The regular meeting of the Orange Public Library Board of Trustees was called to order at
4:30 p.m. by Chairwoman Nancy Way at the Taft Branch Library, 740 East Taft Avenue,
Orange, CA.
Present: Trustees Way, Brandman, Courtney, Gorham and McEwan. A1so present: Jim
Evans, Assistant City Manager; Cindy Mediavilla, Main Library Manager; Hazel Ho
Wang, Branch Services Manager; Eugenia Wong, Technical Services Manager; and Jan
McGovney, Administrative Secretary.
II. Welcon:e
The Trustees introduced themselves to new Board member Mara Brandman. Mrs.
Brandman espressed her pleasure at being appointed to the Board. She gave a brief
introduction of herself.
III. Approntt(of Minutes
The minutes of the February 22, 1993 meeting were corrected by Jan McGovney,
Administrative Secretary, for Eu enia Wong, Technical Services Manager. Page Four,
New Business, Item A, "INLEX, Inc.,° the first line, "Eugenia Wong reported that the
Data Research Association, Inc.," the word "Association" was changed to Associated.
The minutes were approved as corrected by Trustee Gorham. Trustee CouRney seconded
the motion. Motion carried.

Director's Report was accepted as presented.

Legislative updates provided by California State Library lobbyist Mike Dillon were
accepted as presented.
VI. Unfinished Business
A. .loint Use Librnry tlt Rnncho Santing=o College
Hazel Ho Wang reported there was low public attendance at the Design Camp
held on Thursday, March 11, at 3 p.m. and 730 p.m., and Saturday, March 13, at
9:30 a.m. and 2 p.m., at the Santiago Hills Branch Library. Six community
members, Mayor Gene Beyer, Senior Councilman Fred Barrera, Orange Public
Library and Rancho Santiago Colle e staff members and Trustees, and task force
members attended. LPA and Walton & Associates had prepared a good
presentation at the Design Camp and were pleased with the public's input.
There will be another meeting ofthe joint use library task force on March 23,
8:30 a.m., at the EI Modena Branch Library. The newly hired library consultant
Linda Demmers will review the building program with the task force at this
meeting.
B. FY 93/94 73udget
Trustees were provided with the agenda item which wil( be presented to City
Council at their meeting on March 16, 1993. The material includes a memo-
randum from the City Manager on 1993l94 Transfer, Retirement and Layoff
Program (80 positions), 1993t94 Operating Budget - Deficit Projection figures,
layoff procedures and layoff list. Library Managers will meet with City Manager
Ron Thompson on March 31 to review the Library DepaRment's layoff list and the
impact on service. The City is currently investigating different methods to trim the
budget, such as combining City departments and contracting out for services, and
to increase revenues.
Jim Evans was asked by Trustees to p epare a report by the next Board meeting on
a proposal of combining Library Director services with the City of Anaheim and a
proposal for the Orange Public Library to be absorbed into the Orange County
Public Library system.

C INLEX, Inc.
Eugenia Wong reported that INLEX, Inc. has not yet been sold to Data Research
Associated, Inc.(DRA), but negotiations are still continuing. It is possible that a
sale will be finalized by mid-April.
D. Upd«te on Library Direcfor Recruifinent
Jim Evans reported the nationwide recruitment for Library Director brought 26
applications to the City Personnel Department. Supplemental applications are
expected to be returned by the end of this month and interviewing of qualified
applicants will begin soon.
VII. Neiv Business
A. Possible Move to the Redei elopr rent Agency Building Basenzent
The City Manager had asked Eugenia Wong to investigate the possibility of
moving the Technical Services Division from the Edwards House, Audiovisual
Division from Main Library, and Library Finance from Administration to the
basement of the Redevelopment Agency Building. Eugenia reports that the
Edwards House is not suited to Technical Services operations and such a move is
appealing. To facilitate the change, a staff task force will resolve potentiai
foreseeable work flow issues and access to the Main Library and branch libraries.
B. Su nrxer Rea ting Prograr t af Snnttago Hills Branch Library
Hazel Ho Wang advised the Trustees that the Santiago Hills Branch Library may
close in June 1993. Staff is down to 2.5 FTE which is not sufficient to handle an
ef£ective Summer ReadinD Club program. Interested children will be directed to
the EI Modena Branch Library's Summer Reading Club. Trustee Brandman
expressed concern over closing the branch because child en on bicycles will not be
able to negotiate the Irvine grade to reach the EI Modena Branch Library. She
stron ly recommends a further consideration of keeping this branch open for area
residents, possibly by using volunteers to staffthe branch. Jim Evans will keep
Trustees advised on a possible public hearing to receive input from the community.
C. I3onrd t leeting Schcdule
Trustees have decided to make no changes in their meeting schedule until June
when Board Trustees' reappointments are made.

Tnzstees Way and McEwan will be out of town for the next scheduled Board
meeting on April 19. Trustee Gorham moved to postpone the meeting to April 26
so all Trustees can be present. Motion seconded by Trustee McEwan. Motion
carried.
VIII. Public Presentntions
There were no presentations from the public.
IX. Announcements
Trustee McEwan presented a report on the informative and worthwhile CALTAC
workshop that she and Trustee Gorham attended on February 27 at the Yorba Linda
Public Library.
X. A journment
Trustee Brandman moved that the meeting be adjourned at 5:13 p.m. Seconded by
Trustee Gorham. Motion carried.
