I.CALL TO ORDER
1.1 Pledge of Allegiance
Gary Wann lead the Pledge of Allegiance.
1.2 Roll Call
The regulaz meeting of the Orange Public Library Board of Trustees was calied to
order at 3:04 p.m., in the Main Library's Community Room.
Present: Trustees Brandman, Cavecche and Gorham.
Arrived Late: Trustee Clark.
1.3 Adoption of Agenda
Trustee Gorham moved that the agenda be adopted. Seconded by Trustee
Cavecche.
1.4 Approval of Minutes
Trustee Gorham moved that the minutes of the meeting held June 20, 1994 be
accepted. Seconded by Trustee Cavecche.

2.1 Bob Franks, City Attorney
Mr. Franks introduced himself to the Board.
Ili. PUBLIC HEARING SECTION
Chair Brandman discussed this new section in the agenda. It is understood that this
section will provide public an opportunity to bring issues to the Board. Anyone would be

welcome to address the Board, but a time limit can be imposed. Community members will
be invited to speak on each issue as the Board discusses it. This section will be renamed
Oral Presentations" and placed at the end of the agenda.
IV. BOARD REPORTS
There were no reports from the Trustees.
V. COMMUNITYSERVICES DIRECTOR REPORTS
5.1 Monthiy Reports for June and July 1994
The June 1994 Director's Monthly Report was mailed to Trustees. The July 1994
Director's Monthly Report was not ready at this meeting and will be mailed to
Trustees.
5.2 Legislative Update
Gary reported to Trustees that the Roberti bill has been defeated again. There
will be another attempt made to rewrite and reintroduce this bill, but the prospects
for a successful passage is bleak. There will be legislative updates made to
Trustees each month.
5.3 Reappointment of Trustee Gorham
Gary announced that George Gorham was reappointed to the Library Board of
Trustees effective July 1, 1994, by the City Council.
VI. DEPARTMENT REPORTS
6.1 Brown Act Requirements
City Attomey Bob Franks discussed the requirements of the Brown Act. This
legislation is many volumes long, but he did bring an outline of the Brown Act to
share with Trustees. Specific items of this outline were discussed, including the
requirement to post agendas within 72 hours, that there must be discussion when a
motion is made, and 3 Trustees constitute a majority. The Trustees can call a
Closed Session only with City Council approval. Chair Brandman requested
clarification on this matter. Attorney Franks also advised Trustees that
this Board is an advisory Boazd only; it caruiot make management decisions.
Trustee Gorham commented that he thought 1) the Library Board had authority to

go into Closed Sessions if personnel matters were going to be discussed to
preserve the privacy of the individual that was going to be discussed and 2) the
Boazd had more authority than in an advisory capacity. Attomey Franks advised
the Board if it contemplated any 6tigation, a Board attomey should be present.
Trustees will request clarification from City Council on Council's desire for the
Board's direction. Chair Brandman will write the letter to City Council
requesting their input.
6.2 Disposition of Funds Tram Overdue Fines
Trustee Cavecche's questions on this item had been previously discussed and
answered. Trustee Cavecche would like one or two Trustees to go to the City
Manager's office to discuss library issues. After Chair Brandman composes
and writes a letter to Council seeking their input on the Board's direction, it will be
decided by the Boazd whether to invite Mr. Dixon to a meeting.
6.3 Friends of the Orange Pubiic Library
Gary Wann spoke to Trustees about the relationship between the Library and the
Friends of the Orange Public Library being amicably maintained. Although the
Library and Friends appeaz to be taking different directions at this time,
communications between the two should be kept open and an effort made to work
together. Chair Brandman expressed positive Board support for the library.
Trustee Clark felt this was not a matter for the Boazd's attention and will make an
appointment with Gary to discuss this with him.

6.4 Collection Development and Weeding Policy
As requested by Trustees Cavecche and Clazk, an Orange Public Library
Collection Development Policy (working draft dated 8/15/94) was distributed
which outlines the Library's Mission Statement, Library Roles (1991-1996),
selection standards, selection policy for all division's book collections and weeding
policy. Book donations were discussed: Arline Minor, 384 North Shattuck,
advised that a large amount of lazge print books had been donated to the
Bookcenter. Staf£was surprised to hear this because approximately fifty large
print books were recently weeded from the Taft Branch Library to the Bookcenter.
Trustee Cavecche complimented the Children's Section on it's collection and Joan
Blumenstein advised that the library is proud to maintain a history collection in the
Children's Section. The McNaughton collection (leased best sellers) will be

replaced with the Rental Collection, but the McNaughton collection can be
reinstated aRer a yeaz if the Rental Collection is not successful. Selective weeding
of the Main Library's collection is being done continually because of the lack of
shelf space.
6.5 Volunteers for the Orange Public Library
Gary Wann advised Trustees that there had been a negative comment made by a
Council member regazding volunteers at the Orange Public Library. Bob Felthaus
passed out a recent flyer asking for volunteers. Bob has made contact at the
Volunteer Center of Orange County and was advised that Orange County has the
lowest amount of available volunteers in California. Government agencies
traditionally have difficulty getting volunteers. Bob will be contacting PTA's for
volunteers.
VII. ANNOUNCEMENTS
Chair Brandman discussed an assessment district ta c to be put on the ballot in
November. She feels there must be some way to fund libraries. She suggests setting a
goal and prepare something for the public from the Library Board. How would people
like to keep libraries open? What would the public be willing to do? Chair Brandman
asked the other Trustees to consider a successful assessment district to be their goai apd
requested that it be put on each months' agenda. Trustee Gorham cautioned that such a
ta c might be added to the Genera(Fund instead of to a library fund. Chair Brandman
suggested a special assessment tax or special library tax be investigated. Pasadena Public
Library has successfully passed such a tax and Hazel Wang will get a packet from them for
Trustees.
VIII. ADJOURNMENT
Trustee Cavecche moved that the meeting be adjoumed at 4:38 p.m. S onded by
Trustee Gorham. Motion carried.
