Roll Call The regular meeting of the Orange Public Library Board of
Trustees was caned to order at 3:40 p.m., in the Community and
Library Services Administration Conference Room, 230 East
Chapman
Avenue.
Present:Absent:Trustees Cavecche, Baker, Massa
and Warne.
Trustee Gorham.1.3 Adoption
of Agenda Trustee Warne moved the agenda be adopted as presented.
Trustee Massa seconded.
Motion carried.1.4 Approval
of Minutes Trustee Massa moved the minutes of meeting held October 21,
1996, be accepted as written. Trustee Warne seconded.

II. BOARD REPORTS
2.1 Reports from Chair
Chair Cavecche reported to Trustees she has spoken with Library Foundation
Member Randy Bosch. Mr. Bosch advised he had nothing yet to report to
Trustees as ground work has just begun on the Foundation. Other members of the
Foundation are Bill Cathcart, Pat Buttress, Phil Hummel and several others. Mr.
Bosch asked to be invited to a Board meeting after the first of the year.

m. COMMUNITY AND LffiRARY SERVICES DIRECTOR'S REPORT
3.1 Director's Report of October 1996
Chair Cavecche questioned Library Services Manager Eugenia Wong on the
status of the Orange Public Library's Adult Literacy Program, "Partners In
Reading." While this program will not be funded after June 1997, Literacy
Coordinator Rosanne Miller has been active in researching potential programs that
could assume the literacy program and continue under their jurisdiction.
Trustee Warne asked about the leaky roof problems being experienced at Main
Library and EI Modena Branch Library. Ms. Wong advised the money has been
allocated for repairs which will begin after the first of the year.
Chair Cavecche questioned the status of the replacement fence for the Clemens
family living next-door to the Main Library's parking lot on Shaffer
Street.Director Wann advised there had been a question of which City department
would assume jurisdiction of this fence repair and it was decided the Community
and Library Services Department would assume financial and
construction responsibility. Bids are presenting being accepted from independent
contractors.Funds for this project will be requested from the General
Fund.3.2 Legislative

Trustee Warne expressed an interest in securing PC-formatted media to
explore the City's budget on his PC system, as he felt this information should be
available to the general public. Staff will investigate the procedure to secure
this
information.3.4 OPL Strategic Planning
Project Copies of packets which were provided to members of the 1996
Comprehensive Library Advisory Group for their meeting on December 4, 1996, were provided
in Trustees' packets for review. Gary Wann expressed surprise when
several members of the focus groups did not know the hours or days the libraries
are open. Extensive efforts are made to inform the community when changes
are made, and research will be done to investigate more thorough ways
of communicating this important information to the public. Two more
viable conceptuals of Main Library developed by consultant Bob Coffee were
provided to Trustees for review. Relocation of work stations, space configurations
and security issues were included in the conceptuals. Chair Cavecche and
Trustee Warne suggested the possibility of expanding through the front porch area of
the Main Library facing Chapman
Avenue.IV. DEPARTMENT
REPORTS 4.1 Internet Use
Policy Library Services Manager Eugenia Wong included in Trustees' packets a
proposal from staff the Internet Use Policy procedure, along with a sample set
ofInternet use policy being implemented in public libraries around the country. A
test station will be established in mid-January in the audiovisual area of
Main Library.Chair Cavecche expressed the importance of children under the age of
18 not being allowed access without parental permission. Trustees felt
supervision by staff is mandatory and the proposal was too broadly worded.
Assistant City Attorney David deBerry will be invited to attend a Board meeting
to explain legalities of technology use. Chair Cavecche added she was concerned
about the Board and citizens being ultimately held responsible on liability issues.
She also expressed concerns regarding minors accessing Intemet
without parental permission and believes staff should ask for proof of age
before allowing computer use. She wanted any access to pornography and pronographics
by all patrons prohibited. Trustees Baker and Warne do not agree with
this restriction.Director Wann intervened and suggested a study of municipalities
to define informational services to clarify minor's access and how it is handled

libraries. Chair Cavecche again added she feels parents must be present when
minors are accessing and Trustee Massa agreed with Ws requirement. It would
be left to the staff's discretion to ask for age identification from patrons and
visually be aware of what programs are being displayed on monitors. Trustee
Warne suggested a log-on process to screen users and Ms. Wong advised
there would be a questionnaire put at ~h work station for user's input. Trustee
Warne asked the questionnaire be provided electronically so results could be
integrated into the comprehensive advisory group consultant's
survey.Trustee Warne moved to accept the Public Access Internet Test Site Proposal
with the addition that minors must have a parent or guardian present and the parent
or guardian must be over the age of 18. Motion seconded by Trustee Massa.

BUSINESS 5.1 California Library Referenda
Campaign This report was provided in Trustees' packets and outlined the
various referendums voted on and their results. Critical library issues were also
included.It was noted there was no referendum successfully passed in Orange
County.5.2 Library Hours for FY 97/
98 Proposals on different staffing levels when the libraries return to being open
on Fridays was presented for review. Gary Wann reminded Trustees that the
Friday opening will be at City Council's directive. Libraries are already open 5 days
a week, adding Friday will make it 6 days a week. Director Wann has asked staff
to bring forward more suggestions for
staffing.5.3 Library Card
Application Trustee Warne moved the Orange Public Library Card Application be adopted
as presented. Seconded by Trustee Massa. Motion
carried.5.4 Children's
Services Beth Irish has been appointed Acting Children's Services Supervisor
while Senior Librarian Joan Blumenstein will assume administrative responsibilities
to assist Library Services Manager Eugenia
Wong.5.5 December Board
Meeting Trustees will have a small potluck holiday celebration following their
December Board
Meeting.
