The regular meeting of the Orange Public Library Board of Trustees was called to order at
4:32 p.m. by Chairperson Nancy Way in the Library Director's office at the Main Library,
101 North Center Street, Orange, CA.
Present: Trustees Way, Courtney, Gorham and McEwan. Also present: Jim Evans,
Assistant City Manager; Cindy Mediavilla, Main Library Manager; Hazel Ho Wang,
Branch Services Manager; Eugenia Wong, Technical Services Manager; and Jan
McGovney, Administrative Secretary. Special guests present: Dean R. Strenger, Vice-
Chancellor, Rancho Santiago College, Orange Campus; Carolyn Breeden, Dean of
Leaming Resowces, Rancho Santiago Col(ege.
II. Approi al of Minutes
Trustee Gorham moved that the minutes be accepted as presented. Seconded by Trustee
McEwan. Motion carried.
III. Director's Report
Director's Report was accepted as presented.
IV. Legislatii e Update
Legislative updates provided by Mike Dillon, lobbyist for the California Library
Association, were accepted as presented.

V.Unfnished Business
A. Joinf Use Library 3vith Ranc&o Santiago College
Trustees welcomed guests from Rancho Santiago College, Dean R. Strenger and
Carolyn Breeden. Mr. Strenger and Ms. Breeden attended the board meeting at
the su gestion of former Library Trustee Tom Saenz. Chairperson Way has been
attending joint use library task force meetings.
Dean Strenger complimented Hazel Ho Wang and Eugenia Wong on their hard
work on the joint use library task force. Regular task force meetings are held
every second and fourth Tuesday ofthe month at 10 a.m., at the El Modena
Branch Library. Trustees are invited to attend these meetings.
Vice-Chancellor Strenger reported to the Trustees progress on the joint use library
project. The first expenditure is for preliminary plans for a joint use library. The
second cycle of funding through bonds will be used for construction which is
planned to bee„ln 1996J1997. Prajected expenditures are in FY 1995-96 for
working drawings; FY 1996-97 and FY 1497-98 for construction and in
FY 1997-98 for equipment and collection. The economy will influence the
progress of the project.
Jim Evans, Hazel Ho Wang and Carolyn Breeden visited the Broward County
Florida) Community College and County Public Lihrary, February 6-10. Each
agreed that a great amount of knowledge on a jointly shared facility was gained
from this trip. It is the people involved in the joint use projects that make it a
success. The Broward County facility does not have an appearance of being a
jointly-shared library as the Children's Section is on the first floor in the rear and
did not seem to be inhibited by the fact it was on a college campus. All new books
purchased by the college and library are catalogued according to the Dewey
Decimal System; all college owned books were donated to the joint use library
project and recataloged according to Dewey. The library is ope ated by the
Broward County Public System and the college maintains the building and

grounds. Broward County is planning on opening a second joint use facility in
Summer 1993. The library parking lot will be located as far away from classrooms
as possible to discourage students from using the parking spaces while attending
classes which is a problem with the existing facility. Broward County personne]
has offered consultation assistance to the Rancho Santiago CollegelCity of Orange
library project.
Design Camp, that is, open sessions for community input on the joint use library
project, will be on March 11, 3 p.m. and 7:30 p.m., and March 13, 9:30 a. m. and
2 p.m. at the Santiago Hills Branch Library.

C. Grant Application to Tlte Jnrnes Irnine Foun lation
The grant application to The James Irvine Foundation to provide funding for the
Friendly Stop project has been denied.
D. Partxers In Rending
Hazel Ho Wang distributed a list of the three literacy grants with the amounts
totaling $104,625. These grants will continue the work of Partners In Reading.
Valerie Stadelbacher and Kerry Duff have left the Partners In Reading program.
Rosanne Miller, Librarian II from El Modena Branch Library, will now serve
as Literacy Coordinator and Cynthia Torres, Taft Branch Library C(erk, as
Literacy Clerk
E. FY 93/94 Burlget
Library Managers were instructed by the City Manager to compile a list of
classifications for lay-ofi The City Manager will meet with the Libraty Managers
to discuss the possible 40-80 persons layoffthroughout the City.

Trustees were informed of a recent newspaper article in the Los Anqeles Times
which suggested a merging of Orange Public Library with the Orange County
Public Library. There is no report pending on such a proposal.
F. Contract Antenrin:enfs ivifh INLEX, Inc.
Eugenia Wong advised Trustees that the curcent contract between the Orange
Public Library and INLEX, Inc., is 5 years old and new amendments to the
contract have been negotiated to put verbal agreements, including a 10%
discount on Application Software for the CPU, into a written contract. The
amendments wil( be presented to City Counci( on February 23 for action. Library
staff is pleased with the written contract amendments.
VI. Neiv Business
A. INLEX, Inc.

Eugenia Wong reported that the Data Research t ssesia ierr, Inc. (DRA) has
signed a letter of intent to purchase the assets of INLEX. The library is concemed
about the DRA takeover of the INLEX contract with Orange Public Library. Any
credits owed to OPL by INLEX wil( need to be settled and a new contract will
have to be negotiated with DRA.
B. Li6rr ry Foundc tion Uprlttte
Cindy Mediavilla reported on the February meeting of the Library Foundation
Organizing Committee wherein City Manager Ronald L. Thompson reported that
the City and County of Orange are both eager to negotiate the acquisition of the
Water Street property, but the County is having difficulty relocating their fire
facility. By-Laws, Mission Statement and Articles of Incorporation are being
reviewed by the committee.
