Dean Strenger, President, Santiago Canyon College 1.3 Adoption of Agenda Trustee Westfall moved that the agenda be adopted with Agenda Item 4,3 "Joint Use Library Project with Santiago Canyon College" be heard after II, Board Reports, Trustee Warne seconded, Motion carried, 1.4 Approval of Minntes Regular Meeting of October 18, 1999 Trustee Schlund moved that the minutes of the meeting held October 18, 1999, be approved as presented, Trustee Caveeche seconded, Trustee Wame abstained, Motion carried, II, BOARD REPORTS 2.1 Rcports from Chair Massa There were no reports from Chair Massa, 230 E, CHAPMAN AVENUE ORANGE, CALIFORNIA 92866- CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held November 15, 1999 Pagel: 2.2 Reports from Trustees Trustee Warne distributed a flyer from the Orange County Law Library re Electronic Journals, There were no other reports from Trustees, IV. DEPARTMENT REPORTS 4.3 Joint Use Library Project with Santiago Canyon College Santiago Canyon College President Dean Strenger attended this meeting to make a presentation to Trustees on the feasibility of a Joint Use Project between the college and the City, The college has completed preliminary planning for their library, and are waiting for a future state bond issue for construction, They do not plan to use SB3 funding unless their project includes the City, The college plans to pay for draft construction plans, with the City paying for any changes (approximately $75,000 to iOO,OOO) to those plans-this would allow the City a longer period of time to consider the project. Library Consultant Linda Demmers completed architectural plans for the college, It was President Strenger's recommendation to the City to invest $75,000 to 100,000 at the time the preliminary plans are approved by the State, which can be 18 months to 2 years from the present, approximately 2001, Chair Massa questioned whether the estimates $475,000 annual cost could be higher and President Strcnger advised it could, lie added that a Memorandum of Understanding would be established betwecn the two entities to control costs and limit spending, President Strenger added there was considerable pressure bcing put on the State to enter into joint use projects, It was the President's estimate that the first decision required of the City could be in approximately 24 months, President Strcnger concluded his presentation and excused himsel from the Board meeting to attend another meeting on campus,Trustee Schlund advised she felt residents would be penalized in favor of college students with the building of a joint use library, She added a prolonged vote on this project would cause delays in the completion of a Library Foundation, She is opposed to the joint use library project with Santiago Canyon College at this time,Trustee Warne questioned when staff would be able to make final decision on use and staftlng issues effecting the Taft Branch Library and El Modena Branch Library,Director Wann replied City Manager David L. Rudat will soon take these issues before City Council. It is Trustee Warne's position that the Board wait on any decision of a joint use library until City Council has an opportunity to review all the needs of the library,Director Wann reported there will be a report to City Council on December 14, 1999 on library issues, There will be no recommendations from staff on the joint use project as it is the decision of the Board of Trustees to participate or not. However, Director Wann added it was City staffs estimate that the project may cost $7 CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeting Held November 15, 1999 Page 3 Trustee Westfall commented (I) first the college was in a hurry for a decision and now they're not; (2) if the City uses SB3 funds for the joint use project, there will be no New Main Library; and (3) both branch libraries are in desperate need of repairs, refurbishment and staffing, and they may be sacrificed if the joint use library project is pursued, Trustee Westfall moved that the Library Board of Trustees understand the value of joint use, but do not support joint use at this time, The Board will put funding toward improvements to the 3 library facilities, Within one year from today, the Board of Trustees will revisit with Santiago Canyon College to review their plans and developments to evaluate the City's participation, Motion seconded by Trustee Warne, Motion carried unanimously, III. COMMUNITY & LIBRARY SERVICES DIRECTOR'S REPORT 3.1 Director's Report of October 1999 Director's Report was included in Trustees' packets, Director Warm reported the earthquake on October 16, 1999, caused interference in technology services for several days after. 3.2 Legislative Update There were no legislative updates included in Trustees' packets, 3.3 Financial Report Financial Report was included in Trustees' packets, IV. DEPARTMENT REPORTS 4.1 Taft Branch Library Study 4.2 EI Modena Branch Library Project Because both agenda items are closely related, they were discussed together,) Director Wann reported a rough draft report has been prepared for City Manager David L Rudet related to construction and staffing needs at the Taft and El Modena Branch Libraries, Alternate conceptual plans have been drawn up for the Taft Branch Library by Areliitect Robert Coffee, Improvements to the branch library could reach $1 million, Hollister Construction, contractor employed to remodel the Main Library, has been asked to visit the EI Modena Braoeli Library and provide a cost estimate for improvements, City Council will ultimately make the decision on the Taft Branch library's use, Staffing at the Main Library to provide Friday service is also being researched, CITY OF ORANGE DEPARTMENT OF COMMUNITY AND LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Meeling Held November 15, 1999 Page 4 Trustee Ch\livCavecche requested Director Wann advise City Manager Rudat that the library's budget has been reduced substantially over the years, and that Trustees want their budget reinstated to its pre-I 992 status, with steady increases in each year's budget process,4.4 Holiday Hours All City offices including the Library will be closed from Friday, December 24,1999,through Sunday, January 2, 2000,V. NEW BUSINESS 5.1 FY 1999/2000 Work Plan: 1" Quarter Report FY 1999/2000 Work Plan: I" Quarter Report was attached to Trustees' packets,5.2 Library Staffing Library staffing was included in Agenda Items 4,1 Taft Branch Library Study and 4,2 EI Modena Branch Library Project.5.3 December Board Meeting The December Board Meeting of Trustees is traditionally a short meeting with a potluck snack after. Board of Directors of the Friends of the Orange Public Library, Santiago Library System Representative Ardelle Courtney, and Mayor and City Council will be invited to this meeting and holiday potluck.5.4 2000 Board Meeting Schedule A year 2000 Board Meeting Schedule was inadvertently not included in Trustees'packets, It will be mailed to their home by Administrative Secretary Jan McGovney,5.5 Teen Reading Room The Teed Reading Room at the EI Modena Branch Library is now open and being nsed by local teens in the community, Targeting 12-18 years of age youth, the room includes recreation library material and paperbacks, Named "Teenscapc," a logo was designed by Library Page Keith Irish, and Acting Sr. Librarian Elizabeth Irish's parents, Mr. and Mrs,Robert Funk donated $120 for purchasing four teen magazines for the Library' s "Adopt A Magazine" Program,VI.
