L Roll Call
A special meeting of the Orange Public Library Boazd of Trustees was called to order by
Chairman Gorham at 8:34 p.m., in the Library Director's Office at the Main Library.
Present: Trustees Gorham, McEwan and Way. Also present: Eugenia Wong, Technical
Services Manager; Yolanda Moreno, Branch Services Supervisor; Jan McGovney,
Administrative Secretary.

A. Budget FY 93/94
Chairman Gorham shared that he had been informed by Branch Service Manager
Hazel Ho Wang that the Library Department has informed the City that a
700,000 cut from the library budget was not possible, and a $500,000 cut would
cause a reduction in library service hours to two afternoons per week at each
branch, and also cutting Main Library hours.

MINUTES OF MEETING OF JUNE 28, 1993
Hazel distributed the library's proposal to the city to meet the $500,000 cut
requested. The proposal includes reducing service hours at all libraries and an
additional layoff of 6.0 full time employee positions effective September 1, 1993;
library materials and processing will be reduced $65,000 and 0.5 full time
employee technical services staff layoff effective September 1, 1993; cataloging
and processing of Technical Services will be reduced by $50,000 in FY 93/94,
including the elimination of 1.975 positions effective December 31, 1993;
Audiovisual will be cut $19,500, a full-time employee being cut back to a half-time
position effective September 1, 1993.
Hazel discussed the cuts that effect the Library. A reduction in service hours will
keep branch libraries open a short time but will maintain the building and
collections. Technical Services will contract out simple cataloging which reduces
quality control but will continue to perform the more difficult cataloging
procedures in-house. The Library will agree to the cuts in the audiovisual section
of the Library but Trustees questioned who is the owner of the audiovisual
equipment. The City Council will hold a budget study session today at 4 p.m. to
discuss additional budget cuts for all departments. Chairman Gorham will attend
on behalf of the Trustees.
x Friendly Stop
11,000 is needed to provide maintenance and utilities for Friendly Stop's
operation for FY 93/94. Mara advised that private funds and Friends funds aze
being requested for this purpose. CDBG funds can only be used for the Friendly
Stop Supervisor's salary. County Supervisor Steiner has ananged for$1,500 of
funds to continue the Friendly Stop. Details of this contribution aze being worked
out between the County and Friends of the Orange Public Library.
III. New Business
A. July Meeting
Motion was made by Trustee Brandman to cancel the July 19 Board meeting.
Motion seconded by Trustee Way. Motion carried.
