Main library 1.
Roll Call The regular meeting of the Orange Public Library Board of Trustees
was called to order at 4:30 p.m. by Vice-Chairman William Courtney at
the Main Library,101 North Center
Street, Orange, California.Present: Trustees Courtney, McEwan and Way. Also
present: Karen Leo,Library Director; Hazel Wang, Branch Services
Manager; Eugenia Wong,Technical Services Manager; Helen Richardson, Children's
Librarian; and Jan Fronaberger, Administrative Secretary. Joyce
Me1binger, Main Library
Manager, arrived late.Absent: Trustees
Gorham and Saenz.II.
Approval of Minutes Trustee Way moved that the minutes of the May 20, 1991,
meeting be approved as presented. Seconded by Trustee
McEwan. Motion carried.
Ill. Financial Report Director Leo advised Trustees that unspent monies would be used
to cover the costs of overruns on the Taft Branch renovations and

IV. Library Director's Repon
Circulation figures are up 13% and reference questions are up 17% over last
year.
V. ugisliltive UpdoJe
SB 1230, the Library Construction and Renovation Bond Act of 1992, has
passed and now goes to the Assembly. Letters from State Senators Presley and
Seymour acknowledging receipt of Director Leo's communications and
expressing their support of SB 1230 were distributed.
VI. Old Business
A. FY 91/92 & FY 92/93 Budgets
Public Hearing - Tuesday, June 18 Director
Leo asked trustees to attend the City's budget hearing on June
18 to show support for the Library.B.
Friendly Stop The
Friendly Stop has moved back to its prior location in the Friendly Center
portion of the Lemon Street facility. The Friendly Center day care
center has been approved by the State and will begin its operation in September.
A trailer for the The Friendly Stop cannot be leased and moved
to Killefer Park until a lease agreement is signed between the Orange
Unified School District and the City of Orange.C.
Joint Use Facility with Rancho Santiago CoUege, Orange Campus Director
Leo's June 17 report to the Joint Use Steering Committee was distributed
and reviewed by trustees. There will be a meeting on June
20 with the Joint Use Steering Committee to discuss possibilities of
shared library facilities with Rancho Santiago College and the City of Orange.

D. Planning Process
Kerry Stern facilitated the fmal Planning Process meeting on June 12.
Goals will be presented to the Library Board for approval. The Planning
Process results will be printed in a document for distribution to the
Board, City Council, City staff and Library patrons.
E. White House Conference on library and Information Services
As Trustee Saenz was absent, there was no report.
VII. New Business
A. Policy on Disruptive Behavior
Policy was written to ensure proper and consistent steps would be taken
in cases of disruptive behavior at all libraries.
Trustee Way moved that the Policy on Disruptive Behavior be adopted.
Motion seconded by Trustee McEwan. Motion carried.
B. Santiago Hills Community Survey
Survey conducted by Santiago Hills Branch Supervisor Susan Barb
showed patrons favored increased Saturday hours, more preschool
programs and more first through third grade and family programs.
C. OPALS - Acquisitions Module Target
date for implementation of the Acquisitions module is July 1.The
first phase will involve staff ordering on the automated system and the
second phase will involve a patron's ability to place holds on books after
they have been ordered but before the books are actually received.VIII.

Er. Announcements
A. Tqft and El Modena Branch Libraries' Renovations
Taft Branch Library was closed for 2 weeks while the roof was repaired,
shelves were reinforced, asbestos was removed and interior was painted.
The El Modena Branch Library was closed for 4 weeks while new
carpeting was installed, shelves were reinforced and interior was painted.
It was moved by Trustee Way that the meeting be adjourned. Seconded by Trustee
McEwan. Motion carried. The meeting was adjourned at 5:37 p.m.
