I. CALL TO ORDER (3:05 p.m.)
1.1 Pledge of Allegiance
Chair Douglas Westfall led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Douglas Westfall, Vice Chair Jonell Schlund, Trustee Nancy Collins
and Trustee Mark Clemens
Staff Present: Interim Library Director Yolanda Moreno, and Executive Assistant Jan
Reichert.
1.3 Adoption of Agenda
Vice Chair Schlund moved to approve the agenda as presented; Trustee Collins seconded
the motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee Collins moved to approve the minutes of the January 26, 2009 meeting as
presented; Trustee Clemens seconded the motion, and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report, February 2009
Interim Library Director Yolanda Moreno gave a verbal report:
• The Library held an SAT Program on Saturday, February 7 with 20 in attendance.
Additionally, library staff promoted the library books (study books on preparing for the
SAT’s) that are available for checkout. Library staff is looking to hold practice reviews
sessions for ACT’s in the near future.
• Saturday, February 21, OPL and one of the Reach Out and Read (ROAR) volunteers
hosted an American Girls Craft Program with 83 children and 51 adults in attendance.
The program was well attended and well received by all.
• Line drawings by local artist James Keniston are on display through March in the Art
Gallery located across from the customer service desk.
• Larissa Marantz, local Orange artist, was featured the Sunday before the inauguration of
Obama as the only OC artist asked to display her artwork at the inauguration. Interim
Director Moreno met with Ms. Marantz to ask if she would like to display her artwork at

the library in April. One of her pieces on display will be a reproduction of what she had
on display at the inauguration. Ms. Marantz is also a Children’s Illustrator (for the Rug
Rats) and will display some of her children’s illustrations during the Library’s Summer
Reading Club program. She is also going to teach an art class on Manga drawing or
some other type of artwork sometime in the future. She has been contacted by the
Orange Public Library Foundation about a possible position on its Board of Directors.
• Interim Library Director Moreno met with Cheryl Posner from the Chuck Jones Gallery
about a possible collaboration. With limited funds and staff available, Interim Library
Director Moreno told Ms. Posner that the library would not be able to add any new
programs at this time. In the fall, Ms. Posner is going to do a week-long program for
Chapman University. As part of this program the Library is going to host a Free Drawing
Class for kids in the Community Room at the Main Library. The class will be taught by
one of the teachers and details on the time frame of this class will be reported to the
Board as they become available.
• OPLF Executive Director Nora Jacob is working on a grant for the Library with the
Orange County Community Foundation and the SL Gimble Foundation. It’s called
“Music Adventure at the Library.” The grant will be awarded in April.
2.2 Financial Reports for January 2009
Received and filed. Interim Library Director Moreno reported that Library Services is on target
with its spending.
III. BOARD REPORTS
3.1 Report from Chair Westfall
None.
3.2 Report from Foundation Liaison
Interim Library Director Moreno reported that the Foundation gave $150,000 to the City at the
February 10 City Council meeting. The next series of “It’s Your Money” workshops will be
every Wednesday starting April 1 going through May 27 (exception is April 15), 11 a.m. to 1
p.m. in Community Room A&B, Main Library. The next big event will be a “Teddy Bear Tea”
on May 2, 2-4 p.m. at the Woman’s Club. One hundred percent of admission will go toward
children’s books. Two new Board Members have been added – Larry Tannas (Tannas
Electronics) and Doug Tipping (Mgr. of Citizens Business Bank).
3.3 Reports from Trustees
Trustee Clemens talked about some of the issues associated with putting together a 5K or 10K
Race fundraiser.
• The most critical issue is to choose a date, ideally a Saturday, and it should be a date that
does not conflict with another City’s or organizations event
• This type of event is labor-intensive and the City (Public Works Dept., PD to name a
few) will be involved with some of the costs.
• Securing a course. Trustee Clemens envisions a course that would incorporate the circle
of Orange (Plaza) with Hart Park, and start and end at the library

• The bulk of the work would fall under committee activities - breakdown of the event into
sections that would be handled by individuals that want to help. Can also expand to
include involvement of local community groups such as Friends of the Library, Old
Town Preservation Association, the Old Town Historical Society and Library Board of
Trustees.
• There is also a planning process. You can do your own implementation or hire an outside
group to put the event together (this would be a big ticket cost if going this route).
• Advertise the event and balance what you pay for the race with what your sponsors cover.
• Entry fees – you want to keep this low so that you can attract more participants. The
average is $20 to $25 per participant.
Interim Library Director Moreno added that before any decision is reached regarding library
participation she would need to know what the level of staff commitment is. With limited staff,
the library is not in a position to commit to any new programs/events at this time. There was
continued discussion of the viability of such as event. All were in agreement that before any
decision is made further information from Trustee Clemens will be needed.
IV. OLD BUSINESS
4.1 Adult Literacy – Survey’s from SLS Libraries on Adult Literacy Program
A survey was sent via email to all SLS and MCLS libraries. Included in Board packets were the
responses that have been received to date. Trustee Collins asked if we have received a response
yet from OC Read. Interim Library Director Moreno reported that we have not heard anything
yet, but she did get the name of the new contact for OC Read and gave this to Adult Services
Librarian Kitty Crary who will contact this person.
4.2 Orange Public Library Foundation – Current list of accomplishments (per request from
Chair Westfall)
A list of OPLF current accomplishments included in Board packets for your review and files.
4.3 2009 CALTAC Workshop in Library Leadership
Executive Assistant Jan Reichert reminded Board Members of the upcoming workshop in Library
Leadership, Saturday, March 14, Torrance Public Library, 9 a.m. to 1 p.m. If you wish to attend
this workshop contact Executive Assistant Reichert by March 1 and she will register you.
V. NEW BUSINESS
None
VI. ANNOUNCEMENTS
¾ Scott Enke – new Technology Library Assistant. The Library gave up three other 19-hr
library positions in order to bring Mr. Enke aboard because Technology is very important
and the help was greatly needed.
¾ Wells Fargo Donation – donated $1,000 to OPLF for Local History digitization. This
donation will be accepted by City Council at the March 24 meeting.

VIII. ADJOURNMENT
Vice Chair Schlund moved, and Trustee Clemens seconded the motion to adjourn the meeting
at 3:45 p.m. The motion carried unanimously. The next meeting will be held on Monday,
March 16, 3 p.m. in the Staff Conference Room, Orange Public Library & History Center, 407 E.
Chapman Avenue.
