Roll Call The regular meeting of the Orange Public Library Board of
Trustees was called to order at 3:04 p.m., in the Community and
Library Services Administration Basement Conference Room, 230 East
Chapman Avenue.Present:Trustees Cavecche, Baker
and Massa.Absent:Trustees Gorham
and Hukari.1.3 Adoption
of Agenda Trustee Baker moved that the agenda be adopted as corrected.
Trustee Massa seconded.

of Minutes Trustee Massa moved that the minutes be accepted as

II. BOARD REPORTS
2.1 Reports from Chair
There were no reports.
2.2 Reports from Trustees
There were no reports.
Trustee Baker advised he had conducted a survey with other libraries in the area
to determine the number of books allowed to be checked out per visit. Corona
Public Library allows 15 books per person, three a subject; Carlsbad Public
Library has no limit and is flexible on the number of books per subject. This
library is also studying the procedure, raising fees and utilizing a collection
agency. Trustee Baker added he was extremely impressed with the Carlsbad
Public Library's video collection that was not purchased with general funds and
contained 2,000 documentaries. An insurance fee is charged in lieu of a
withdrawal fee. Their video collection is self-supporting and very popular
with their customers. Monterey Park Public Library also has large video
collection.III. COMMUNITY AND LIBRARY SERVICES DIRECTOR'S
REPORT 3.1 Director's Report of December
1995 Director Gary Wann reported there has been minor delays in receiving
monies from federal grants, possibly due to state budget problems. He also reported
the City's computer consultant BRC has renewed their contract for an additional
year with the understanding BRC will replenish staff to assist City employees
with computer needs and
upgrades.3.2 Legislative
Update There was current legislative information provided in Trustees'
packets.Director Wann commented at the State of the City luncheon, Mayor
Joanne Coontz spoke highly of the library, its services and
staff.3,3 Financial
Report Expenditure Summary was reviewed and accepted as presented. Director
Wann reported the budget process for FY 96/97 is now being compiled and Trustees
will again be included in this process for their input. Budget matters will be
discussed at the February board

IV. DEPARTMENT REPORTS
4.1 Library Rules of Conduct
A modified version of Library Rules of Conduct was distributed. Orange Police
Department met immediately prior to the board meeting and discussed the
homeless and indecent act problems now being experienced at Main Library.
OPD will become more visible with library walk throughs and patrols through the
parking lot. After discussion, Trustees amended Rules as follows:
1) Change #3 to: "Use of all tobacco is prohibited.
2) Change #9 to: "Children ~ years of age and under must be
accompanied by an older responsible person at all times.
Trustee Massa moved that the Library's Rules of Conduct be adopted as
corrected. Seconded by Trustee Baker. Motion unanimous.
Chair Cavecche asked how patrons would be notified ofthe Library's Rules of
Conduct and staff advised handouts would be available as new library cards were
issued, displayed at the Circulation desk in poster style and notices posted on the
public bulletin board.
4.2 Collection Agency
Circulation Committee has provided Trustees with a Timeline for Collection
Agency Project. The new Library card issuance procedure will begin January 15.
New book limit procedure will also start on January 15. The amnesty period has
also been set. Trustee Baker questioned why each item in a set had to have its
own barcode and was advised this was the simplest method to track items
returning to the library.
V. NEW BUSINESS
5.1 Review of Orange Public Library Mission Statement
All City departments have been asked to develop a Mission Statement and
updated organization chart. Gary Wann advised the library's proposed
organizational chart will show Taft Branch Library as..pti'niMil:ra children'~ being
library. A draft Mission Statement was included in Trustees' packets and an considered as
example of Glendora Public Library's Mission Statement was distributed at the
meeting. Chair Cavecche commented she would like to see a broader term for
cultural being used in the text. Staff is continuing to compose a Mission
Statement for adoption by the Board.

5.2 Services to Young Adults
Director Wann advised Trustees he would like to include young adults, middle
school aged, a target group for future library service and programming as he feels
this group is often not considered in library activities. He feels it will be
necessary to take library service to them at school sites to facilitate their
involvement.
5.3 Library Services in the City's Mills Project
The City is planning a retail development at the City Shopping Center with a
Orange Police Department sub-station and a non-traditional satellite
library. A non-traditional library facility will be planned for and budgeted
during FY96/
97 budget process.
VI. ORAL PRESENTATIONS There were

presentations.VII. ANNOUNCEMENTS There
were no announcements.Chair Cavecche advised several nearby residents of the Main Library
had inquired about the large sign located at the east end of the parking lot. Director Wann
advised the sign was being built higher to facilitate pedestrian safety but the target
date for
completion was
unknown.VIII. ADJOURNMENT Trustee Baker moved that the meeting be adjoumed at 4:21 p.m.
