The regulaz m ting of the Orange Public Library Board of TzusteEs was cailed to
order at 4:33 p.m. on December ib, 1991, by Chairman Tom Saenz at the Main
Library.
Present: Trustess Saenz, Courtney, Gorham and McEwan. Also present: Hazel Ho
Wang, Branch Service Manager; Cynthia Mediavilla, Main Library Manager; Eugenia
Wong, Te hnical Services Manager; Karen I.eo, Library Director; and Jan McGovney,
Administrative Secretary.
Absent: Trustee Way.
II. Appmval of Minutes
Trustee Gorham moved that the minutes be approved as presented. Seconded by

III. Ilirector's Repor!
Director's Report was distributed at meeting.
Trustees asked about the electronic bookshelf in Main Library's Children's Section.
Director Leo informed them that this is a computerized reading and testing system
affiliated with the Orange Unified School District where students can take tests at the
Main Library and receive credit for their schoolwork. This new service is receiving
more use by elementary age students.

A. OPALS (Omnge Pubtic Automated Library System)
Eugenia Wong informed Trust s thai INLEX has responded to the Orange
Public Library's request for ownership of the lazger 935 CPU which is
necessary to meet the response rimes and output as specified in the contract.
INLEX has been renting the 935 CPU from Hewlett-Package and suggested
that OPL purchase it since OPL would receive a government discount. The
purchase price wouid be approximately $18,000. INLEX would credit this
amount toward the future purchase of new modules, plus ailowing us to deduct
the finai payment for Automa6on Phase II from the credited amount.
B. FY 91/92 Budget Cost Reductions
The City requested a 5% mid-year budget cut from each department in
andcipation of lower sales tax revenues reflecdng the downturn in the economy.
I.Votuntary Fterloughs
Some Library Department staff have volunteered for an unpaid
furlough during the period of D ember 26 - 31. Trustces
support this voluntary furlough as a cost-cutdng acrivity.
C. loint Ust Facitiry with Rancho Santiago College, O nge Ctunpus
A letter from Chancellor Blevins to Mayor Beyer proposes a joint use
library facility between the Orange Public Library and Rancho Santiago College
RSC). RSC would manage the joint library with a financial investment by the
City of 25% of the total construc6on costs and 25% of ongoing operational
costs. Director I.relayed to Trustees that Assistant City Manager Jim Evans
was interested in their input on this matter. Several differences wete brought up
by the TYustces in the operation between the public and college library: 1) the
Library of Congress versus Dewey Decimal classification of books; 2) the
smaller college book budget; 3) the possible ciosing of the San6ago Hills
Branch Library be ause of its close proximity to the Rancho Santiago College,
Orange Campus; 4) the impact of this joint branch on the future funding of a
new Main Library; 5) a coilege library dces not have Chiidren's Librarians on
staff; 6) parking difficulties and restrictions; and 'n the difference in the
automated library systems (Dynix and INLEX}.

Trustee Courtney moved that the Board write a letter to Mayor Beyer regarding
the issues and questions that need to be discussed concerning the feasibility of
the College's offer. Trustees desire a Council study session and a public
hearing for public input before any final decision. Motion was seconded by
Trustee Gorham. Motion cazried unanimously.
D. Literacy Program
A tutor orientation was held on December 5 at the El Modena Branch Library
and there were over 40 interested ciGzens in attendance. The first matching of a
tutor and student was at the Taft Branch last w k. A sa;ond grant request for
35,000 was prepared and fonvarded to the federal Department of Education.
V. New Business
A. Invitation to OUSD Boanl Member
hvstees have requested Director L to invite newly-elected Orange Unified
Schooi District Board Member Maureen Aschoff to their next meeting.
Trustees also requested that Mayor Gene Beyer and City Councii members
be invited separately to future Board meetings in order of their seniority on
the Council.
VI. Ezecutive Session
Boazd of Trust s and Director Leo met in Executive Session regarding a personnel
matter. No acdon was taken.
VII. Public Presentations
There were no public presentations.
VIII. Announcements
Director I.eo called the forthcoming CALTAC Regional Warkshop in March to the
attention of the Trustees.
