Present: Trustees Way, Brandman, Courtney, Crorham and McEwan. Also present: Cindy Mediavilla, Main Library Manager•,Hazel Ho Wang, Branch Services Manager; Eugenia Wong, Technical Services Manager;Nora Jacob, Legislative Representative for the Friends of the Orange Public Library;Meredith Martini, Santiago Library Systems Advisory Boazd Representauve for the Orange Public Library; Linda Cucovatz, Member of the Rancho Santiago College/Orange Public Library Joint Use Library Task Force; and 7an McGovney, Administrative Secretary. 77. Recommendations to the Cify Council Concerning Library Governance for FY 93/94 Trustees were fumished in their packets a memorandum dated May 11, 1993, from City' Manager Ronald L. Thompson to Mayor Gene Beyer and Members of the City Council. This memorandum furnishes staff reports for recommended budget cuts from each City department. Alternatives for the Library Department ue: 1.Enter into a contract with the County Library System to run our libraries. Savings for this alternative are not yet deternuned. 2.Enter into a joint administrative andlor automation services arrangement with the City of Anaheim, with each city maintaining its own branches. This woutd save the cost of hiring a new Library Director, approaimately $80,000 per year. Under this alternative, the recruitment for a new Library Director would be terminated. In addition, the City Manager recommends that the City Council approve the additional reductions shown in bold face type, but not approve those in regular type: 7.Reduce Automated Library System-$96,000 II. Combine Taft and EI Modena Branch staff and have branches open on altematiag days -$40,000 III. Reduce library materials budget-$75,000 N. Contract cataloging and processing to private vendors - $100,000 V. Close Taft Branch- $190,000 VI. Close El Modena Branch- $230,000 VII. Eliminate Branch Services Manager position- $77,000 Nora Iacob distributed a draft letter she had composed as an Orange citizen oudining her concems if the Library Department were combined with the Community Services Department. Ms. Jacob will finalize her letter and will gresent it to the Mayor and City Council before their study sessian on May 1 l. Ms. Jacob also asked the Trustees to stand firm and united against this proposal. Hazel Ho Wang and Trustee Gorham attended a moming meeting today with Assistant City Manager Tim Evans and Community Services Director, Gary Wann, to discuss the proposal. Trustee Gorham voiced his opposition to the 2-3 year commitment of the Library being under the Community Services Director. He felt that this anangement would disrupt service. Trustee Gorham suggested to the Assistant City Manager that one of the three Library Mangers be appointed Interim Library Director but this suggesrion received no response. Trustee McEwan related a telephone conversation she had this afternoon with City Clerk Marilyn Jensen wherein Mrs. 7ensen advised that the May 11 City Council study session had been canceled by the City Council. Jan McGovney telephoned the Assistant City Manager's office and was advised that the City Manager's office had just been told by the City Council office that the May 11 study session was canceled. 2 ORANGEPUBLICLIBRARY BOARD OF TRUSTEES MINZITES OFMEETING OFMAYIO, 1993 Nora Jacob has contacted Ron Hayden, Library Director for the City of Huntington Beach because this library recently separated from the Community Services Department. Mr. Hayden provided Ms. 7acob with a summary of the reasons why the City chose to split the two departments. Mr. Hayden has given permission for republication of this summary. Ezecutive Session The Library Board of Trustees entered Executive Session to discuss a personnel matter at 5:42 p.m. The meeting resumed at 6:00 p.m. Trustee Courtney moved to adopt a proposal that first and foremost the board does not want the Library combined with the Community Services Department, and that recruitment for a Library Director with professional quali8cations proceed. If recruitment for a Library Director cannot be completed, it is the board's request that the Council appoint an Interim Library Director or Assistant Library Director that would report directly to the City Manager. Motion seconded by Trustee Brandman. Motion carried unanimously. Ill Piubtic Presentations There were no public presentations. IY. Announcements There were no announcements. Y. Adjournmen!
