I. CALL TO ORDER (3:06 p.m.)
1.1 Pledge of Allegiance
Chair Douglas Westfall led the Pledge of Allegiance.
1.2 Roll Call

1.3 Adoption of Agenda
Vice Chair Schlund moved to approve the agenda as presented; Trustee Collins seconded
the motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee Collins moved to approve the minutes of the May 11, 2009 meeting as presented;
Vice Chair Schlund seconded the motion, and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for May 2009
Interim Library Director Yolanda Moreno gave a verbal report:
• Adult Volunteer Recognition Program was held on Tuesday, May 12, 3:15 p.m. Trustee
Collins attended representing the Library Board of Trustees. Volunteers were recognized
by the City Council at 4:30 p.m. in the Council Chambers. It was well attended and
everyone had a great time.
• Friends of the Library committed to giving the library $46,620 for library materials based
on our wish list – books, DVD’s, and CD’s. The library has received the first check of
$20,000 and should receive the 2nd check by October 1. The library has been encouraged
to ask again in the fall for additional monies because the more money the Friends can
raise, the more money they will try to give to the library.

• The Orange Public Library Foundation (OPLF) gave the library $4,250 from the Teddy
Bear Tea. Even though the event did not happen, underwriters of the event chose to
donate the money to the library for children’s books.
• With six vacancies at the library, we have started cross training staff and moving them
where needed. Library Assistant in Children’s Services Linda Cundiff will move into the
Lending Services Supervisor position on July 1. She will continue to split her time
between her duties in Children’s Services (public service desk and Homework Center)
and Lending Services. Current Lending Services Supervisor Robin Manley will return to
her fulltime position as Library Manager II in Technical Services.
• The budget was adopted by City Council at its June 9 meeting. With this budget
adoption, the branch libraries – Taft and El Modena – will close on Thursdays starting
July 9.
• Adult Reference staff from Main Library held a Job Resume class at the Taft Branch
Library on Monday, June 8, 11 a.m. Registration was based on the number of computers
and all computers were filled. The people on the waiting list showed up and some of the
computers were shared.
• Santiago Library System, Metropolitan Cooperative Library System and South State will
merge to form Southern California Library Cooperative (SCLC) effective July 1. It will
cost Orange Public Library $5,000 to belong to SCLC, which we do have budgeted.
• Summer Reading Club (SRC) kick-off was Saturday, June 12. Main Library had 400+
registered. Lending Services Supervisor Cundiff implemented a terrific idea – teen
volunteers brought up children’s books from the Friends of the Library area in the
basement, setup the books on tables in the community room, and the Friends sold books
and videos for .25 cents. The total raised was approximately $500. Other fun things
happening at the kick-off included Rubio’s who gave away 250 churrios, the Robin from
Red Robin and the Bee from Harvest Buffet restaurants made an appearance, and there
was an animal show in the afternoon.
• Mark Clemens has resigned his Trustee position with the Library Board of Trustees. His
resignation will be accepted at the June 23 City Council meeting. This will be on the
agenda next month for Library Board of Trustees acceptance. The Mayor is aware of the
vacancy and will make an appointment soon.
2.2 Financial Report for May 2009
We are under target and only purchasing what we need as per City Manager direction. Received
and filed.
III. BOARD REPORTS
3.1 Report from Chair Westfall
None.
3.2 Report from Orange Public Library Foundation Liaison
Library Foundation Liaison Jonell Schlund stated that the Foundation’s Annual Fund brochure
was inserted in the City’s utility bills and mailed to 37,000 + residents. She reported that the
Foundation has received $200 from this first mailing. The Foundation will be hosting a Summer

Family Film Festival running from July 9-August 13. The festival is free and snacks and water
will be sold for a nominal fee. Ms. Schlund reported that Board Member Doug Willits resigned.
The Foundation will again host the Street Fair parking lot fundraiser in the library parking lots
and several City Civic center parking lots, Friday, Sept. 4 through Sunday, Sept. 6. The
Foundation is also considering a Wine & Food paring program as a future event.
3.3 Reports from Trustees
Trustee Collins offered an idea how the library can acquire DVD’s for its collection (with the
drastic budget cuts the library will not have any money to purchase DVD’s). Her idea is to ask
families that attend the Foundation’s Family Film Festival to donate a new family-friendly DVD
to the library. She pursued this by approaching Target who is willing to setup a gift registry for
the library. The Library would provide a list of DVD’s to Target which then need to be scanned
into the Target database. Anyone who visits a Target store could go to the gift registry, print the
list of DVD’s the library is requesting, purchase the DVD and that DVD would be taken off the
list. Someone would need to be responsible for overseeing the DVD list, updating it and
scanning new DVD’s into the Target database. Everyone was in agreement that this is a good
idea because of the budget cuts. Interim Library Director Moreno added that we would need to
move quickly on this since the Family Film Festival starts next month. She added that the library
would need to heavily publicize this “DVD drive” in the local media and on the library website.
IV. OLD BUSINESS
4.1 ACTION, Review and Adoption of Programming Policy
Because this cannot be adopted until a new Trustee is appointed (Chair Westfall has to recuse
himself) this will be put back on the agenda for adoption at that time.
V. NEW BUSINESS
5.1 Library Closures for FY 09-10 *
* July 3&4, Sept. 4&5, Nov. 25, and Jan. 18, 2010
Interim Library Services Director Moreno reported that this is going to City Council for approval
at the June 23 meeting. The library is closing July 3rd because the actual holiday, July 4th, falls
on a Saturday. When a holiday falls on a Saturday, the City celebrates on the Friday before so
the library this year will be closed both July 3rd and 4th. The closure for Sept. 4th and 5th is for the
International Street Fair. The library will close at 2:30 p.m. on Sept. 4th and all day Sept. 5th.
The library will close at 6 p.m. on Nov. 25 which is the day before the Thanksgiving holiday.
The new closure the library is asking for is Jan. 18, 2010 for the library Staff Development Day.
This day was chosen because it falls on Martin Luther King Jr’s birthday and most of our library
patrons assume the library is closed, and it is also a light attendance day.

Vice Chair Schlund moved, and Trustee Collins seconded the motion to adjourn the meeting
at 3:40 p.m. The motion carried unanimously. The next meeting will be held on Monday, July
27, 3 p.m. in the Staff Conference Room, 407 E. Chapman Avenue, Orange, CA 92866.
