.1 Reports from Chair Cavecche; and CLA Conference Report" to 2.2 Reports from Trustees.Trustee W ame moved the agenda be adopted as amended. Chair Cavecche seconded. Motion carried.1.4 Approval of Minutes Trustee Warne moved that the minutes be accepted as presented. Seconded by Trustee Massa. Motion carried.230 E. BOARD REPORTS 2.1 Reports from Chair a) Library Foundation Chair Cavecche reported she has spoken with Randy Bosch and he advised 501 (C) (3) paperwork is being written to form the Library Foundation. b) Courtney Book Donation the William Courtney was a longtime City resident and served on lie Orange Public Library Board of Trustees for 18 years. After Mr. Courtney's death, his wife donated many, many of his books to the library, and in appreciation for that, Chair Cavecche requested the military section of the Main Library be dedicated to former Trustee William Courtney. Chair Cavecche will discuss this with Mrs. Courtney and report back to staff. 2.2 Reports from Trustees a) Discussion of Bookmobile Service by Trustee Schlund Trustee Schlund handed out additional information on the City of Anaheim, City of Fullerton and City of Santa Ana Bookmobiles. Trustee Schlund met with Bookmobile Librarians and extensively discussed their vehicles, budgets, materials and routes through their respective cities. These Cities report increased circulation of materials and feel this service supplements academic library services. Costs of vehicles and programs vary. Trustee Schlund invited other Trustees to also visit this program in Anaheim, Fullerton and Santa Ana. Trustee Warne added he felt this was not a prime time to investigate implementation of this type of a program because of the cost of renovating Main Library. The board decided to revisit this program periodically and hope to incorporate it into the library system in the future. b) CLA Conference Report Trustee Massa reported she and Trustee Schlund attended the California Library Association Conference on Saturday, November 15, 1997, in Pasadena, California. They attended a specially designed seminar for Library Trustees and found the information interesting, but mostly focused on funding, financial assistance and litigation issues. COMMUNITY AND LIBRARY SERVICES DIRECTOR'S REPORT 3.1 Director's Report of October, 1997 Director's Report was accepted as presented. 3.2 Legislative Update There were no legislative updates included in Trustees' packets and no updates provided at the meeting. 3.3 Financial Report Expenditure Summaries were included in Trustees' packets. Director Wann advised Trustees the Community and Library Services' First Quarter Report to the City Manager was prepared and presented. The Library Services Division's goals and objectives are on target and being met. IV. DEPARTMENT REPORTS 4.1 Main Library Renovation Project Main Library Renovation Project staff report was included in Trustees' packets. Director Wann advised Trustees the City Council will review this project at their meeting on Tuesday, November 25,4:30 p.m. Staff has provided three options for City Council to consider: Option #1 would renovate Main Library to health and safety standards only and bring the Main Library into Americans with Disabilities Act requirements; Option #2 includes improvements in Option #2, and includes additional upgrades; Option #3 includes all items in Options #1 and #2, and also includes automation upgrades, improved fixtures and new furniture. r CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held November 24, 1997 Page Four Director Wann stated it would be his recommendation to City Council that Option 3 be adopted. It was explained $1.05M of these costs has already been set aside, and the remaining $1.6M includes replacement of the library's automated system and implementation ofthe Information Technology Center (ITC). Director Wann added he has received some criticism from residents who feel renovating the Main Library will deter from the Library Foundation as there will be a feeling of some satisfaction for improving library appearance and collection after renovation has been completed. Mr. Wann answered this by saying the Department would abandon this project if critics could provide him an exact date when a new Main Library would be completed. The library cannot function to the level of service needed in the community unless serious changes occur soon! He also added the renovation is costing approximately $122 a square foot, whereas new libraries in the Orange County area have invested as much as $244 a square foot. Chair Cavecche added she felt the Library's new and inviting environment, along with improved services would cause City residents to reintroduce themselves to library services and demand even better and improved services in the future. Trustee Massa noted many of the requested furniture and fixture items would be transferable to a new facility. Director Wann invited Trustees to the Tuesday, November 25, 1997 City Council Meeting to show support for the Main Library Renovation Project. Trustee Warne left meeting at 4:55 p.m.) 4.2 Collection Weeding Project Weeding of the Main Library's collection continues to be a critical assignment of the Main Library Renovation Project. With 20% ofthe collection needing to be weeded, staff shortages from illness and space restrictions for pulled material have complicated this task. Director Wann advised that he has instructed the staff to complete the weeding project no later than June 1998. T ,,.... H ru CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held November 24, 1997 Page Five 4.3 Library Friends/Staff Booksale Weeded books from the Main Library and branch collections have been offered for sale at a giant booksale on November 7 and 8, and are being sold through a continuing booksale in the Community Room. Library staff and Friends of the Orange Public Library have staffed the Community Room to oversee this sale. Sales have been satisfactory, however, there is a large volume of books to dispose of. V. NEW BUSINESS 5.1 Automated System Replacement Library Services Manager Eugenia Wong reported that seven valid responses were received for the Automated System Replacement. A four member Library Automation Task Force has been formed to thorougWy review and evaluate these proposals, and make a recommendation whether to replace or upgrade the Automated System. A lease/purchase option will also be investigated. Further information will be provided to Trustees at upcoming Board meetings. 5.2 Public Library Foundation Grant The California Public Library Foundation Grant for 1997 is now due. Library Manager Eugenia Wong has worked closely with the California State Library to determine Orange Public Library's certification for this grant. If details can be worked out to qualify the Library, this grant will be prepared and mailed by the December 151 deadline and provided to Trustees at their next Board meeting. 5.3 Local History Collection Mayor Coontz has expressed a concern for the Local History Collection during Main Library Renovation Project and asked Library staff to consider alternative permanent locations for the Local History Collection that would make it more safe and readily available for customer's use. Now located in the basement of the Main Library, the Local History Collection is climate-controlled at a cooler than comfortable temperature to preserve the artifacts. Staff continues to meet and discuss a resolution to this problem. VIII. ORAL PRESENTATIONS There were no oral presentations. IX. ANNOUNCEMENTS Main Library Renovation Project will be discussed at the November 25, 1997, 4:30 p. m. Meeting of the Orange City Council.
