Roll Call The regular meeting of the Orange Public Library Board of Trustees was called to order at 4:35 p.m. on November 25, 1991, by Chairman Tom Saenz at the Friendly Stop. Present: Trustees Saenz, Courtney, Gorham, McEwan and Way. Also present: Hazel Ho Wang, Branch Services Manager; Cynthia Mediavilla, Main Library Manager; Eugenia Wong, Technical Services Manager; Karen Leo, Library Director; and Ian McGovney, Administrative Secretary. 11. Approval of Minutes Trustee Gorham moved that the minutes be approved as presented. Seconded by Trustee McEwan. 111. Financial Reporl Trustees requested in the future to be furnished with Expenditure Summary Reports quarterly instead of monthly. IV. Director's Reporl Director's Report was received. Trustees asked about the Full Load Response Time Performance Test results ofthe automated library system performed on October 31. Director Leo responded that the response times and number of transactions made within the testing period were met by the INLEX system due to the larger 935 CPU which was installed by INLEX the week before the test was performed. OPALS (Orange Public Automated Library System) November 25 was the requested deadline for INLEX to deed the 935 CPU to Orange Public Library. There has been no response from INLEX to date. B. FY 91/92 Budget The Library has submitted proposed budgetary savings for its department to the City Manager. City Council will consider these cuts and possible further cuts after the December 15 sales tax notification has been received. New Senior Library Manager Cynthia Mediavilla was introduced. Cindy was previously Principal Librarian for the San Diego County Library and supervised the operation of 13 branch libraries. Each Trustee introduced themselves and spoke briefly on their library experience. C. Friendly Stop Anthony Garcia will be working more closely with the Main Library Staff to learn library procedures. The Friendly Center daycare program is still awaiting State certification. D. Library Literacy Program There will be an orientation for the prospective literacy tutors on Thursday, December 5, at 6:30 p.m. at the El Modena Branch Library Community Room. VI. New Business A. Detention of Library Patrons The Orange City Attorney's office has submitted a legal opinion regarding detention of library patrons who are suspected of the unauthorized removal of library materials. Deed of Gift for Florence Flippen Smiley Archives The Florence Flippen Smiley Archives has been on indefinite loan to the Orange Public Library. The Orange Community Historical Society intends to deed this collection to the Orange Public Library through an agreement with the City. C. Friends of the Orange Public Library Director Leo asked trustees to submit names of possible candidates for the board members of Friends of the Orange Public Library Board. Several organizations and candidates who ran in the Orange Unified School District election were suggested. Trustee McEwan advised that the Orange City Clerk had an existing list of residents who wished to serve on boards. VII. Public Presentations There were no public presentations. VIII. Announcements A. Staff Holiday Get- Together Director Leo invited trustees to attend the library staff's Holiday Get-Together to be held at the EI Modena Branch Library Community Room on Friday, December 6. Staff will be wrapping holiday packages to take to residents at Hillhaven Convalescent Home or Orange Park Hospital.B. White House Conference Chairman Tom Saenz has received the final summary report on the White House Conference.
