MINUTES

I. Roll Call
The regular meeting of the Orange Public Library Board of Trustees was called
to order at 4:33 p.m. on September 16, 1991, by Chairman Tom Saenz at the
Santiago Hills Branch Library.
Present: Trustees Saenz, Courtney, Gorham, McEwan and Way. Also
present: Hazel Ho Wang, Branch Services Manager; Eugenia Wong, Technical
Services Manager; Joan Blumenstein, Children's Services Supervisor; Karen
Leo, Library Director; Jan McGovney, Administrative Secretary
II. Approval of Minutes
Chairman Tom Saenz requested that the minutes of the meeting of July 18,
1991, be corrected on Page Three, "D. White House Conference on Library
and Information Services," line 6, changing "eight being adopted" to "a few
being adopted." Trustee Gorham moved that the minutes be approved as
corrected. Seconded by Trustee Courtney. Motion carried.
III. Library Director's Report
Trus(ee Cour(ney questioned the audiovisual section' s procedure of weeding its
materials. Library materials weeded from the libraries are donated to Friends
of the Orange Public Library. The criteria for weeding adult non-fiction
was

IV. Legislative Update
1. Sales Tax on Newspapers and Magazines
Trustee Courtney discussed the new sales tax on newspapers and
magazines and the impact this tax will have on libraries.
Director Leo suggested Trustees write postcards to their
legislators if they disapprove of this. Director Leo will
also take this issue to the Friends on behalf of the Library Board
for their participation in a postcard campaign if they choose.
2. Maintenance of Effori
The Finance Department is compiling a FY 90/91 allocations
report to determine the library's eligibility for PLF funds.
V. Old Business
A. OPALS (Orange Public Automated Library System)
1. Full Load Response Time Peifonnance Test
A third Full Load Response Time Performance Test is scheduled
for September 26.
2. Online Bulletin Board
Eugenia Wong described the new Online Bulletin Board feature
which will allow library staff to post information about library
hours, programs, Library Board meetings, special events and
announcements.
B. Friendly Stop
1. Grant Receipt
A third year Partnerships for Change grant has been received
from the California State Library for $29,910 which provides
funds to pay for the salary of a supervisor from 1011/91-9/30/

2. Staffing
Yolanda Moreno will supcrvise the budget and State Library
reports for Friendly Stop and Ricardo Serrato will directly
supervise Anthony Garcia and the day-to-day
opcrations. Any other Friendly Stop staffing will be volunteer
assistance since there is no funding for
additional staff.3.
Service HOllrs Effective with the change to Pacific Standard Time,
the Friendly Stop will be open Monday through Thursday from 3 p.
m. to either 6 or 7 p.m. and
closed Fridays.4.
Site Location The Community Services Department has offered to
the Friendly Stop its space at the north end at the Killefer Park
buidling until September
30, 1992.C. Library
literacy Program 1.
Grant Receipt The library received a $35,000 Library Literacy Grant
from the federal Department of Eduction for October
1,1991-September
30, 1992.2.
Staff Recndtment Three candidates are being considered for the
Library Literacy Coordinator position. A candidate will be
selccted soon.
3. Methods Hazel Wang discussed the differences between
the Literacy Volunteers of America instruction methods and
the Laubach methods. A decision has not been made which method
to use;staff is waiting until the Coordinator

D. Joint Use Facility with Rancho Santiago College Orange Campus
The City and RSC are still negotiating possible conditions of a joint use
agreement.
Consideration is also being given to a possible joint powers agreement in
telecommunications.
E. Nell' Main Library
A memo from the Water Department discussing the potential cost of
relocating the department if a Civic Center is built on Chapman Avenue
between Water and Jameson was discussed. It was noted that if the
Library were located on the same site, the Water Department would not
need to be moved.
VI. New Business
A. Reduction of Service IIours at Taft and EI Modena Branches
This item will be held until a later meeting.
B. Grandparents and Books Program Grant Receipt
Joan Blumenstein discussed the $5,000 California State Library grant for
a Grandparents and Books Program which is modeled after a successful
program at the Los Angeles Public Library. Senior citizens will be
recruited to read aloud to children one-on-one or in a small
group. Four thousand dollars will be spent on library books and the
remainder on hand puppets, flannel boards and other aides
to storytelling.C.
MURL Grant The California State Library has notified OPL that it is eligible
for a 9,568 MURL grant. The award amount is based on
population figures

D. Facility Fees
Director Leo and Branch Services Manager Hazel Wang are exploring
the possibility of Council approval to developers' fees for future library
buildings.
E. 1991 Slimmer Reading Program
Joan Blumenstein interpreted the statistics that were compiled for the
Main Library and branch libraries regarding the 1991 Summer Reading
Program. Taft Branch Library's statistics increased dramatically,
Santiago Hills Branch Library increased and Main Library remained
unchanged while statistics for the EI Modena Branch declined. Children
read for 4,000 more hours this year compared to last year, with
more upper grade readers (5-6 graders) participating. Friends of
the Orange Public Library made possible programs and paperback
books which were given as prizes through funding in the amount of $2,
700.The Library Board of Trustees will wri te a letter of appreciation to
the
Friends.VII. Pllblic
Presentations Trustee Courtney expressed appreciation for the flowers he received during
his recent surgery. Trustee Gorham advised Trustees of a stroke he had last
month which affected his left
eye.VIII.
Annollncements A. First InternationalIIispanic Rook Fair, IIollston,
Texas Yolanda Moreno attended the First International Hispanic Book Fair
in Houston. Her trip was made possible through the encouragement
of Councilman Fred
Barrera.R. Main Library Manager
Recndtment The Personnel Department has received approximately 30 applicants
for the Main Library Manager position. Nine applicants will be
interviewed by a panel which will include Trustee McEwan on
