The regular meeting of the Orange Public Library Board of Trustees was called to order li
by Chairman Gorham at 3:06 p.m., at the Main Library Community Room
Present: Trustees Gorham, Brandman, McEwan and Way. Also present: Gary Wann,
Community Services and Library Director; Hazel Ho Wang, Senior Library Manager;
Eugenia Wong, Technical Services and Main Library Manager; Arline Miner, Friends of
the Orange Public Library Bookcenter Director; Carol Walters, Community Membe; and
Jan McGovney, Administrative Secretary.
II. Approval of Minutes
Trustee McEwan moved that the minutes be accepted as presented. Seconded by Trustee
Brandman. Motion carried.
III. Director's Report
The Director's Report was accepted as presented.
Introductions
Trustees and Community Member Carol Walters introduced themselves.
IV. Financial Report
The Expenditure Summary for period ending 12/31/93 was accepted as presented.

V. Legislative Dpdnte
Trustee Brandman would like to have information on how an assessment district is created
and how the proposal is presented to the publia Carol Walters commented that the
reason the Santiago Creek initiative proposed by Orange Taxpayers Association did not
succeed was because the issue was not dealt with honestly to the voters. Trustee
Brandman asked that the Board be brought information concerning an Orange County city
that has successfully passed an assessment district initiative.
VI. Unfinished Business
A. BudgetFY94/95
The budget outlook for FY 94/95 will be similar to FY 93/94. There are concerns
regarding the FEMA obligation to earthquake victims throughout the state and
how much funding will be needed by the effected cities. The City Council is
taking a wait and see attitude regarding the state budget situation. Each
department will submit more budget information to the City Council in March after
the initial budget information is reviewed.
B. Orange Public Library Endowment Fund
Gary Wann reported that Judy Swainn was responsible for putting together the
endowment fund for the Senior Citizens Center. Endowments are a procedure that
resemble a trust and many organizations are looking for funds in this manner,
Gary will contact Ms. Swainn and invite her to a Board meeting.
G Joint Use Library with Rancho Santiago College
Architectural plans and modeis for the joint library on the Rancho Santiago
College's Orange Campus have been completed. The public library is allotted use
of 15,000 square feet. Aazel Wang informed the Board that Dean Stringer would
like to meet with them to discuss Rancho Santiago College's plans for the joint use
library. Because the City is hiring a new City Manager, that person will need to be
educated quickly on this project so that funding can be discussed.

D. CALTACLibrary Leadership Workshop
Trustees do not wish to participate in this workshop. Membership to CALTAC
will be renewed.
E. Friendly Stop SOZCStatus
Douglas Westfall has taken up the leadership of the Friendly Stop's SO1C campaign
and has spoken with Friendly Center leader, Gary Negrete. They have planned
meetings to determine if there is a feasibility in joining together to attain a non-
profit status.
VII. New Business
A. Locnl Tax Elections for Library Operntions
Trustee Brandman would like to have more background information on how bills
would be proposed and passed in a local election to promote funds for library
operations.
B. Appointment of a Nery Library Trustee
There will be an appointment made by the City Council for a new Trustee to
replace Steve Everett.
C Audiovisual Services i
There are now no audiovisual services available at the Library. .%reorganization is

being drafted because of the Library's need for these activities. Some of the
audiovisual equipment purchased with City funds will be moved to storage at the
Orange Police Department. The equipment purchased with Library funds will
remain at the Library.
D.Volunteer Recognition Program
National Library Week is April 17-23. There will be a Library program
recognizing volunteers.

E. Local History Collection
Gary will meet with Community Member Corinne Schreck to discuss relocating
the Local History Collection to the Ainsworth House. There are concems
regazding security and environment for the collection if this move were made.
VIII. Public Presentations
A. The Old Town Preservation Association will host a meeting on March 16, at
7 p.m., in the Main Library's Community Room. New City Manager David Dixon
will be their guest speaker.
I.Y Announcements
A. On February 28, David Dixon will become the new City Manager for the City of
Orange.
x Adjournment
Trustee McEwan moved that the meeting be adjourned at 4:25 p.m. Motion seconded by
Trustee Way. Motion carried.
