Present: Trustees Gorham, Brandman, McEwan and Way. Also present: Gary Wann,Director of Community Services and Library; Eugenia Wong, Technical Services and Main Library Manager; and Jan McGovney, Administrative Secretary. Absent Trustee Everett. IL Approvat of nutes Trustee Brandman moved that the minutes be accepted as presented. Seconded byTrusteeWay. Motion carried. III. Director's Report The Director's Report was distributed at meeting. Because of shortages in staff and working hours, it was agreed that the Director's Report will be condensed. Board packetmaterialwillalsobecategorizedastomaterialtobereviewedatmeetingandmaterialthat can be read at home. Administrative Secretary will begin copying material on both sidesofpaper. Legislative Update Gary Wann briefed Trustees on SB566-Roberti, a bill which is now on GovemorWIlson's desk for signature. This bill will create library assessment districts. Trusteespressedinterestinthisbillandrequestedmoreinformation. i! Unfinished Business A• Friendly,Stop Update The CDBG grant has been amended to allow the hiring of a Friendly StopSupervisorandaClerk. Iona Waller, a long-time Orange Public Library SubstituteLibraryAssistant, has been hired as Friendly Stop Supervisor. She is very capableofassumingtheresponsibilitiesofFriendlyStop. Hector Cortez has been hired asFriendlyStopClerkandisaCalStateFullertonstudentwithbilinguallanguageabilities. Budget FY93/99 There have been no new developments in the FY 93/44 budget. Gary VVarm willwilliammeetwiththenewInterimCityManager+iyComett and discuss Library andCommunityServicesprojectsandtourfacilities, Gary indicated that any additionalcutsineitherdepartmentwillbeabsolutelydevastating. G Partners in Reading Partners In Reading has received a$91,937 California Literacy Campaign GrantfromtheCalifomiaStateLibrarywhichwillenabletheprogramto pand itstrainingoftutorsandassesslearnersanddomoreoutreachtobusinessesandorganizationswithinthecommunity. Partners In Reading now has over 200 tutor/student matches donating 6500 volunteer hours to the program. VI. New Business f1. Proposed New Service Hours for Orange Public Library The new service hours for the Orange Public Library to be effected October 4,1993, were discussed. Trustees agreed that these new hours will better serve thecommunityandcommendedstafffortheirhazdworkincreatingaworkablescheduleconsideringtheshortageofstaffandpublicinputthathasbeenreceivedrequestinglatereveningservicehours. 2 ORANGE PUBLICLIBRARY BOARD OF TRUSTEES MINi7TES OFMEETING OFSEPTEMBER 20, 1993 Trustee Brandman moved that the new service hours be implemented as outlined. Seconded by Trustee Way. Motion carried. B. Complaints From Patrons The recent complaints received by the Mayor's Hotline and Gar}s responses regarding Library service hours were shared with Trustees. It was agreed that the October 4 change in service hours will better serve patrons. C Friends of the Orange Public Library The lOBth OPL birthday party hosted by Friends was very successful and enjoyed by all who attended. Council members commented to Gary how impressed theywerewiththeprogram's entertainment and enthusiasm ofvolunteers and partygoers. Gary Wann spoke to the Trustees about the need to have a unified and harmonious Friends of the Orange Public Library Boazd ofDirectors. There had been some disagreement on the board with respect to the Friendly Stop; now that the FriendlyStophasnewmanagementandmovinginthedirectionofanon-profit status, Trustees hope that the Friends can continue their support of library functions and programs. Gary Wann excused himself to attend another meeting) VII. Pubtic Presentations There were no presentations by public. VIIL Announcements The City of Orange has proclaimed September as Literacy Month. A proclamation hasbeenpresentedtoGaryWannandRosanneMiller. Trustees will write a letter to Mayor and members of the City Council acknowledgingtheirappreciationtoGaryWannforhisprofessionalmannerandtalentthathehas contributed as Director of the Orange Public Library. 3 ORANGEPUBLICLIBRARY BOARD OFTRUSTEES MINUTES OFMEETING OFSEPEMBER 20, 1993 I.
