(Continued from October 20, 1992.) (ORI800.0.22.4) Scott Mather, committee member of the Relocation of the Feeding Program from Hart Park Committee, reported the committee has been meeting since early September and has visited several properties throughout the city as potential sites for the feeding program. A matrix was produced which looked at important issues as they related to the various sites. It was noted these sites would be located along bus routes for easy accessibility. Mayors from surrounding cities have been notified and discussions have begun regarding this issue. Beverly Nestande, committee member, commented the committee will meet with several churches in the community on October 28, 1992. Other social organizations will be involved later to broaden and expand the outreach. Lorna DeShane, 205 River, commented on the committee's progress and the hard work done by all the members. Bob Bennyhoff, 10642 Morada Dr., asked if the feeding program is located in Orange, what safeguards have been discussed so the people will not move onto the site? Mr. Mather indicated the committee has not discussed this, but the concept is to have people as monitors working every day throughout the area to make sure people are kept moving, and to put out the word that this will be ruined if people camp or stay in the area. The sites being considered are a distance from the parks for this reason. RECFSS TO mE MEETING OF mE ORANGE REDEVELOPMENT AGENCY 10. ORAL PRESENTATIONS Blocked Driveway - Carole Walters, 534 N. Shaffer St., complained when Orange High School afternoon sessions are over, their driveway is blocked. Mayor Beyer instructed Mrs.Walters to submit the complaint to the Police Department and the City Traffic Commission.Illegal Pedestrian Crossings - Alice Clark, 205 N. Pine St., complained that people are jaywalking when you are travelling east on the 100 block of Almond Street near South G1assell. It is a dangerous situation and signs are needed. Police Captain Hernandez indicated this is a common problem throughout the City, and the Police Department will monitor this area.Traffic Signals - Councilwoman Coontz asked when the traffic signals would be installed on Collins at Shaffer and Cambridge? A Traffic Division representative commented the project dates have been reorganized because of budget constraints. A status report will be sent to Council on this request.Street Sweeping - Corinne Schreck, 446 N. James, questioned because the City is now closed on Friday, will the street sweeping be doubled. Also Mrs. Schreck observed the Police Department ticketing cars in the morning on street sweeping days, and wanted to know the reason for not ticketing in the afternoon? Mrs. Schreck suggested privatizing street sweeping.PAGE 5 CITY COUNCIL MINUTES OCTOBER 27, 1992 10. ORAL PRESENTATIONS (Continued) The Superintendent of Streets reported street sweeping on Fridays has been shifted to Monday and Tuesdays, and will be doubled up. The Monday route will be done at its normal time. Privatization has been considered, but it is too expensive. The Police Department will ticket prior to the street sweeper being in the vicinity, but will not ticket after the street sweeper. Mayor pro tem Barrera asked about tickets being given to employees of Richard Hall at Orangewood and Eckhoff Streets. The Street Superintendent will check into this complaint. 11. RECESS The City Council recessed at 3:55 P.M. to a Closed Session for the following purposes: a. To confer with its attorney regarding pending litigation pursuant to Government Code Section 54956.9(a) wit: City of Orange vs. County of Orange, Orange, County Superior Court Case No. 68 18 89 Ibarra vs. City of Orange, Orange County Superior Court Case No. 65 25 43 b. To confer with its attorney to decide whether to initiate litigation pursuant to Government Code Section 54956.9(c). c. To meet and give directions to its authorized representative regarding labor relations matters pursuant to Government Code Section 54957.6. d. PUBLIC HEARINGS TAPE 1471 13.1 TENTATIVE TRACT MAP 14673, CONDmONAL USE PERMIT 1956-92,ZONE CHANGE 1149- 92, CARL RENEZEDER:The public hearing on petition by Carl Renezeder to consider Tentative Tract Map 14673 to allow the subdivision of a 3.1 acre parcel of land into four residential lots and two lettered lots has been continued from August 25, 1992 to this time.To consider Conditional Use Permit 1956-92 to allow the development of a private street, and creation of lots without direct frontage on a public street, and Zone Change 1149-92 to change the site's existing A-I (Agricultural) zoning to R-I-7 (Residential Single Family minimum lot size 7,000 sq. ft.). Administrative Adjustment 92-13 is requested to allow a reduction in the 70 ft. minimum lot frontage width. The City Clerk was instructed to send the people who wanted to speak on this issue tonight the property owners'letters of concern. CITY COUNCIL MINUTES OCTOBER 27, 1992 13. PUBLIC HEARINGS (Continued) 13.2 HANDY PARK FIELD LIGHTING, CITY OF ORANGE:TAPE 1609 Time set for a public hearing to consider a recommendation by the Parks, Recreation and Cultural Arts Advisory Commission to install field lighting at the northwestern portion of Handy Park located south of Collins Avenue between Newport (55) Freeway and Handy School, 2143 E. Oakmont Avenue. Construction costs are estimated at approximately 150,000.00. There are sufficient funds available in the Park, Acquisition and Development Fund for the lighting. (C2500.M.4.10) NOTE: Negative Declaration 1071-86 was previously approved in accordance with CEQA guidelines.MAYOR BEYER OPENED THE PUBLIC HEARING.The Director of Community Services reported there are not enough lighted fields in the City to accommodate all youth participants. There are approximately 15,017 young athletes participating in athletic programs. Approximately 7,000 participate on a yearly basis in soccer and football, and this number of youths cannot be squeezed into the City's four lighted fields without the potential for severe accidents. The numbers have risen because of the cancellation of after school sports by the school district. Handy Park is scheduled for youth sports only, no adult sports. All games will be during the day, and practice will be at night. All groups will reserve the park fields by permit only.The maintenance and clean up of the fields will be done by the City and the youth groups.The lights are scheduled to go on at dusk and off at 10 P.M. The neighbors will be assured the lights will go off early if a group is finished before 10:00 P. M.The Traffic Engineer indicated stop signs would not control speed in the area. Also, by installing the lights, this will increase hours of usage which would draw more traffic onto the streets.Brent Marchetti, Marchetti & Assoc., described the light technology that would be used on the field. The lights would be designed to control the light spill and glare into the neighborhoods.The following people spoke in opposition to the field lights with concerns that Handy Park' s ingress and egress is serviced by one residential street, there will be increased traffic and noise pollution:Paul Kelly, 2329 Oakmont Ave.Richard Notari, 2720 E. MOTION SECOND AYES Coontz Mayor Beyer Steiner, Barrera, Mayor Beyer, Coontz, Spurgeon Moved to accept the field lighting as described at Handy Park, with the following conditions:I)Handy Park will be used for youth sports only. 2) The lighting will go off at 9:30 P.M. 3)There will be park monitors (city or volunteer). 4) User Permits are necessary. Maintenance cleanup is part of the permit by the organizations. 5) Lights will be turned off by the sports user groups or city staff if the games to do not last until 9:30 P.M. 6) Traffic Department look at traffic problems and provide Council with recommendations (keeping traffic off Oakmont Street). 7) All 138 parking spaces be utilized. Recommend Handy Park School parking lot be used as first priority. 8) An attempt of cooperation between Community Service, the sports users and the neighbors to solve any problems, with an understanding in the neighborhood of who they can call with problems. 9) User sports groups meet at the earliest opportunity with neighbors to discuss conditions. 10) Extra signage in the area with the new rules for participants. 11) Staff to report back to Council in six months from the time the lights go on. 14.
