The regulaz meeting of the Orange Public Library Boazd of Trustees was called to
order at 4:32 p.m. by Chairman Tom Saen t the Ei Modena Branch Library,
380 South Aewes, Orange, California.
Present: Trustees Saenz, Courtney, Gorham, McEwan and Way. Aiso present:
Hazel Ho Wang, Branch Services Manager; Cindy Mediavilla, Main Library
Manager; Eugenia Wong, Technical Services Manager; Karen A. Leo, Library
Director; and Jan McGovney, Administrative Secretary.
II. Approvat of Minutes
The December ib, 1991 minutes were conected to read that Trustee Courtney
seconded the modon to approve the November minutes instead of Trust Gorham.
Trustee Gorham moved that the Board approve the December 16, 1991 minutes as
conected. Seconded by Trustee McEwan.
III. Director's RepoK
There was a change made to the December Library Director's Report under "Library
Activities" where a sentence was changed to read, "Taft Branch and Main Librarv
much busier with reference questions (24.89% and 19.19b)."

Trustee McEwan inquired how many matching tutors and students there were in
the "Partners in Reading" literacy program and Branch Services Manager Hazel Wang
replied that there are approximately 20 pairs.
N. Legis[ative Update
Director Leo requested Trustees to individually thank Govemor Wilson for his
inclusion of Public Libraty Fund in his annual budget and Senator Barry Keene for
sponsoring legisiadon that would fund building and renova6ng libraries.
V. U("irtished Business
A. Joint Use Facitity with Rancho Santiago Coltege, Orange Campus
Trustee Courtney moved that the Board support buiiding a new Main Library as
its top prioriry over building any proposed branch librazy or proposed new Civic
Center. The motion was seconded by Trustee Gorham. Motion carried
unanimously.
Trustee McEwan commented that the Board should not appmve the proposal
from Rancho Santiago College since its first priority is a new Main Library.
She also stated that the San6ago Hills Branch Library is more than adequately
serving the needs of East Orange residents.
Chairman Saenz said that the Board ne s clazifica6on from City Council
because the appointment of the Blue Ribbon Site Selection Committee
implied the City was seriously considering the construction of a new Main
Library but the site selected by the Committee was now being considered as a
site for a new Civic Center.
Trustee Gorham commented that the Standards and Operations addendum
presented to the College in a Januazy 6, 1992 letter from the Mayor would
likely not be satisfactory to them as it is the College's desire to have a more
academic envimnment and the City wouid pmvide a library for all residents to
use.

1. Proposed Special Meetrng
There will be a speciat meeting of the Library Board of Trustees with
Councilman Bill Steiner and Assistant City Manager Jim Evans on
7anuary 22, 1992, at 5 p.m. in the Main Librazy Community Room to
discuss Rancho Santiago College's proposal of a new joint branch
library.
2. Materiata Avaitability Survey
Director I,eo pointed out on the materials availability survey that a large
percentage of library users are browsers and do not wme in looking for
a specific tifle or author.
B. OPALS {Orange Public Autornated Library System)
Eugenia Wong reported that OPL took ownership of the 935 CPU from INLEX
at a savings to the City of$45,000. These savings were facilitated by the
comple6on of the Full Load Response Time Performance Tests conducted by
library staff and volunteers. OPL bought the 935 CPU and will split the cost of
the unit with INLEX.
Trust Gorham moved that the Board support the arrangement with INLEX
whereby that OPL will pay half of the cost of the 935 CPU with INLEX paying
the other half; OPL wili receive INLEX's half payment in credit. Motion was
seconded by Trustce McEwan. Motion carried unanimously.
C. FY91/92 Budget Cost Reductions
Trustee McEwan moved that the Board approve midyear budget reductions of
52,891 in the FY 91192 librazy budget. She noted that $46,000 of that
amount is due to the persistence of the Technicat Services Division, particulazly
Eugenia Wong and Angela Scherer-Holt for their planning and detail work in
gaining savings on the 935 CPU. The Library's budget reductions excced the
mandatory 5% budget reduc6on. Mo6on was seconded by Trustee Way.
Motion carried unanimously.

D. Invitation to OtISD Boarrl Membe
Maureen Aschoff was unavailable for the January Board meeting but will attend
February's Board meeting.
VI. New Business
A. Fonnation of a Libmry Foundation
The formadon of a library foundation would aliow an avenue to raise funds
solely to spearhead the building of a new Main Library. Communiry leader
Mike Alvarez, and Randy Bosch and Joanne Coontz, officers of the Orange
Community Historicai Society, have expressed interest in devetoping a library
foundation that would approachbusinesses and individuals for donations for the
library.
Trustee Way moved that the Library Director pursue the forma6on of a
library foundation with information and proposals to be brought back to the
Board of Trustees for direction. Motion was seconded by Trustee Gorham.
Moflon carried unanimously.
B. Americass with Ihsabitities Act
Fa treme reyuirements will be placed on libraries and other public entities with
the passage of the American Disabilities Act. A staff coordinator will be
appointed to oversee the legal compliance by the library.
C. Mareh Boarrl Meeting IJate
Trustee Gorham moved that the Board hold its Macch mating on March 23 at
the Taft Branch Library instead of Mazch 16. Motion was seconded by Trustee
Courtney. Mo6on carried unanimousiy.
D. CALTAC Membership
Membership to CALTAC no longer inciudes membership in the California
Library Association. The $35 per member provides wstees with newsletters
and pazticipation in workshops.

Trustee Courtney moved that the Library Director renew the Trustees'
memberships with CALTAC. Motion was seconded by Trustee Gorham.
Motion carried unanimously.

A• Employee Service Awants
Trust Courtney moved that the Trustces send a letter to each librazy
employee celebrating her anniversary of service to the City of Orange and
thank her for her dedication. Moflon was seconded by Trustee Gorham.
Motion carried unanimousiy.

B. Shoes for Atbanicue Chiklren
Orange Public Library was a coll flon point for the program of collectingshcesforAlbanianchildren.
It was moved by Trustee McEwan that the meeting be adjourne. The motion was seconded
by Trustee Way. The m ting was adjourned at 5:40 p.m.
