MINUTES
February 24, 1992
I.Roll CaZI
The regular meeting of the Orange Public Library Boazd of Trustees was called to
order at 4:30 p.m. by Chairman Tom Saenz at the Main Library, 101 North Center
Street, Orange, CA.
Present: Trustees Saenz, Gorham, McEwan and Way. Also present: Karen I.eo,
Library Director; Cindy Mediavilla, Main Library Manager; Hazel Ho Wang, Branch
Services Manager; Eugenia Wong, Technical Services Manager; and 7an McGovney,
Administrative Secretary.
Absent: Trustee Courtney.
IL Irctroductions
Introductions were postponed until Orange Unified School District Trustee Maureen
Aschoff arrived.
ZIL Approval of Minutes
Trustee Gorham moved that the minutes of the Regular Boazd Meeting of 7anuary 1Q
1992, and the minutes of the Speciai Board Meeting of January 22, 1992 be approved
as presented. Seconded by Trustee Way. Motion carried.
IV. Director's Report
Director's Report was accepted.

Introductions
Each person introduced themselves. Ms. Aschoff shared with Trustees the common
goais of the school district and the library, and was given a brief history on the plans
for a new Main Library.
V. Legislative Update
Director Leo advised Trustees that library building funds were not included in the State
I.egislative Omnibus bill.
VL Unfcnished Business
A. Joint Use Facitity with Rancho Santiago Coltege, Orange Campus
1. Study Session
There will be a joint City Council and Library Board of Trustees study session
to discuss plans for a new Main Library and a joint library with Rancho
Santiago College. No date has been announced.
There will be a meeting held on March 9 at 4:30 p.m. for Trustees to meet with
Jim Evans, Assistant City Manager; Scott Morgan, Assistant to the City
Manager; and Eari Brewer, Assistant Finance Director of Economic
Development to discuss financing options for a new Main Library.
The Library foundation formers met with the chairwoman of the Newport Beach
Library Foundation and discussed how it was formed and its accompiishments.
They want to talk with Huntington Beach Public Library, Pasadena Public
Library and Thousand Oaks Public Library to hear about their methods.
B. FY 92/93 Budget
Director Leo reported that a program budget was recently completed and
turned in to the City Manager with a breakdown of staff and operational costs
for each program and its justification or benefit. Director Leo has been
requested by Trustees to bring any more budget cuts considered for the Library
Department to the Trustees.

Trustee McEwan moved to send a letter to the City of Orange Audit
Management Committee saying that the Trustees understand the financial
constraints of the City and that cuts aze needed, but urging equal cuts
among all City departments. Seconded by Trustee Gorham. Motion carried
unanimously.
C. OPALS
I. Resotution with INLEX
A draft addendum contract with INLEX, Inc. is being reviewed by
CMSI and the City Attorney. When approved, it will be sent to the City
Council for the Mayor and City Clerk to sign. The addendum specifies
that INLEX, Inc. will pay for half the 935 CPU update and the required
increase in monthly maintenance fee untii June 1993, when the monthly
maintenance provision will be reevaluated based upon the number of
terminal users at OPL.
2. Printers
A printer was instalied on a public access online terminal at the Santiago
Hilis Branch Library on a trial basis. The printer prints out whatever is
on the screen. Patrons liked the service and printers will now be
installed at the other libraries for patrons to use.
VIL New Business
A. PaKners in Reading Literacy Program
I. $35,000 LSCA Grant from Department of Education
Hazel Wang and Valerie Stadelbacher have completed another
Department of Education grant application for $35,000 in LSCA funds
to continue the Partners In Reading Literacy Program after the
September 3d expiration deadiine for the cunent grant.

2. $80,000 Literacy Grant from Catifornia State Library
Hazel Wang and Valerie Stadelbacher have also completed a Statement
of Intent to apply for a Califomia State Library Literacy Grant for
80,000 to continue the literacy program.
3. Mural Painting on SaZterAnnex
Partners In Reading has asked the Friends of Orange Public Library to
finance a mural painting on the Saiter Annex. Trustees suggested a
protective coating to prevent marring by graffiti.
B. Nationat Library Week, April 5-IZ
1. Dia de la Familia, April 4, 12-4 p.m.
Director Leo invited Trustees to attend Dia de la Familia at the Friendly
Stop on April 4. There will be a mariachi band, food, a costume show
and information booths distributing literature and information on
available programs for teens and their families.
2.Votunteer Recognition Celebration, Aprit 8, 7-9 p.m.
Director Leo invited Trustees to attend the annual Volunteer Recognition
Celebration on April 8.
3. Informatioia llistribution, Aprit 7& 9
Friendly Stop Supervisor Anthony Garcia and Partners In Reading
Coordinator Valerie Stadelbacher are planning to sit outside Tuget and
K-Mart stores during National Library Week and distribute informarion
pamphlets about the library and the literacy program to the store's
customers.
C. Juty 4 Holiday Hours of Service
Trustee Way moved that the libraries be closed on 7uly 3 and 4 in observation
of the Fourth of 7uly holiday. Seconded by Trustee McEwan. Motion carried
unanimousiy.

D. I992 Summer Reading Club
Joan Blumenstein, Children's Supervisor at Main Library, detailed the 1993
Summer Reading Club (previousiy called the Summer Reading Program) for
Trustees. "Chiilers, Dillers and Thrillers" is a theme that was previously used
and will be used in again 1993. Rosemarie Williams, staff artist, had created
the art work. Children will keep their own logs of time spent reading.
Frequent reader dollars" will be awazded baseci upon the number of minutes
spent reading. They can be accumuiated and exchanged for rewazds.
IX. Announcements
1. Famity Literacy Conference
Karen Leo and Valerie Stadelbacher will attend the Family Literacy Conference
to be heid March 15-17 in San Diego, at the invitation of the California State
Librarian.
2.CALTAC Workshop
No Trustees will be able to attend the annuai CALTAC Workshop Mazch 7.
X. Adjournment
It was moved by Trustee Gorham that the meeting be adjourned. Seconded by Trustee
McEwan. Motion carried. The meeting was adjourned at 5:38 p.m.
