Chapman Avenue, Orange 92866 I. CALL TO ORDER (3:10 p.m.) 1.1 Pledge of Allegiance Chair Douglas Westfall led the Pledge of Allegiance. 1.2 Roll Call Trustees Present: Chair Douglas Westfall, Vice Chair Jonell Schlund, and Trustee Nancy Collins Trustees Absent: Trustee Mark Clemens Staff Present: Interim Library Director Yolanda Moreno, and Executive Assistant Jan Reichert 1.3 Adoption of Agenda Vice Chair Schlund moved to approve the agenda as presented; Trustee Collins seconded the motion, and it carried unanimously. 1.4 Approval of Minutes Vice Chair Schlund moved to approve the minutes of the March 16, 2009 meeting as presented; Trustee Collins seconded the motion, and it carried unanimously. II. LIBRARY DIRECTOR’S REPORT 2.1 Monthly Report for April 2009 Interim Library Director Yolanda Moreno gave a verbal report: • Final budget session review for FY 09-10 is May 19. It will be a review of our Expenditure Summaries. As indicated to you before, the library book budget will be slashed to $50K; El Modena and Taft Branch Libraries will be closed on Thursdays; and all 19-hr employees hours will be reduced to 17-hrs. Budget will be adopted at the June 9 City Council meeting. • All-Staff meeting will be Thursday, June 21. At this meeting staff will be informed of the library budget cuts. • The Local History Festival & Friends 50th Anniversary was on Saturday, April 25 in the Main Library community room. The event was coordinated by Children’s Librarian Amy Harpster along with tremendous help from Teen Volunteers. It was a well-run program CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES May 11, 2009 Page 2 and well received by all in attendance. Additionally, the Friends held a special book sale which brought in $158, and had several themed opportunity baskets that were won by very happy attendees. • The 2nd Shades of Orange: El Modena Barrio Program, an open house to bring your photos and do some oral history, was on Saturday, May 9. There was a presentation by Sandra Robbie, writer/producer of the Emmy Award-winning documentary Mendez vs Westminster (school desegregation case). Two daughters from the Ramirez family (one of the families involved in the lawsuit) heard about the program and were in attendance and an oral history was taken. Ms. Robbie talked about Chapman University doing something with the Mendez vs Westminster case, which would involve the library and an exchange and sharing of photos from this case. Mayor Pro Tem Tita Smith attended the event. Her father attended the all white school in El Modena so we are hoping to get an oral history from him. At this event, El Modena accepted a framed print from Dan Ryan, a City of Orange Preservation Planner. The print is by well-known Mexican Artist Rufino Tamayo. • El Modena Branch Library – exterior has been painted and new carpet installed. Starting this week the ceiling will be painted and new lighting installed. • Magic at the Library was on Saturday, May 9 in the Main Library community room. It was presented by Chapman University’s Gamma Beta Phi Honor Society. There were free crafts, snacks and story times. There were 35 kids in attendance. • Music Adventures @ Your Library (ages 4-12) starts today, May 11 at El Modena Branch Library and Thursday, May 14 at Main Library. These classes are taught by Donn Hallman of Orange Coast Musical Arts. A grant was awarded through the Orange Public Library Foundation (OPL) for $8,500 for three programs a month at each facility ending in April 2010. • Adult Volunteer Recognition Program is Tuesday, May 12, Main Library community room. After the program, volunteers will walk over to City Hall for recognition by City Council. • A Wish List was presented to the Friends of the Library at their Board Meeting earlier today. They have offered to assist us with purchasing materials since our book budget was drastically reduced. At the Board Meeting they will vote on which items to support and how much money they will give us. • In collaboration with Orange Teachers and Parents Together, El Modena Branch Library had its Dia De Los Ninos (Day of the Child) Program on April 30. 2.2 Financial Report for March 2009 Received and filed. We are under spent. III. BOARD REPORTS 3.1 Report from Chair Westfall Chair Westfall asked if we should be including anything about the Santiago Library System (SLS) meetings in our board reports knowing that there is still movement toward the consolidation. Interim Library Director Moreno reported that the consolidation is happening and that she has budgeted the $5,000 needed to be a member of the Santiago Library System (SLS). We will be billed in July for this amount. Chair Westfall and Interim Library Director Moreno attend CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES May 11, 2009 Page 3 quarterly SLS meetings so it was decided that information from these meetings will be included on the agenda and in board reports. 3.2 Report from Orange Public Library Foundation Liaison Vice Chair Schlund reported that the Board has two new members – Larissa Marantz and Cindy McCandless. The Teddy Bear Tea Party, which was scheduled for Saturday May 2, was cancelled due to poor ticket sales. All the underwriters agreed to donate their money (approximately $4,000) to the library toward children’s books. 3.3 Reports from Trustees None. IV. OLD BUSINESS 4.1 Local History Library Photos used by Phil Brigandi At the last meeting, the Board asked if library staff could look into whether or not photos from our collection were donated to Phil Brigandi for use in his book. Local History Librarian Lizeth Ramirez pointed out in her detailed report that the library does not have any record of our ever giving Phil Brigandi images from the Local History collection for use in his book. She also added that if the images had come from the Local History collection Mr. Brigandi would have known to credit us. V. NEW BUSINESS 5.1 ACTION, Review and Adoption of Programming Policy * While adoption of this policy could not take place because of a lack of quorum, Board continued its discussions from last month. Chair Westfall asked if an author holding a program in the library community room has to pay for the room or are the fees waived. Interim Library Director Moreno stated that if the program is sponsored by the Library the meeting room fee is waived. Non-library programs are subject to meeting room fees. The Board was in agreement that this Programming Policy as proposed is acceptable. This policy will come back to the June 15 meeting for adoption provided there is a quorum. The Board has asked if Interim Library Director Moreno would contact Trustee Clemens to find out if he will be at the June meeting so that voting can take place on library policies. Executive Assistant Jan Reichert stated that Trustee Clemens mentioned in an email that he might need to step down from the Library Board of Trustees because of a scheduling conflict. Interim Library Director Moreno said she will make contact with Trustee Clemens to find out if he will be at the next meeting or is resigning from the Board. If Trustee Clemens is resigning, the Board would then like to call a special meeting before he resigns to vote on this policy. Interim Library Director said she would have an answer for the next meeting. 5.2 ACTION, Proposed Revisions to Test Proctoring Policy * (Adopted by Library Board of Trustees on January 28, 2008) The suggestion from library staff is that the library discontinues the test proctoring service because the changed nature of testing has affected the library’s ability to give good customer CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES May 11, 2009 Page 4 service. Trustee Collins moved to adopt the Test Proctoring Policy as presented; Vice Chair Schlund seconded the motion and it carried unanimously. VI. ANNOUNCEMENTS ¾ Free Job Resources Workshop was offered this morning, Monday, May 11, 10 a.m., El Modena Branch Library. It teaches participants how to use the Internet and library print resources to write professional resumes, prepare a job interview, and navigate employment Web sites. Space is limited to 11. ¾ Local History Photo Class on How to Preserve your Photos, Tuesday, May 12, Main Library. ¾ Flights of Fantasy Imagination Celebration puppet show, Saturday, May 16, 11 a.m., Main Library Community Room VII. PUBLIC COMMENT None VIII. ADJOURNMENT Trustee Collins moved, and Vice Chair Schlund seconded the motion to adjourn the meeting at 3:50 p.m. The motion carried unanimously. The next meeting will be held on Monday, June 15, 3 p.m. in the Community Room, El Modena Branch Library, 380 S.
