Present: Trustees Way, Courtney, Gorham and McEwan. Also present: Cindy Mediavilta,Main Library Manager; FIazel Ho Wang,Branch Services Manager; Eugenia Wong, Technical Services Manager; and Jan McGovney, Administrative Secretary. Joint Use Library with Rancho Santiago Coliege The Joint Use Task Force continues to meet twice a month. Consultant Linda Demmer has been reviewing the library building program. A finsl copy of the building program will be submitted to the task force within a month. Funds have been allocated this year for this project and if the project is to be continued, funds must be requested in the CIP document. A rough draft agreement was submitted to the Rancho Santiago College last month which includes under Governance: (A)Rancho Santiago College Boazd of Trustees shall govern the library; (B) Library Advisory Board composed of Orange Public Library Trustees and 2 appointees from Rancho Santiago College to recommend operational policies. Rancho Santiago College will continue with this joint use library project even if the Orange Public Library is contracted to Orange County Public Library. Passage of SB566 (Roberti} may help the City pay their portion of this project. Trustee Courtney asked staff questions regazding the closing of the Santiago FTlls Branch Library. He wondered about using the east end police facility located in 5antiago H'ills. Aazel Ho Wang reported that she had inspected these premises and they not be suited for library activities without extensive renovation. FY 93/94 Budget City Council has requested departments to begin looking at contracting services to outside agencies. Divisions within General Services Department have been consolidated with other City departments as the Director plans to retire. That Department will be dissolved ne ct fiscal yeaz. Other departments are being looked at for possible consolidation. The Boazd will be informed of any possible actions affecting the Library. 2 ORANGE PUBLICLIBRARY BOARD OF TRUSTEES MINUTES OFMEETING OFAPRIL 26, 1993 C Money-Saving Proposals 1.Sharing Library Director and Automated System with City of Anaheim Eugenia Wong was requested by the City Manager to investigate the possibility of contracting the Orange Public Automated Library System OPALS) with the Anaheim Public Library's automated system. Since both libraries aze using different vendors for this service, there would be no savings involved in this consortium, and the cost to convert to another system would be too eapensive. Orange Public Library would lose control of their automated system under this proposal. 2.Combining Orange Public Library with Orange County Public Lfbrary Assistant City Manager Tim Evans and Hazel Ao Wang are scheduled to meet vrith John Adams, County Librarian, to discuss the feasibility of Qrange Public Library dissolving and becoming a branch of Orange County Public Library. Library Managers have assembled a scenazio on alternatives to this proposal to save the City money. Jim Evans gave the Library Managers authority to contact the City Attorney for his input on the process of contracting Orange Public Library to the Orange County Public Library. Tim Evans additionally will provide the citywide reductions to the Trustees. Friends of the Orange Public Library President Sherry Cooper arrived at the meeting at 5:30 p.m.) Trustee Gorham distributed a letter he has written which he will be distributing to schools in the Orange Unified School District soliciting their support in opposing a takeover of the Qrange Public Library by the Orange County Public Library. Friends of the Orange Public Library's Legislative Representative Nora.Iacob mrived at the meeting at S:35 p.m.) 3 ORANGEPUBLICLIBRARY BOARD OF TRUSTEES MINUTES OFMEETING OFAPRIL Z6, 1993 D. Friendly Stop A Community Development Block Grant (CDBG) and a hearing was held on Apri18. Friendly Stop staff and community members made a presentation in support of CDBG funding for the Friendly Stop, FY 93/94. There were many programs competing for grant money. A public hearing is scheduled at the Council meeting on May 25. The CDBG Quarteriy Report for Friendly Stop was submitted to Trustees. G Partners in Reading The first workshop was held under the supervision of the new Partners In Reading staff and was successful. Staff is generating new interest and activities in the program. Y. New Business A. Complaint from Patron of Chitdren's deo Trustees reviewed the complaint and response from Cindy Mediavilla and complimented her on a fine response. x Library Materials for Children and Youth Program Grant A$25,000 grant has been written and presented to the Califomia State Library for children and youth programming library materials. The grant will be awazded on May 14. Trustees praised staff for their hazd word and excellent presentation of this grant. C Sena2e Bill 566(Roberti) Because of the desperate situation facing libraries in the State of Califomia, Senator Roberti has presented a bill which would create assessment districts for libraries similar to the assessment districts already in place for fire protection. This assessment would make available taz funds for sta buildings and materials. This bill requires only simple majority ofthe populaz vote for passage. Trustee Gorham made a motion to endorse Senate Bill 566 (Roberti) and invite City Council to join in this endorsement. Seconded by Trustee McEwan. Motion carried. 4 ORANGE PUBLICLIBRARY BOARD OFTRUSTEES MINUTES OFMEETING OFAPRIL 26, 1993 Assistcmt CityManager Jim Evans left the meeting at S:40 p.m.) D. Friends of the Orange Pubiic Library Presentation Friends of the Orange Public Library have begun a campaign, "Save Our Libraries," to advise Council, residents and patrons of the Friends'concem regarding recent library jurisdiction questions raised by the City Manager's office. Friends prepazed a summary of their recent activities and requested the Boazd to join with Friends in an effort to show unity in opposing the Orange County Public Library takeover and to support Main Library and branches remaining open. Trustees thanked Friends for their presentation and agreed to join the "Save Our Libracies" campaign. VL Pubtic Presentations There were no presentations made by public. VIL Announcements A. The annual Friends of the Orange Public Library membership meeting will be held on May 6, at 7 p.m., in the Main Library Community Room. B. Orange Public Library's Volunteer Recognition program will be held on Aprii 29, at 7 p.m., in the EI Modena Branch Community Room. C. Trustees were asked to save the date of June 15 for Orange Public Library's lO8th birthday celebration. D. Hazei announced that she is now attending Department FIeads meetings. E. Friends of the Orange Public Library voted unanimously to seek grants for Friendly Stop. F. Friends of the Orange Public Library gave $2,000 to Friendly Stop.
