I.Roll Call
The regular meeting of the Orange Public Library Board of Trustees was called to
order by Chairman Gorham at 3:04 p.m., at the Taft Branch Library.
Present: Trustees Gorham, Brandman and Way. Also present: Gary Wann, Director
of Community Services and Library; Eugenia Wong, Main Library and Technical
Services Manager; Bob Felthaus, Reference Supervisor; Yolanda Moreno, Branch
Services Supervisor, Meredith Martini, Santiago Library System's System Advisory
Representative; Cazol Walters, Community Member, Corinne Shreck, Community
Member, and 7an McGovney, Administrative Secretary.
Absent: Carolyn Cavecche was appointed to the Library Board of Trustees on
March 15, 1994, by City Council. She is unable to attend Board meetings until May.
Executine Session
Chairman Gorham adjourned the meeting at 3:05 a.m. to Executive Session to discuss a personnel
matter. Meeting reconvened at 3:14 p.m.
II. Approval ofMinutes
Trustee Way moved that the minutes be accepted as presented. Seconded by Trustee
Brandman. Motion carried.
Chairman Gorham requested that public comments be reported under "Public
Presentation" in the future.

Director's Report was distributed, reviewed and accepted as presented.
IV. UnfnishedBusiness
A. Burlget FY 94/95
The Library Department's proposed FY 1994/95 budget and C1P was
submitted to the City Manager's Office on March 8, 1994. The proposed
budget is at the same level as FY 93/94. At this time cities do not know what
impact the State budget will have on their budget. The new City Manager's
emphasis is on "rightsizing."
B. Joint Llse Library witk Rancho Snntiago College
The City/Rancho Santiago College Joint Use Library Task Force met at the
EI Modena Branch on March 9 to discuss the status ofthe project. The azchitects
reviewed the drawings and models with the task force. RSC will be ready to
submit the joint use library proposal to the State in February 1995. On the same
day Gary Wann and City Manager David Dixon met with RSC staff for
background, update and funding of the project. The purchase of the Water Street
site for the New Main Library does not look promising. There will be further
investigation of the feasibility of building the New Main Library on the current site
of the Main Library, Edwards House and Holland House. At this time there are no
funds for remodeling the Main Library.
C. Friendly Stop
The Friendly Stop will receive no City funding in FY 94/95. A community
committee is working on 501(c) status for the Friendly Stop. If this committee
fails, library materials will be added to the collection at the Main Library and
branches facilities.

D. SB 1448
Senator Roberti has revived SB544 by rewriting it to SB 1448. The bill would
add provisions to the Government Code to allow creation of assessment districts
for library services, subject to approval by voters. Public library financing still
remain bleak. Background information has been provided to Trustees. There is
a consensus)that Orange residents would not be receptive to any new tax at this
time.

E. Rental Collection
Bob Felthaus has continued his discussions with Anaheim Public Library and
Huntington Beach Public Library(Central Branch only) regarding implementation
and success oftheir rental collection project. After a year, the project is breaking
even at each facility. Copies of rental collection books will be available for regular
circulation at Main Library and the branches. Copies wili be limited to 2 copies at
the branches who wil( not have a rental collection and one coy at Main Library.
Hard copies of popular fiction best sellers will be the only books offered in the
rental collection. The charge will be $1.50 per week per title, and 25 cents a day
for overdue. After the title has circulated and interest in it has dropped off the
book will be offered for sale at 50% of its value. If the book is not sold, it «ill
then be given to Friends of the Orange Public Library Bookcenter. Additional
staffing wili not be needed to implement this new program. It is hoped that it will
bring patrons to the library that are not regular users.
Trustee Brandman moved that the Rental Collection Procedure as outlined be
approved and that the Board support this new service. Seconded by Trustee
Way. Motion camed.
Gary Wann complimented and thanked staff for all the time and hard work that
went into making this project possible.
F.Orange Public Library Endoivment Fund
A plan for an Orange Public Library Endowment Fund will be postponed un,il
all appointments have been made to the Board.

VI. Ne v Business
A. Appoiniment of a Neiv Trustee
City Council appointed Carolyn Cavecche to the Library Board of Trustees on
March 15, 1994. Ms. Cavecche will be unable to attend Board meetings until
May because she is expecting a baby.
B. Public Library Funds
A California State Library Public Library Funds Grant of$39,972 has been
awarded to the Library. These funds will be divided between the three facilities.
Staff was complimented on their hard work to earn this grant.
C. Frien ls of Ornxge Public Lrbrnry Ativnrd
Friends of the Orange Public Library has awarded the Main Library $5,000 to be
used for library materials and $3,500 for a CD-ROM based information
workstation. The Board thanked Friends for their continued support and
generosity.
D. Nationn[Li6rnry Week
National Library Week is April 17-23 and staffhas pianned events to celebrate
library activities that week. Trustees are invited to attend an Open House on
Apri121 in the Main Library's reading area for all library friends and City
employees from 8:30 - 9:45 a.m. Also, the annual Volunteer Recognition Program
will be held on Apri121 at 3-4:30 p.m. in the Main Library's Community Room. At
the City Council meeting on April 12, a proclamation ofNational Library Week
wiil be presented to Gary Wann and former Library Trustee Martha McEwan will
be recognized with a proclamation honoring her ten years of dedicated service to
the City and Library.

VI. Public Presentations
Meredith Martini announced that he will be the Santiago Library System's System
Advisory Board Chairman for 94-95. Also, he shared with Trustees his wife's appreciation
to Bob Felthaus for finding Winston Churchill's History of English Speaking, a volume
that she has been searching for many years.
VII. Announcements
A. Resignation of Trustee McEivan
The resignation of Trustee Martha McEwan was accepted with regrets.
VIII. Adjournment
Trustee Brandman moved that the meeting be adjourned at 4:13 p.m. Motion seconded
by Trustee Way. Motion carried.
