The regular meeting of the Orange Public Library Board of Trustees was called to order
by Chairman Gorham at 3:02 p.m., at the EI Modena Branch Library.
Present: Trustees Gorham, Brandman and McEwan. Also present: Gary Wann,
Director of Community Services and Library; William F. Cornett, Jr., Interim City
Manager; Hazel Ho Wang, Senior Library Manager; Eugenia Wong, Main Library and
Technical Services Manager; Bob Felthaus, Reference Supervisor; and Rosanne Miller,
Library Literacy Services Coordinator.
Absent: Trustee Way.
II. Introducrion of lliam F. Cornett, Jr., Interim City Man ger
Each Trustees inuoduced themseives to Mr. Cornett and he gave a brief biographical
sketch of himself.
IIZ. Approval of Minutes
Trustee McEwan moved that the minutes be accepted as presented. Seconded by Trustee
Brandman. Motion carried.
IY. Director's Repart
The Director's Report was accepted as submitted. Eugenia Wong stated that DRA has
now taken over INLEX, Inc., and DRA wili support our automated library system through
1995. Friendly Stop statistics appear good for the month of January, and Trustees were
told that Nora Jacob is no longer actively involved in the arrangements to have Friendly
Stop become a non-profit organization.

Y. Legislative Update
Gary Wann reviewed the summary of 1993/941egislation. Trustee Brandman is interested
in assessment district legistation.
VI. Unfrnished Business
A. Budget FY 94/95
Gary gave an update on budget with the City. The budget schedule has been
distributed with due dates and meeting dates. Mr. Comett commented that he
does not think there will be any more cuts in the Library Department. Trustees
have been confronted with angry people who think they are responsible for the
reductions in library services, and they have explained that they were involved in
the budget cutting process.
B. Rental Book Cotlection
Bob Felthaus, chair of the Rental Book Collection Corrunittee, distributed a report.
Seed money will come from the library and the revenues must be retumed to the
Library. Staff are concerned about the additional wockload on the already over-
burdened Circulation staff. Mr. Cornett does not see any problem since this would
be a setf-supporting program and suggested this new service be part of the budget
process. Anaheim Public Library has broken even in 6 months and is generating
appro mately $1,000 a month. Trustees advised the staffto provide further
information, inciuding the rental book experience and statistics from other libraries
by the March Library Bord meeting. They woutd like to write a memorandum to
alert Council of this service at that time.
VII. Nery Business
A. Orange Pubtic Li6rary Endowment Fund
Gary and Hazel wiil be looking into endowment programs that have been
succewsful and how our library can benefit from such a program, such as offsetting
some of the previous year's budget cuts. The Senior Citizens Center has received
gifts and was willed a house. It was added that the Huntington Beach Public
Library has successfully built a 43,000 squaze foot addition to their library from
endowment funds.

B. Partners In Reading Watk for Liieracy
Rosanne Miller, Library Literacy Services Coordinator, briefly summarized the
Partners In Reading Program. There are now 80 tutors and (eamers that have
been paired that work together weekly. The program's participation at the 1993
City of Orange Street Fair was very successful. There are advertising spots now
being aired on CNN and MTV. The "Walk for Literacy" event will be held on
Saturday, Mazch 5, and there has been great response to the event from students
wanting service credits and other service groups.
VIII. Public Presentations
There were no presentations from public.
I Announcements
A. Main Library's Parking Lot Planter Funding
It was clarified that Friends of the Orange Public Library contributed $100 towards
the replanting of the Main Library's pazking lot planter. The remainder $150 was
contributed by the Womans' Club of Orange. Trustees thanked both of these
organizations for their interest in the appearance of the Main Library.
B. Trustees'Sociat Fund
The Trustees Social Fund is overdrawn. Trustees contributed $20 each to their
fund.
C CALTACLibraryLeadership Workshop
At this time, none of the Trustees are planning to attend.
D. Technical Services Division Move to Bayview
Gary announced that the Technical Services Division will move to the Bayview
building. The move will be done in-house if possible. The Library has requested
7,000 for the project from City Council. The goal is to move as soon as possible.

E. Thank You From Mrs. Wrltiam Couriney
A thank you note has been received from Mrs. William Courtney for the floral
arrangement sent by Trustees in memory of her husband. William Courtney was
the longest-serving Trustee on the Library Board.
7 Adjournment
Trustee Brandman moved that the meeting be adjourned at 3:58 p.m. Motion seconded
by Trustee McEkvan. Motion carried.
