A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2002
CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, in the calendar year 2002, the holiday of Christmas falls on a
Wednesday and is currently provided to City employees as a paid holiday; and
WHEREAS, in accordance with current Resolutions and Memoranda of
Understanding between the City of Orange and Top Management employees and all
recognized employee organizations, other than the City of Orange Police Association and
Firefi.ghters Union, City employees are entitled to one-half day holiday leave on the
day before Christmas if December 24 falls on a Monday through Thursday;
and WHEREAS, the City Council wishes to express its sincere appreciation to
City employees for their dedicated service to the City and its citizens throughout the year;
and WHEREAS, the City Council recognizes the value of time spent with
families during the holiday season;
and WHEREAS, City services, except public safety, are all closed on
Wednesday,December 25 as well as Wednesday, January 1,2003;
and WHEREAS, the City Council wishes to effectively accommodate time-
off requests by City employees during
the holidays NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Orange does hereby grant
the following:An additional one-half day of paid holiday leave on
Tuesday, December 24,2002 to each full-
time employee as follows:40-hour employees shall accrue a total
of one-half
day for said holiday benefits, and r'24-hour shift employees shall
accrue a total of 6 hours, and Regular part-
time employees' benefits shall
be based on pro-ration of hours; and Notwithstanding
public safety and other emergency call-out services, City facilities will
be closed effective on Monday, December 23, 2002 through Sunday, December 29,
City Library facilities including the Main Library and the Taft and El
Modena Branches will close to the public at 5:30 p.m. on Tuesday,
December 31, 2002 in recognition of New Year's Eve, and
City services will again be closed on Wednesday, January I, 2003 III
observance of New Year's Day, and
This
Resolution shall be applicable only to calendar year 2002, and City
employees will be required to utilize their own accrued paid leave hours i.
e., vacation, compensatory time, administrative leave, TRP leave, and/orfloating
holiday) to cover the holiday closures on Monday, December 23,Thursday,
December 26, and Friday, December 27,2002.BE
IT FURTHER RESOLVED that those members of the Police and Fire Departments
described in Resolution Nos. 9385 and 9387 respectively shall receive an additional
one-half day of holiday leave which carl be utilized by such personnel upon
approval of appropriate Police and Fire supervisors.
