Present: Trustees Way, Brandman, Gorham and McEwan. Also present: Eugenia Wong, Technicai Services Manager; Yolanda Moreno, Interim Branch Services Manager; Susan Barb, Santiago Hills Branch Supervisor; and Jan McGovney, Administrative Secretary. Absent: Trustee Courtney. II. Approval of nutes Trustee McEwan moved that the minutes of the May 24, 1993 meeting be approved as presented. Seconded by Trustee Gorham. Motion carried. III. Financia!Repart The Apri130, 1993 Expenditure Summary was briefly discussed. Trustee McEwan questioned why the balanced seemed so high, and it was explained that this was the expenditutes ending Apri130, and there is a great deal of activity during the months of May and June to deplete the library's funds. Director's Report The Director's Report was accepted as presented. V. Legislative Update The legislative updates received from the California State Library Lobbyist Mike Dillon were reviewed. It was noted that State Senator 7ohn Lewis voted up support SB566 Roberti) and Trustees will send Senator Lewis a thank you for his support. VI. Unfinished Business A. Budget FY 93/94 A memorandum of June 21, 1993 to City Manager Ron Thompson from Hazel Ho Wang, Interim Library Director, requesting a change in service hours effective August 23, 1993, was distributed to Trustees. The closing of Santiago Hills Branch Library on June 19 was discussed. Trustee Brandman advised that she had been seeking support for the branch library in the community and by speaking with City Council members. She was told by Council members the branch closing was supported by library administration and Council would not interfere in their decision. Yolanda Moreno reminded Trustee Brandman that there is insufficient staff now available to provide service at the branch library due to the City's hiring freeze and July 1 layoffs, and that there were patron confidentiality problems with volunteers operating the Orange Public Automated Library Systems (OPALS). Trustee Brandman felt that with financial help &om the community and volunteers that the branch library could have remained open. B. Friendly Stop Update The Community Development Block Grant hearing will be held on June 22 at 7 p.m. Trustees will send a letter of support to Ciry Council before the hearing. Trustee Brandman questioned staff regarding library support for the Friendly Stop. Eugenia Wong assured her that there is library support for the Friendly Stop and staffhas worked hard on the CDBG funding that will be decided before City Council on June 22. 2 RANCE PZIBLICLIBRARY BOARD OFTRUSTEE MINUTES OF MEETING OF JUNE 21, I993 I 1Vew Business f1• Interim Library Director Appnintment Eugenia Wong updated Trustees on the most recent developments regardinglibraryadministration. Trustees had previously been mailed a copy of amemorandumdatedJune7fromRonThompsonappointingHazelHoWang asInterimLibraryDirector. It is still tentative whether Gary W, Director ofCommunityServices, will take over administrative management of the library onJuly1. Friends af the Orange Public Library Eugenia Wong is the library liaison to the Board of Directors of the Friends of theOrangePublicLibrary. The Friends this year have a 12 member board and SherryCooperhasbeenvotedthisyear's President. Friends have shown an interest inpurchasingbusinessreferencebooksforthelibrary. Recently the Friends voted against a request to provide financial support for the Friendly Stop during 7uly andAugustbeforepossibleCDBGfundsarereleasedtotheLibrary. Also, FriendsvotedtonotprovidefinancialsupporttotheFriendlyStopSupervisortoattendtheAmericanLibraryAssociationconferenceJune26-28 in New Orleans tojointlyaccepttheJohnCottonDanaaward. Jan McGovney reminded TrusteesthatitisintheirpreviousBoazdMinutesthatFriendsprefertofundlibraryprogramsandhasoccasionallyrefusedtosupportthelibrary's grant-fundedprograms. G Peasibility Study of Contracting Cataloging/Processing of Technical Services Eugenia distributed her report to the City Manager's Office "InvestigatingContractingOutCatalogingandProcessingActivities," dated June 21. This in-depth report was requested by Council. Trustees were concerned that contractingoutserviceswouldresultinaneliminationofpositionswhichEugeniaexplaineditwould, but it was her recommendation, "since the inceptron of this library, thestaffhasbeenprovidinghighqualityofcatalogaccessJ'or the patron and publicservicesstaff. Therefore, my professional opinion is for the City to continuemaintarningafullystaffedTechnicalServicesDivisionintheLibrary." TrusteessupportthisrecommendationandacknowledgedEugenia's hard work on thisreport. 3 ORANGE PUBLICLIBRARY BOARD OFTRUSTEES MINUTES OFMEETING OFJUNE 21, 1993 D. Report from Former Main Library Manager Trustee Gorham was presented with a report dated June 11, 1993 &om former Main Library Manager Cindy Mediavilla which he had distributed to other Trustees. Trustee Gorham questioned staff regarding the restoration of the Main Library's service to 52 hours per week. This would utilize the present staff to maintain a quality service at the Main Library as presently patrons seem unhappy with the 47 hour a week schedule. Trustees theorized that leaving theMainLibraryatitspresenthourswoulddrawmoreattentiontotheplightoflibrariesandkeepinterestupinthecommunity. Trustees also pondered whether it would be more feasible to again reduce hours at Main Library to maintain servicehoursatthebranches. Main Library is desperately in need of renovations and this will be discussed withstafffortheirinput. The distribution of the furniture and library materials now available from the closed Santiago Hills Branch Library was discussed. Susan Barb gave Trustees a brief recap of where materials will be shifted now that the branch library has been closed. Jan McGovney advised Trustees that Hazel Ho Wang had held a meetingthatdaywithMainLibrarySectionSupervisorandtherewerenoconcreteplans regazding distribution. Trustees are interested in visiting the library sites to be able to provide input on this issue. E Election of Off:cers Trustee McEwan made a motion to elect Trustee Gorham for President of the Library Board of Trustees for FY 93/94. Motion seconded by Trustee Brandman.Motion carried. Vice-Chair appointment will be made at the 7uly meeting. Opening Ceremonies of the Corona Public Library Chairperson Way had received an invitation from former Library Director KarenLeoinvitingTrusteestotheGrandOpeningofthenewCoronaPublicLibraryat650SouthMainonJune26. Ceremonies begin at 10 a.m., followed by tours ofthenewlibraryat11a.m. C Library Reorganization Task Force Committee Meeting nutes Cindy Mediavilla requested Jan McGovney to distribute the Library Reorgani-zation Task Force Meeting Minutes of May 26, 1993 to the Trustees. D. Declination ofAppointment by Trustee Courtney Trustee Courtney has provided Boazd with a formal letter declining reappointmenttotheBoard. Trustees will donate a reference book to the library in honor ofTrusteeCourtney's 18 yeazs of valued service to the Library. Gifts for each of the trustees, Hazel Ho Wang, Eugenia Wong and Jan McGovney were distributed byJan. x Adjournment Trustee Brandman moved that the meeting be adjoumed at 6:04 p.m. Seconded byTrusteeMcEwan.
