A RESOLUTION Of' THE CITY COUNCIL OF
THE CITY OF ORANGE HONORING WILLIAM
R. BILL WARNE FOR SIX YEARS OF
DEDICATED SERVICE ON THE ORANGE
PUBLIC LIBRARY BOARD OF TRUSTEES.
WHEREAS, William R. Bill Warne has served for the past six years (1996-
2002)as a devoted and hard-working member of the Orange Public Library Board
of
Trustees;and WHEREAS, Bill has provided enthusiastic and committed service
during those six years, including a distinguished term as Chairperson of the Library
Board; and WHEREAS, under Bill's leadership the Orange Public Library
recovered from the severe recession cutbacks of the mid-l990s. In particular, during his
tenure, the Main Library was completely remodeled, plans to renovate the branch libraries
were put into place, property across from the Main Library on Center Street was
acquired for the purpose of expansion, library staffing was increased, library
hours were extended,infOlmation and technology centers with access to electronic databases
and the Internet wen: established, the library's Internet web site was created (including
access to the library's online catalog), the City of Orange Public Library Foundation was
formed, a 20-year library needs assessment was carried out, conceptual design for
an expanded Main Library was completed, a $9.0S million application for Library Bond
Act funds was submitted to the State, and numerous additional library activities
and programs
were instituted; and WHEREAS, Bill has devoted untold hours to Orange and its
citizens through his servi.ce as a
Library Trustee; and WHEREAS, the City of Orange and its resid,ents owe Bill a
debt of gratitude.NOW THEREFORE, BE IT RESOLVED, by the City Council of
the City of Orarlge that William Warne be commended for six years of dedicated
service as a member ofthe Orange Public Library
