Minutes of Board Meeting held February 25, 2008
Staff Conference Room, Orange Public Library & History Center

I. CALL TO ORDER (3:05 p.m.)
1.1 Pledge of Allegiance
Chair Douglas Westfall led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Douglas Westfall, Trustee Nancy Collins, Trustee Mark Clemens.
Trustees Absent: Vice Chair Jonell Schlund, Trustee Paul Hughes.
Staff Present: Library Services Director Nora Jacob, Admin Assistant Jan Reichert.
1.3 Adoption of Agenda
Trustee Collins moved to approve the agenda as presented; Trustee Clemens seconded the
motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee Collins requested a clarifying change to item 4.3, “Discussion, Six-Month Status Report
on the Orange Public Library & History Center.” The first sentence of the final paragraph will
be changed to read as follows: “Trustee Collins inquired about the status of her request to help
with volunteers for the library if needed.” Ms. Jacob will modify the Minutes and re-post the
corrected version on the Library’s website.
Trustee Clemens moved to approve the minutes of January 28, 2008, as amended; Trustee
Collins seconded the motion, and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for February 2008
Ms. Jacob reported on various staff vacancies throughout the organization and the recruitments
and internal shifts going on to fill those spots. She noted that Lending Services and
Administration have reorganized slightly with the redeployment of a Senior Library Clerk –
specifically, Jennie Sloan – to help in Admin with community room bookings. Adult & Young
Adult Services and also Children’s and Branch Services have seen a slight shift of staffing as
well. Last and best, Ms. Jacob reported that Admin Assistant Jan Reichert had just been
recognized by the local National Management Association (NMA) chapter as STARR Employee
of the Month for January ’08. Kudos to Jan!

2.2 Financial Report for February 2008
Ms. Jacob answered questions from Trustee Clemens about the status of the Library’s electricity
and gas bills now that the Main Library is open again. The report was then received and filed.
III. BOARD REPORTS
3.1 Report from Chair Westfall
Chair Westfall reported that former resident Bob Pargee has donated the handbell he’d found in
Orange as a child. Ms. Jacob enthused over the uniqueness of this gift to the library’s archives.
She will look into having the bell appraised, to try to get more information about it. Mr. Westfall
said that once the bell is displayed, he hoped there would be a new handle on it.
3.2 Report from Foundation Liaison
Ms. Jacob reported for Vice Chair Schlund, who was unable to attend. She noted that the
Library Foundation’s Philanthropic Market Study had been completed the week before and
would be presented and reviewed Feb. 28 to the Library Foundation Board in special session. In
addition, she asked the Trustees to mark Sunday, June 22, on their calendars for the Library
Foundation’s annual Gala, to be held at the Main Library.
3.3 Reports from Trustees
Trustee Clemens extended his congratulations to Ms. Reichert for her employee recognition
award. Trustee Collins noted that someone she’d met at church is a retired Orange High School
teacher who has photos that he might be willing to donate to our library’s archives.
IV. OLD BUSINESS
None.
V. NEW BUSINESS
5.1 Trustees’ Attendance at CALTAC Southern California Regional Workshop, Saturday,
March 15, 2008, 9 a.m. to 1 p.m.
Ms. Jacob reminded the Trustees that they needed to decide by March 1 as to whether or not to
attend the CALTAC regional workshop on March 15. The library’s budget has funds to send
everyone.
5.2 Discussion – Using Volunteers at Orange Public Library
Ms. Jacob thanked Trustee Collins for her willingness to help as needed to recruit, organize and
train library volunteers. The two agreed to meet during the month ahead to begin planning the
2nd Annual Spelling Bee in support of adult literacy at OPL.

VI. ANNOUNCEMENTS
o CALTAC Southern California Regional Workshop at Orange Public Library & History
Center – Saturday, March 15, 2008, 9 a.m. to 1 p.m.
o “Chuck Jones, Director: More Than Nine Lives” program featuring Linda Jones and two
animated short films – Wednesday, March 26, 2008, 3:30-5:00 p.m. at Orange Public
Library & History Center (rescheduled from Thursday, January 24).
o Dedication of El Camino Real bell on library’s History Walk – Saturday, April 5, 2008, 11
a.m. at Orange Public Library & History Center.

VIII. ADJOURNMENT
Trustee Collins moved, and Trustee Clemens seconded the motion to adjourn the meeting at
3:40 p.m. The motion carried unanimously. The next meeting will be held on Monday, March
17, 3 p.m. in the Staff Conference Room, Orange Public Library & History Center.
