Main Library
I. Roll Call
The regular meeting of the Orange Public Library Board of Trustees was called
to order at 4:35 p.m. on October 21, 1991, by Vice-Chairman
William Courtney at the Main
Library.Present: Trustees Courtney, Gorham, McEwan and Way. Also
present:Eugenia Wong, Technical Services Manager; Karen Leo, Library Director;
Jane Newell, Local History Archivist; and Jan McGovney, Administrative
Secretiry.Absent: Trustee
Saenz.II. Approval of
Minutes Trustee Gorham moved that the minutes be approved as presented.
Seconded by Trustee
McEwan.III. Financial
Report The final budget expenditures summary for FY 90/91 was received and
the Library Department expenditures were within the amounts budgeted.
No monthly financial expenditure reports have been received for FY 91/
92.IV. Director's
Report Trustee Courtney complimented Director Leo on the completeness
and professional appearance of each month's Director's

V. Legislative Update
1. Sales Tax on Newspapers and Magazines
Legislation has now passed that exempts newspapers which are
distributed free from state sales tax.
VI. Old Business
A. OPALS (Orange Public Automated Library System)
1. Full Load Response Time Perfonnance Test
The Full Load Response Time Performance Test on the
automated library system scheduled for October 17 was
postponed because of a shipping delay in the CPU upgrade. The
larger CPU was received on October 18 and the test is scheduled
for October 31.
B. Friendly Stop
The City of Orange Community Services Department has graciously
offered the Friendly Stop use of the north end of the Killefer Park
building through September 30, 1992. With the elimination of Friendly
Stop hours on Friday, Anthony Garcia will receive more in-
depth training on library procedures and operations at the Main
Library.C. Library Literacy
Program Valerie Stadelbacher has been hired as the Library
Literacy Coordinator. Forty-six volunteer tutors and 13 students
have already shown interest in the three-week-old
program. A Literacy Program Steering Committee has met and discussed the
two prevailing methods of literacy training, LVA (literature base)
and Laubach (phonics). There will be an orientation for volunteer tutors
on Thursday, December 5,6-9 p.m., at the EI

D. New Main library
Director Leo provided Trustees with a copy of a letter from the County
of Orange General Services Agency advising City Manager Ron
Thompson of the County's intention to search for a site to relocate the
County Fire Department Heaquarters and to negotiate a sale for the
Chapman Avenue and Water Street property.
VII. New Business
A. Local History
Jane Newell, Local History Archivist, reported that air conditioning has
now been supplied to the Main Library's basement where the local
history collection is kept. Among other advantages for the collection,
this ventilation and temperature control prevents historical photographs
from curling at the ends.
1. Gifts
Five paintings have been donated to the local history
collection by the Bay View Federal Bank. Jane plans to
periodically display these paintings in the Main Library.
The City of Orange Public Works Department has donated a
1986 aerial photograph of the City to the local history collection
and Jane has ordered a new, 1991 color aerial photograph for the
collection.
One thousand dollars is being donated annually by the Friends of
the Orange Public Library for building and furnishing a
Community History room in the proposed, new Main Library.
Two thousand dollars is being donated by the Orange Community
Historical Society annually. Approximately $24,000 has been
donated to date for a Community History Room in a New Main
Library.

2. Tour
Jane Newell provided a tour of the Local History collection in the
Main Library's basement and answered questions from Trustees
regarding donations to the collection.
B. Maga:dne & Business Periodicals Index
Reference Supervisor Bob Felthaus gave a demonstration in the Main
Library of the Magazine and Business Periodicals Index and Collection.
C. FIND ORANGE COUNTY
Reference Supervisor Bob Felthaus gave a demonstration in the Main
Library of FIND ORANGE COUNTY, an information and referral
database of organizations in Orange County in English and Spanish
which was funded by a LSCA grant to the Santiago Library System from
the California State Library.

IX. Announcements
There were no announcements.
It was moved by Trustee McEwan that the meeting be adjourned. Seconded by Trustee
Way. Motion carried. The meeting was adjourned at 6:05 p.m.
