CALL TO ORDER 1.1 Pledge of Allegiance Trustee Cavecche led the Pledgeof Allegiance,1. 2 Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 3:31 p.m., in the Main Library, lOI North Center Street. Present:Absent:Guest:Trustees Cavecche, Schlund, Warne and Westfall.Chair Massa.Nora Jacob 1,3 Adoption of Agenda Trustee Schlund moved that the agenda be adopted as presented, Trustee Westfall seconded, Motion carried,1 A Approval of Minutes Regular Board Meeting Held September 18,2000 Trustee Cavecche moved that the minutes be adopted as presented, Trustee Schlund seconded. Motion carried, II. PUBLIC COMMENT There were no public comments, III. BOARD REPORTS 3,1 Reports from Chair Massa There were no reports from Chair Massa ( she was absent),230 EAST CHAPMAN AVENUE CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held October 16, 2000 Page 2 3,2 Reports from Trustees Trustee Schlund and Interim Library Services Manager Yolanda Moreno have made an appointment to meet with the president of the Fullerton Public Library's Foundation to share ideas on fund-raising. Trustee Schlund will report back to Tnrstees at the next Board meeting.Trustee Westfall shared a letter dated October 5, 2000, from Sue Baden, wherein Ms.Baden offered the library $1,000 in memory of her mother, Rosalie Brusca Badcn,Library staff will contact Ms. Baden for her input on how to use thesc funds, Tnrstees agreed that the library will gain publicity from this generous donation, The Board also requested staft'to write a policy concell1ing plaque commitments for donations to the library.IV, COMMUNITY & LIBRARY SERVICES DIRECTOR'S REPORT 4,1 Director's Report of September 2000 Director's Report was distributed at Board meeting,Presently, there are two closed promotional recnritments in process: full- time Library Clerk and full-time Library Assistant. The tilling of these positions will help staff Main Library when service hours are extended to include Fridays.Taft Branch Library renovation has been delayed due to the Public Works Department's need for clarification and detail on the project's scope, Construction may begin as early as mid-spring of2001. Construction responsibilities are now under the control of the Public Works Department. It is planned the Taft Branch Library WIll remain open until actual construction begins, Trustees requested the plans for the renovation of Taft Branch Library be brought to their November Board meeting,Trustee Warne questioned the elcctrical costs at thc Main Library. Director Walm rcplied that Administrative Analyst Greg Warren will give explanation at the Novembcr Board meeting. 4.2 Legislative Update There was no legislative information included in Trustees' packet.Trustee Warne asked Dircctor Wann whether there was a meeting held during the month with City lobbyist Mike Arnold, Mr. Wann answered that this meeting will be held in November and he will discuss library issues with Mr. Arnold at that time. V. DEPARTMENT REPORTS 5.1 City Librarian Nora Jacob attended this Board meeting as a guest to listen and learn before otlicially assuming her responsibility of City Librarian, 5.2 Orange Public Library Foundation Director Wann reported to the Board that 4 foundation members have been selected for the Library Services Foundation. With the selection of a 5'" member, the first foundation meeting will be held, approximately in November. Director Wann reiterated the invaluable expertise and experience Consultant Bob Kiley has brought to the forrnatlOn of the foundation, Once the foundation begins meeting, goals and objectives will be established, and money will begin to be raised for a design conceptual of a New Mam Library, Trustee Warne questioned whether a Trustee would be an ex-officio foundation member and Director Wann stated he would investigation this,5,3 Library of California Interim Library Services Manager Yolanda Moreno reported to Trustees that the Clly Council approved the Orange Public Library's membership in the Arroyo Scco Library Network, A copy of Resolution 9336 was included in Trustees' packets,5.4 Joint Use Library Project with Santiago Canyon College Director Wann has been in contact with Arroyo and Associates and they are preparing to conduct joint use library project study with Santiago Canyon College and the Clly of Orange. Funds have been allocated in this fiscal year to complete this work.City Manager David Rudat will initiate study upon advisement of Director and City LIbrarian. Trustee Warne questioned the definition of scope and Director Wann stated it would include Santiago Canyon College and the City. Mr. Wann also advised Trustees the consultant would meet with them for thcir input. Trustee Cavecche also requested the Irvine Company's information be included in Arroyo's study.VI. NEW BUSINESS 6.1 Closing Libraries on Veteran's Day, Saturday, November 11, 2000 Trustee Cavecche moved at the Orange Public Library be closed on Veteran's Day,November 11, 2000m, in observance of the federal holiday. ORAL PRESENTATIONS There were no oral presentations. V Ill. ANNOUNCEMENTS Director Wann reminded Trustees of their commitment to attend the CALTAC Library Board Development Project on Saturday, November 4,9 a, m, to l2 p,m" in Main Library's Community Room, Interim Library Services Manager Yolanda Moreno distributed Public Library Fund (PLF) funding letters to Trustees for their submission to legislators.
