Present: Tcustees Way, Courtney, Gorham, McEwan and Saenz. Also p esent: Cindy Mediavilla, Main Library Manage; Hazel Ho Wang, Branch Services Manager; Eugenia Wong, Technical Services Manager; and Jan McGovney, Administrative Secretary. II. Appronal of Minutes Trustee Gorham moved that the minutes be accepted as presented. Seconded by Trustee Courtney. Motion carried. III. Finnncial Report Trustees were provided with an Expenditu e Summary for FY 91/92 period ending 7une 30, 1992. Trustees questioned whether the remainder of money budgeted for salaries and benefits would be retumed to the library and Hazel Ho Wang advised them that the money is returned to the general fund. All other library fund accounts with remaining money at the end of the fiscal year was used to buy books. Director's Report July 1992 and August 1992 Director's Reports were accepted as presented. Trustees noted that the Summer Reading Club statistics are higher than last yeaz's statistics and the Friendly Stop's circulation is up for the month of August from100 (1991} to 1000 {1942}. Partners in Reading and Hazel Ho Wang were congratulated for receiving a $35,OOd literacy grant from the U. S. Department of Education. V. Legislative Update Trustees appreciate receiving the State budgetary updates from Mike Dillon, California State Library Lobbyist. It was noted that PLF funds are still available after state budget cuts. 7. ITn nished Business A. Joint Use Library witls Rancho Santiago College 1.Minutes of Ciry Council Meeting of June I6, 1942 Minutes were reviewed and accepted. Trustees questioned their authority in a joint library project with Rancho Santiago College. Hazel Ho Wang advised that a memorandum of understanding will be drafted soon and their authority will be defined in this document. Although Rancho Santiago College is making budget cuts as is the City of Orange, their cuts will not affect the joint use library project. Rancho Santiago College Board of Trustees are meeting this evening at 5 p.m. to award the contract for architectural services. 2.Rough Draft of Buit ling Progran:for Joint Use Library Hazel Ho Wang had prepared and presented to the Rancho Santiago CollegelOrange Public Library joint library use task force a rough draft of a building program for a joint use library. Trustees praised Hazel for her work on this project. 3.Correspondence from Mayor pro tem Barrera to Rancho Snntiago ColJege Board of Trustees Letter of July 29, 1992 to Brian Conley was accepted. 2 LIBRARY BOARD OF TRUSTEES MINUTES OF MEETING HELD SEPTEMBER 21, 1992 B. FY 92/43 Budget Trustees were advised that the City Council will vote on September 22 for 40-hour City staffto start furloughs beginning the week of October 5 to help the City through its financial crisis. C Interim Library Director Trustees were advised that it appears the City will not hire a Library Director for the remainder of FY 92/93. D. Resignntion ojSLS Director The letter of resignation from Nora Jacob to accept a Librarian position with Yo ba Linda Public Library was received with regrets. VII. Netiv Business A. Proposed Rertuction in Main Librnry Hours Cindy Mediavilla provided a handout of a proposed reduction of hours at the Main Library to accommodate coverage of public service desks on the probable fudoughed Fridays. This proposal also requests a reduction of 5 additionai hours at Main Library: late opening on Tuesday morning and early closing on Thursday evening. This proposed change in hours was discussed by Trustees because of the fact that with the closing of Main Library early on Thursday, this would result in no library services being available in the City on Thursday evening. Trustee Gorham moved to accept the proposed reduction in hours at the Main Library as follows: Monday 10 a.m. - 9 p.m. Tuesday Noon - 9 p.m. Wednesday 10 a.m. - 9 p.m. Thursday 10 a.m. - 6 p.m. Friday Closed Saturday 10 a.m. - 6 p.m. Motion was seconded by Trustee Courtney. Motion carcied. 3 LIBRARYBOARD OF TRUSTEES MINUTES OF MEETING OF SEPTEMBER 21, 1992 B. Proposed Increase in Library Fines The Orange Public Library Circulation Committee has recommended an increase in fines from 15 cents a day to 20 cents a day. Library Managers have recommended this increase to the Trustees, but the Trustees feel that a 25-cent fine would be more appropriate. This matter will be postponed untii the Circulaticn Committee can do a survey of fine schedules of neighboring libraries. Hazel will distribute the survey at the ne3ct meeting. C. Proposed Incrense in Repincenient Prices Trustee McEwan moved to adopt the proposed increase in replacement prices as recommended. Trustee Gorham seconded motion. Motion carried. D. Books in fhe Hood Reader's Fnire Cindy Mediavilla attended an American Book Sellers Convention in May and met cartoonist Phil Yeh. The Cartoonists Across America will participate in a youth- oriented reader's faire to be held at the Main Library on November 21. The reader's faire will include author signings, publishers booths, essay and poetry contests in schools and Friends of Orange Public Library book sale. Books in the Hood will be held during Children's Book Week. E. Public Phone at El Modena Branc/i Library Councilman Spurgeon has requested Trustees to consider removal of the public telephone at the El Modena Branch Library because of complaints from constituents that the telephone is not being used by patrons. Yolanda Moreno, EI Modena Branch Library Supervisor, provided a memorandum to Trustees sympathizing with the constituents' complaints but suggesting the public phone is providing a service to patrons and local residents. Trustee McEwan moved that the telephone remain at its present location outside ofthe Ei Modena Branch Library. Trustee Courtney seconded the motion. Motion carried. F. Candidates Orientation Meeting The library's report on projects and statistics submitted to candidates seeking office in City Council was received. 4 LIBRARY BOARD OF TRUSTEES MINUTES OF MEETING OF SEPTEMBER 21, 1992 G. Calijornia State Library Report 1992 The Orange Public Library's Califomia State Library Report for 1992 was received. VIII. Public Presentations There were no public presentations. I, Announcen:ents Cindy Mediavilla was asked for an update regatding the Library Foundation and she reported that last month's speaker gave ideas for streamlining building costs. Mike Alvarez and Joanne Coontz are still very active in this group. Library Managers were commended for their fine presentation for their first Library Board of Trustees meeting without direction from a Library Director. Trustee Way will be on vacation until October 5 and Trustee McEwan will be unabie to attend the next Board meeting. x Adjournment Trustee Saenz moved that the meeting be adjoumed at 5:40 p.m. Seconded by Trustee McEwan.
