I.Roll Call
The regular meeting of the Orange Public Library Board of Tcustees was called to order at
3:00 p.m., by Chairman Gorham in the public area of the Taft Branch Library.
Present: Ttustees Gorham, Brandman, Everett, McEwan and Way. Also present: Gary
Wann,Director of Communiry Services and Library; Hazel Ho Wang, Senior Library
Manager; Eugenia Wong, Main Library and Technical Services Manager; Yolanda
Moreno,Branch Services Supervisor;Meredith Martini, Orange Public Library's Santiago
Library Systems Advisory Board Representative; and 7an McGovney, Administrative
Secretary.
IL Introduction of I[iam F. Cornett, Jr., Interim City Manager
Mr. Comett was unable to attend this meeting because of another meeting scheduled
earlier in the day which required more of his time than anticipated.
III. Approval of nutes
The October 18, 1993 minutes were corrected on Page 1, "IV. Director's Report," Line 6,
recruit" was changed to "recruitment." Trustee McEwan moved that the minutes be
accepted as coaected. Seconded by Tmstee Everett. Motion carried.
I['. Director's Report
Gary Wann went into detail over the items covered in the Director's Report. Trustees
asked questions regazding the layoffs and demotions that have been experienced by the
Library Department. Gary will approach the City's Blue Ribbon Committee to get
approval to begin reccuitment of additional Library Pages. There is a 50% possibility that
Technicai Services Division will be moved to the Bayview building; the final decision on
this move will be made by City Council. Reaction by public to the new service hours at

Main Library effective last month has been more positive as compared to the previous
service hours. Complaints from pauons are still being received at Main Library and
branch libraries regarding the branch service hours.. Branch staff is also experiencing
some stress because of moving from one branch library to another on altemating days.
The EI Modena Branch Library was recently matred by graffiti and the Community
Services Department"was quick to remove it. Partners In Reading continues to be strong
and the recruitment of a Literacy Assistant has begun. Pac Tel Meridian has donated $316
and 100 picture hooks to Main Library's Children's Section.
Y. Unfinished Business
A. Friendly Stop Update
The Friendly Stop Coalition and the City Attorney have met to discuss the
possibility of Friendly Stop's SO1C non-profit status. Gary will continue to
supervise this project. The Womans'Club of Orange has donated $100 to
Friendly Stop for library materials.
B. Main Library Beauh'fication Project
Staff continues to work on this proje,ct and improvements are being noticed by
patrons. The Womans' Club of Orange has donated $250 towards renovating the
planter area in the Main Library's parldng lot. Trustee McEwan offered to contact
two local florists to solicit plant donations for the Main Library. Trustee Everett
added that he has an acquaintance in the plant business who may be able to help
with a donation. It is planned to add more shelving to ease the overcrowded
shelves.
G Christmas-New Year Holiday Hours and Closing
City Council has approved the closing of all City offices and facilities from
December 24, 1993, through January 2, 1994. Trustee Brandman moved that the
Library Department also be closed these seme days. Seconded by Trustee Way.
Motion carsied. Gary Wann requested that flyers be sent to all schools in the
Orange Unified School District to alert teachers of this closing.

D. Library Materials for Children and Youth Program Grant
The Final Narrative Report to the California State Library was provided to
Tnxstees which showed that the $25,000 grant was used to purchase over 1,700
items for all libraries.
E Contracting Out Cataloging&Processing in Technical Services
A progress report on contracting out cataloging and processing of the Technical
Services Division has been submitted to Interim City Manager William F. Cornett.
There should be no more layoffs expected in this division since their staffing is
already at the conuacting out level.
VL New Business
A. Selj-Supporting Rental Collecdon
The possibility of offering a self-supporting rental collection which requires
a fee from users was discussed. Anaheim Public Library and Huntington Beach
Public Library have started offering best seller books on a rental basis and both
libraries are pleased with the revenue it has raised. Trustee Brandman moved that
the staff of the Orange Public Library investigate the possibility of offering a self-
supporting rental collection to patrons, with all funds generated from this project
to be controlled and directed back to the library. Staff is directed to report back to
Trustees in two months. Seconded by Trustee Way. Motion carried.
x MURL Grant
The Orange Public Library received $9,508 in Federal Library Services and
Construction Act Funds. This grant will be used to develop the Library's
Ii'istoric Restoration Collection and domestic architecture, biography and
employment information, concentrating on providing a comprehensive reference
and circulating collection that is accessible to the citizens of Orange.
G Goals and Objectives for November 1993-June 1994
Each Division has submitted to Gary Wann a list of their goals and objectives for
November 1993 through June 1994. Gary will discuss this further with Trustees at
their January Board meeting.

D. 1994 Board Meeting Schedule
A list of dates and locations of the Library Board of Trustee meetings in 1994 has
been provided to each Trustee. Although the Friendly Stop was given as the
location for the November meetic g, there is a possibility this will be changed if the
Friendly Stop becomes a non-profit entity at the end of the fiscal year.
E Decunber Board Meeting
The Decetnber meeting of the Library Board of Ttustees will be short;then
followed by a potluck dinner.
VII. Public Presentations
Meredith Martini attended this meeting to share good news with the Library Board of
Trustees. During a recent visit through Paso Robles, California, he noticed that the City
was constructing a new Library and City Administration building. Mr. Martini wanted to
emphasize that even though many libraries are suffering during these fu ancially crucial
budget times, Paso Robles has continued with its plans to construct new public facilities
for their City.
