was called to order at 3:05 p.m., in the Main Library public area, 101

III. INTERNET DEMONSTRATION
Children's and Branch Services Supervisor Susan Barb distributed a thorough handout
explaining the library's Reference procedures and different brandnames of Internet
filtering software. She informed the Board she has been investigating different types of
filtering software and is recommending Cyberpatrol as the library's primary filtering
software. Cyberpatrol disables e-mail and chat room capacities and also prohibits a
user from making basic changes in the library's Internet capability, namely, programming
and color configurations. Ms. Barb is concerned, however, with Cyberpatrol administration'
s refusal to disclose who has selected their target sites and on what basis sites are
deleted from the
database.A complete visual demonstration could not be completed for Trustees as the
workstation had not been operational the day before, and Ms. Barb was attending a workshop until
the time of this Board meeting and was unable to prepare the software. However,
she guesstimated a complete dismantling of filtering software may be 30 seconds to
5 minutes each occasion as the system requires rebooting. Councilman Murphy advised
he has friends who would be willing to assist the library on this important technology at
no charge and would be giving those names to library
staff.Chair Cavecche informed Ms. Barb the City Attorney would be contacting her next
week for an actual visual demonstration of the unfiltering
procedure.According to the library's survey of the Internet, 70% of its use is for career
and investment

V. COMMUNITY AND LIBRARY SERVICES DIRECTOR'S REPORT
5.1 Director's Report of September, 1997
Director Wann advised Trustees the City's purchase of the Bank of America
building adjacent to Main Library is continuing.
5.2 Legislative Update
There were no legislative updates included in Trustees' packets and no updates
provided at the meeting.
5.3 Financial Report
Expenditure Summaries were included in Trustees' packets.
Director Wann advised Trustees the Library's $894,338 TIIAP Grant application
was not approved.
VI. DEPARTMENT REPORTS
6.1 Main Library Renovation Project
Main Library Renovation Project Manager Gabe Garcia and library architect Bob
Coffee gave a presentation of the latest schematics of the Main Library
renovation, including a revised space plan (replacing the Community Room with
a conference room), and changes in lighting configurations. Mr. Coffee invented
a library logo which would be displayed throughout the interior and exterior of the
library, and also incorporated the City's plaza theme with the naming ofthe
reference area as an Information Plaza. Imagination and innovation were included
into the details of the plans, and Trustees were very excited to see the planned
renovations. There will be a presentation to City Council on Tuesday, October
28, 1997, and Trustees were encouraged to attend.

VII. NEW BUSINESS 7.
1 November Booksale Library Services Manager Eugenia Wong reported to Trustees
the Library's booksale, in conjunction with Friends of the Orange Public Library,
will be held on Friday and Saturday, November 7 and 8, 1997, 10 a.m. to 4 p.
m. Members of Friends of the Orange Public Library will be allowed early entry
into the booksale at 9 a.m. and be given a 20% discount. Proceeds from the booksale
will be put into the library's book budget through the patron
donation's account.7.2
California Teleconnect Fund The library applied for and will receive a $77 monthly rebate
from the
California Teleconnect
Fund.

7.3 Children's Services After School Club Programs
Children's and Branch Services Supervisor Susan Barb reported the Children's
Services After School Club Program has been very successful with the 30-
50 children of all ages that have attended. While the library paid for some of
the programs while others were free, there was no charge to the children
attending.Ms. Barb acknowledged Librarian II Rosanne Miller for the idea for this
very popular
